Dr. B. R. Ambedkar Stipend Scheme (Delhi)
Delhi state government scheme
The Dr. B. R. Ambedkar Stipend Scheme is a Delhi SC/ST/OBC Welfare Department proposal to pay Scheduled Caste students a stipend of about Rs 1,000 a month while they train in ITIs, polytechnics and skill centres in Delhi. The stipend is not yet listed in the department's own scholarship guidelines, so treat the amount as announced and not yet operational.
What is the Dr. B. R. Ambedkar Stipend Scheme?
The Dr. B. R. Ambedkar Stipend Scheme is a proposed monthly stipend for Scheduled Caste students of Delhi who are enrolled in technical and vocational training, Industrial Training Institutes, polytechnics and skill centres. The scheme is associated with the Department for the Welfare of SC/ST/OBC, Government of NCT of Delhi, the department that runs every state-funded scholarship for Scheduled Caste students in the capital.
The reported design is straightforward: a stipend of about Rs 1,000 per month credited by Direct Benefit Transfer to the student's own bank account, so that the running cost of attending a trade course: bus fare, tools, consumables, photocopying; does not push a first-generation trainee out of the programme halfway through.
A necessary caveat, stated up front. The Department for the Welfare of SC/ST/OBC publishes its own list of scholarship schemes, and in the current published guidelines the state-funded list runs to five schemes: reimbursement of tuition fees for classes I to XII, the merit scholarship for professional and technical courses, the Dr. B. R. Ambedkar State Topper Award, Mukhyamantri Vidyarthi Pratibha Yojna, and financial assistance for SC students studying abroad. A stipend scheme is not among them. The Rs 1,000 figure and the ITI/polytechnic scope come from scheme-aggregator reporting of an announcement, not from a departmental circular. Until the department issues guidelines, treat this page as a tracking page, not as an open application.
Who is eligible for the Ambedkar Stipend Scheme?
Based on the announced design and on how the department frames its other SC schemes, the expected conditions are:
You would be eligible if:
- You belong to the Scheduled Caste category, evidenced by a caste certificate issued in your name or your father's name by an SDM or Deputy Commissioner (Revenue), Government of NCT of Delhi.
- You are a resident of Delhi. Where the caste certificate was issued outside Delhi, the department requires a Delhi domicile certificate alongside it.
- You are enrolled in a technical or vocational course, an ITI trade, a polytechnic diploma, or a recognised skill-centre course in Delhi.
- You hold an active bank account in your own name, or jointly with a parent or guardian, seeded with your Aadhaar number.
You cannot apply if:
- You are not from the Scheduled Caste category. OBC and general-category students are outside this particular scheme, though the department's merit scholarship covers SC, ST and OBC students together.
- You are not a resident of Delhi, or your institution is outside Delhi.
- You are already drawing an equivalent stipend for the same course from another government source. Note the contrast with the department's merit scholarship, where students receiving an institutional stipend remain eligible, that concession has not been extended to this scheme in anything published.
- You are a repeater in the same year of the course. The department bars repeaters explicitly on both its tuition-fee reimbursement and Mukhyamantri Vidyarthi Pratibha Yojna.
- Nobody can apply at present, because no window is open.
What documents would be required?
| Document | Mandatory | Notes |
|---|---|---|
| SC caste certificate | Yes | Issued by SDM / Deputy Commissioner (Revenue), GNCTD, in the student's or father's name |
| Delhi domicile certificate | Only if needed | Required when the caste certificate is not issued by a Delhi competent authority |

| Bank passbook | Yes | Student's own account, or joint with parent/guardian; active and Aadhaar-seeded |
| Bonafide / admission certificate | Yes | From the ITI, polytechnic or skill centre, for the current year |
| Previous marksheet | Yes | For academic verification |
| Income certificate | Keep ready | No ceiling published for this stipend; the department applies Rs 3 lakh on some other schemes |
| Passport photograph | Optional | For offline forms |
How to apply for the Ambedkar Stipend Scheme
No application form has been notified. These are the steps to take now so that you can apply on day one when it opens:
- Get your Delhi SC caste certificate in order. Apply or renew through the Revenue Department via the Delhi e-District portal at edistrict.delhigovt.nic.in. Every state scholarship of this department turns on this one document, and it is the most common reason applications stall.
