What is Manav Garima Yojna (NT DNT)?

Manav Garima Yojna (NT DNT), sometimes written Manav Garima Yojana, is run by the Director of Developing Castes Welfare under the Social Justice and Empowerment Department, Government of Gujarat. The scheme's purpose, in the department's own words, is to enable people of nomadic and de-notified castes to live with dignity and become self-employed in small businesses and financially self-sufficient.

The instrument is deliberately simple. Instead of a cash grant or a loan, the department supplies a business tool-kit: described in the scheme papers as sadhan sahay, meaning assistance in the form of tools or equipment. The beneficiary chooses a trade, the department supplies the kit for it, and the beneficiary can start earning without first raising capital or servicing a debt.

That design matters for the target group. Nomadic and de-notified communities have historically had poor access to formal credit, no collateral and, in many cases, no continuous residence record. A tool-kit removes the credit barrier altogether: nothing to repay, nothing to mortgage.

Who is eligible for Manav Garima Yojna?

You can apply if:

• You are a resident of Gujarat.
• You belong to a nomadic or de-notified caste, evidenced by a caste certificate from the competent authority.
• Your family annual income is Rs 6,00,000 or less, where the income test applies to your category.
• You intend to use the tool-kit for a self-employment activity and can operate the trade.

The income relaxation: for nomadic and de-notified castes and for backward castes among the SEBC classes, the Rs 6,00,000 income limit has been removed. In practice this means the caste certificate, not the income certificate, is the decisive document for most applicants under this scheme. Carry both, because the portal asks for the income certificate as a standard upload.

You cannot apply if:

• You do not belong to a nomadic or de-notified caste. Scheduled Caste, Scheduled Tribe and general category applicants must use the corresponding scheme of their own directorate.
• You are a resident of another state.
• Your family income is above Rs 6,00,000 and the income relaxation for your category does not apply.
• You cannot produce a caste certificate from a competent authority in Gujarat. A self-declaration of caste is not accepted.
• You have already received a tool-kit under the scheme. The tool-kit is a one-time benefit, and a second claim by the same beneficiary is rejected at scrutiny.

What do I actually receive?

The benefit is a tool-kit for a small business activity, chosen from the trades the department supports for this scheme. Typical kits cover trades that need modest equipment and no premises, tailoring, cobbling, cutlery and utensil vending, small food preparation, repair work and similar activities.

The department has stated the following about the benefit:

• Various business tool-kits are provided so beneficiaries can engage in small business activities and become self-employed and financially self-sufficient.
• The kits are targeted at nomadic and de-notified castes.
• The annual family income limit is Rs 6,00,000 for most target groups, with the limit removed for nomadic, de-notified and SEBC backward castes.

No cash component is paid to the beneficiary. Anyone who tells you the scheme pays a lump sum into your account is describing a different scheme.

What documents are required?

Register on the portal with your full name exactly as printed on your Aadhaar card. The e-Samaj Kalyan registration form asks for name, gender, date of birth, Aadhaar number, email and caste, and a mismatch between the name you type and the name on Aadhaar is the most frequent cause of a profile failing verification later.

How to apply for Manav Garima Yojna online

1. Open the e-Samaj Kalyan portal at esamajkalyan.gujarat.gov.in.
2. On the home page, under Citizen Login, click the new user link "Please Register Here".
3. Enter your full name as per Aadhaar, gender, date of birth, Aadhaar number, email ID and caste, then click Register.
4. Log in with the user ID and password created on successful registration.
5. Click User Profile to open your profile for editing.
6. Fill in every mandatory field and click Update. The scheme forms are not available until the profile is complete.
7. From the home page after the profile update, select the scheme: Manav Garima Yojna — and the application form opens.
8. Fill in all mandatory details and upload the required documents.
9. Accept the terms and conditions and click Save Application.
10. Submit the application and take a printout for your records. Note the application number, which is what you use to track the application later.

The department publishes a Citizen Help Manual on the portal at esamajkalyan.gujarat.gov.in/HelpManual/Citizen-HelpManual.pdf, which walks through each of these screens with images. It is worth opening alongside the form if this is your first application on e-Samaj Kalyan.

How do I check my application status?

1. Log in to esamajkalyan.gujarat.gov.in with the same user ID and password.
2. Open your application list and find the record by application number.
3. The status shows whether the application is pending scrutiny, approved, or returned with an objection.

If your application shows an objection, correct the document concerned and resubmit through the same login. Do not create a second user account to file a fresh application: duplicate registrations against the same Aadhaar number cause both applications to be held up.

Why Manav Garima applications get rejected

• Caste certificate does not establish a nomadic or de-notified caste. A general SEBC certificate is not always sufficient; the certificate must name the caste in a way that maps to the NT-DNT list.
• Name mismatch between Aadhaar and the portal profile.
• Income certificate missing or expired, where the income ceiling applies.
• Trade certificate missing for a kit that requires proof of training.
• Duplicate application by a beneficiary who has already received a kit.
• Application saved but not submitted, which leaves it out of the sanction list.
• Annual target reached. The number of kits distributed each year is limited by the budget provision, so an eligible applicant can be carried into the next year's list.

When can I apply?

Applications are accepted in a window announced on the e-Samaj Kalyan portal, usually once each financial year and tied to the year's budget provision for the Developing Castes Welfare directorate. No permanent last date is published. Watch the announcements section on the portal home page, keep the caste and income certificates current so you are ready when the window opens, and apply early rather than in the final days, when the portal is heavily loaded.