- Open or activate a bank account in the student's own name and get it seeded with the student's Aadhaar number at the bank counter. A joint account with a parent or guardian is acceptable to the department. Seeding is free.
- Register once on the Delhi e-District portal. All five state-funded scholarship schemes of the SC/ST/OBC Welfare Department are applied for there, and this stipend, if notified, is most likely to follow the same route.
- Collect your institutional papers, bonafide certificate, fee receipts and the previous year's marksheet; from your ITI or polytechnic office at the start of each session rather than when a deadline is running.
- Watch scstwelfare.delhi.gov.in under Services & Schemes and the circulars and orders section, where the department posts scholarship guidelines each academic year.
- If you prefer the offline route, visit the Department for the Welfare of SC/ST/OBC at B-Block, 2nd Floor, Vikas Bhawan, I.P. Estate, New Delhi-110002, and ask the scholarship branch whether guidelines for the stipend have been issued.
What a Delhi SC student can actually claim today
Because the stipend is not yet operational, this is the practical list — every figure below is from the department's published scholarship guidelines:
- Merit Scholarship for SC/ST/OBC students in professional and technical colleges. Rates run by course group: Rs 20,000 a year for hostellers and Rs 12,000 for day scholars on degree courses in medicine, engineering, agriculture and comparable fields; Rs 24,000 and Rs 15,000 for post-graduate courses in those fields; Rs 15,000 and Rs 9,000 for diploma-level courses; Rs 12,000 and Rs 8,000 for certificate courses and general graduate courses. A minimum of 60% marks in the previous academic year is required. Family income is not applied to SC and ST students; OBC students face a Rs 3 lakh ceiling. Importantly for trainees, a student already receiving a stipend from an institution or the government remains eligible for this merit scholarship.
- Dr. B. R. Ambedkar State Topper Award. A one-time Rs 25,000 to the topper among SC/ST/OBC students in each discipline of a professional or technical degree course. The student must have passed classes 10 and 12 from Delhi. Being a merit award, no family income limit applies, and institutions forward the toppers' names rather than students applying individually.
- Mukhyamantri Vidyarthi Pratibha Yojna, Rs 5,000 a year for classes IX and X with at least 50% in the previous class, and Rs 10,000 a year for classes XI and XII with at least 60%. The family income ceiling is Rs 8 lakh, waived entirely for students scoring 75% or more.
- Reimbursement of tuition fees, classes I to XII, up to Rs 48,000 or the actual fee paid, whichever is less, for families with income under Rs 3 lakh a year, requiring 50% marks and 70% attendance in the preceding year. Repeaters are excluded.
- Financial assistance for higher studies abroad: up to Rs 5 lakh a year, capped at Rs 10 lakh for a Master's and Rs 20 lakh for a PhD, for 100 selected SC candidates aged under 30 with family income up to Rs 8 lakh.
Separately, the Post-Matric and Pre-Matric Scholarships for SC students are centrally sponsored and are applied for on the National Scholarship Portal at scholarships.gov.in, not on e-District.
Why scholarship applications get rejected in Delhi
- Caste certificate not issued by a Delhi competent authority, and no Delhi domicile certificate attached to bridge the gap.
- Income certificate expired. The department requires it to be valid at the time the application is submitted, not merely at some point in the past.
- Bank account not in the student's name, or not seeded with the student's Aadhaar number. A parent's sole account will not receive the DBT.
- Marks below the threshold to 60% for the merit scholarship, 50% or 60% for Mukhyamantri Vidyarthi Pratibha Yojna depending on class.
- Repeating the same class or year, which is an explicit bar on several schemes.
- Study gap not explained. For a gap of up to three years the department requires an affidavit uploaded on the portal.
Grievance redressal and contacts
- Department for the Welfare of SC/ST/OBC, Government of NCT of Delhi: B-Block, 2nd Floor, Vikas Bhawan, I.P. Estate, New Delhi-110002. Scholarship guidelines and circulars are published at scstwelfare.delhi.gov.in.
- Delhi e-District portal, edistrict.delhigovt.nic.in to 9th Level, B-Wing, Delhi Secretariat, I.P. Estate, Delhi-110002, open 9:30 am to 6:00 pm, for portal and application issues.
- National Scholarship Portal, scholarships.gov.in, for the centrally sponsored Pre-Matric and Post-Matric SC scholarships.
Applying for any of these scholarships is free. No agent can charge to add your name to a scholarship list, and the department disburses only into an Aadhaar-seeded account in the student's own name.
How to check your application status
There is nothing to track for the Ambedkar Stipend itself right now: the Department for the Welfare of SC/ST/OBC has not opened an application window for it, so no applicant can have a pending case to check. If you have already applied for one of the department's five confirmed state scholarships (tuition fee reimbursement, the merit scholarship, the State Topper Award, Mukhyamantri Vidyarthi Pratibha Yojna, or the abroad-studies assistance), use these routes instead:
- Delhi e-District portal, edistrict.delhigovt.nic.in. Log in with the same credentials used at the time of application, open "Track Application Status" or "My Applications," and enter your application or reference number. The portal shows the current stage: submitted, under verification at the institution, forwarded to the department, sanctioned, or payment released.
- SMS updates. The e-District system sends a text to the mobile number registered at signup each time the status changes, so keep that number active through the academic year.
- Institution's scholarship cell. For most of these schemes the ITI, polytechnic, or college first verifies and forwards the application, so if the portal status has been stuck at "submitted" for several weeks, ask the institution's scholarship or accounts office whether they have forwarded it.
- Offline follow-up. If the portal shows no movement, visit or write to the Department for the Welfare of SC/ST/OBC at B-Block, 2nd Floor, Vikas Bhawan, I.P. Estate, New Delhi-110002, quoting the application number, or raise the query through the e-District facilitation desk at 9th Level, B-Wing, Delhi Secretariat.
- Centrally sponsored scholarships, the Pre-Matric and Post-Matric SC scholarships, are tracked separately on scholarships.gov.in under "Track Your Application," using the registration ID generated on that portal, since these do not run through Delhi's e-District system at all.
Once the Ambedkar Stipend itself is notified, this section will be updated with its own status-check process; until then, treat any message, call, or website claiming to report a status for this particular stipend as unreliable.

Frequently asked questions
How much is the Dr. B. R. Ambedkar Stipend Scheme in Delhi?
Publicly reported material puts the stipend at about Rs 1,000 per month for a Scheduled Caste student in technical or vocational training in Delhi. That figure does not appear in the Department for the Welfare of SC/ST/OBC's own published scholarship guidelines, so treat it as an announced intention rather than a confirmed sanctioned rate.
Can I apply for the Ambedkar Stipend Scheme right now?
No — no application window, form or portal has been notified for this stipend. The Department for the Welfare of SC/ST/OBC's published list of state-funded scholarship schemes does not currently include it, and until guidelines are issued there is nothing to submit.
Who is not eligible for the Ambedkar Stipend Scheme?
Students outside the Scheduled Caste category, students who are not residents of Delhi, and students not enrolled in a recognised ITI, polytechnic or skill centre in Delhi are not eligible. Students already drawing an equivalent stipend for the same course from another government source are also expected to be excluded.
What can a Delhi SC student apply for instead today?
Four state-funded schemes of the SC/ST/OBC Welfare Department are live right now — Merit Scholarship for professional and technical courses (Rs 8,000 to Rs 24,000 a year), the Dr. B. R. Ambedkar State Topper Award of Rs 25,000, Mukhyamantri Vidyarthi Pratibha Yojna (Rs 5,000 to Rs 10,000 a year for classes IX to XII), and Reimbursement of Tuition Fees up to Rs 48,000 for classes I to XII.
Does the Ambedkar Stipend Scheme have an income limit?
No income ceiling has been published for this stipend. On the department's comparable Merit Scholarship, family income is not applied at all to SC and ST students, while OBC students face a Rs 3 lakh annual ceiling.
Where would applications be submitted when the scheme opens?
Most likely the Delhi e-District portal at edistrict.delhigovt.nic.in, which is where the department routes all five of its state-funded scholarship schemes. Centrally sponsored SC and OBC scholarships go through the National Scholarship Portal at scholarships.gov.in instead.
Is the Ambedkar Stipend Scheme the same as the Ambedkar State Topper Award?
No, they are two different things. The Dr. B. R. Ambedkar State Topper Award is a live, one-time award of Rs 25,000 to the topper in each discipline of a professional or technical degree course; the stipend scheme is a proposed recurring monthly payment for students in vocational training.
