Delhi Mukhyamantri Mahila Samman Yojana
Delhi state government scheme
Delhi Mukhyamantri Mahila Samman Yojana was a Rs 1,000 per month cash transfer for women announced in the Delhi Budget of 4 March 2024. The scheme was never notified, never given an application portal, and never paid a single instalment. Delhi's operative women's cash scheme today is the Delhi Lakshmi Yojana, which pays Rs 2,500 a month.
What was the Delhi Mukhyamantri Mahila Samman Yojana?
Delhi Mukhyamantri Mahila Samman Yojana was a proposed monthly cash transfer of Rs 1,000 to women residents of Delhi, announced in the Delhi Budget for 2024-25 presented on 4 March 2024. The announcement was made in a Budget speech, which in Indian practice signals an intention to create a scheme. It does not by itself create one.
A scheme becomes operative only when the administering department issues rules: usually a gazette notification setting out eligibility, exclusions, the benefit, the sanctioning authority and an application route. No such notification was ever issued for the Mukhyamantri Mahila Samman Yojana. As of August 2026 the Department of Women and Child Development's website lists no Mahila Samman Yojana page, no rules, no form, no document checklist and no portal. What the Department does list for women's monthly cash assistance is the Delhi Lakshmi Yojana.
This guide exists because the name is still widely searched, and because women who filled forms in late 2024 continue to ask where their money is. The short answer is that no money was ever sanctioned under this name.
Who was eligible for the Delhi Mukhyamantri Mahila Samman Yojana?
Because no rules were notified, there is no official eligibility list. The criteria that circulated during the December 2024 registration drive, Delhi women aged 18 to 60, family income below Rs 3 lakh, name on the Delhi electoral roll, not drawing another government pension, not an income tax payer and not a government employee — were described on political platforms, not published by the Department of Women and Child Development.
Nobody can apply today, and nobody is eligible, because the scheme does not exist in law. Anyone who is told they are "eligible for Mahila Samman" and asked for documents or a fee is being misled.
If you are looking for the benefit these criteria were describing, the operative scheme is the Delhi Lakshmi Yojana, and its published rules differ in important ways:
- Age must be 21 to 60, not 18 to 60.
- Family income must not exceed Rs 2,50,000 a year.
- The applicant must be the eldest eligible woman in the family; one benefit per family unit, not one per woman.
- She, her husband, or either parent must have lived in Delhi for 10 years.
- She must be a registered voter of Delhi.
- A recommendation letter from the constituency MP or MLA is a mandatory upload.
- Women with more than three living children, families using more than 2,400 units of electricity a year, and four-wheeler owners are not eligible.
How to apply for Delhi's monthly women's cash assistance
There is no application for the Mukhyamantri Mahila Samman Yojana. Use the Delhi Lakshmi Yojana route instead.
- Open the official portal at dly.delhi.gov.in and complete the eligibility questionnaire, which checks age, residence, voter registration, income and the exclusion conditions.
- Fill in your personal and Aadhaar details, then your family member details and bank account details.
- Obtain and upload the recommendation letter from your constituency MP or MLA, along with your Aadhaar card, Delhi voter ID, photograph and signature, a 10-year residence proof and an age proof.
- Preview and submit the application, then download the acknowledgement receipt.
- Track the application later using the Track Application option on the same portal, entering the mobile number you registered with.
Registration is online only. No official collects forms door to door for Delhi's women's cash scheme, and no fee is payable at any stage.
What happened to the December 2024 registration drive
Between late December 2024 and the Delhi assembly election of February 2025, a door-to-door registration drive collected forms from women across Delhi under the Mahila Samman name, issuing a card or receipt in return. That drive was run on a political platform, not through the Department of Women and Child Development, and it did not feed into any government database.
Three practical consequences follow:
- A card or receipt from that drive is not a beneficiary number. No district office can look it up, because no government system ever recorded it.
- The form does not count as an application for the Delhi Lakshmi Yojana. Registration for that scheme opened separately on 1 August 2026 and requires a fresh online submission.
- The Aadhaar and voter ID details written on those forms left your hands outside any government process. Be sceptical of any later call or message offering to "release" or "activate" a Mahila Samman payment.
Where to get help
- Department of Women and Child Development, Maharana Pratap ISBT Building, Kashmere Gate, Delhi – 110006
- Phone: 011-23070378, 011-23380513
- Email: wcd[at]nic[dot]in
- District Women and Child Development Officer of your district, for any query on a live women's welfare scheme
- Delhi Lakshmi Yojana portal: dly.delhi.gov.in
If someone demands money to enrol you in the Mahila Samman Yojana, report it to the district WCD office. There is no scheme, so there is nothing to enrol in.
How to check your application status
There is no status to check under the Mukhyamantri Mahila Samman Yojana name, because the scheme was never notified and no portal was ever opened for it. If you are trying to find out what happened to a form you filled during the December 2024 to February 2025 door-to-door drive, the honest answer is that no government system has a record of it, so there is nowhere to check it. That drive was run on a political platform, not by the Department of Women and Child Development, and it never fed into any official database. A card or receipt from that drive cannot be looked up at any district office because no office ever entered it into a system.
If what you actually want is the status of a real application to Delhi's operative women's cash scheme, the Delhi Lakshmi Yojana, follow these steps instead:
- Go to the official portal at dly.delhi.gov.in.
- Use the Track Application option on the homepage.
- Enter the mobile number you registered with when you applied, along with any reference number or OTP the portal asks for.
- The portal will show whether your application is under scrutiny, approved, or sent back for correction.
If the portal shows no record at all against your mobile number, it usually means the online form was never submitted, or was left incomplete before the final submit step. In that case you need to log in again and complete a fresh application; a partly filled form does not count as filed.
For anything the portal itself cannot answer, contact the Department of Women and Child Development directly on 011-23070378 or 011-23380513, or visit the District Women and Child Development Officer of your district. Do not trust any phone call or message that claims to "activate" or "release" a Mahila Samman payment in exchange for a fee or your Aadhaar and bank details; no such scheme exists to make a payment from.
Common reasons for rejection
Because the Mukhyamantri Mahila Samman Yojana was never notified, applications cannot be rejected under that name; there was never an intake process to reject them from. The rejections applicants are actually running into are under the Delhi Lakshmi Yojana, the scheme that replaced this announcement in practice. The published eligibility rules point to the reasons genuine Lakshmi Yojana applications get turned back:
- Age outside the 21 to 60 band. The scheme excludes both women younger than 21 and women older than 60, unlike the 18 to 60 range that circulated informally for the Mahila Samman name. Check your date of birth as it appears on your age proof before applying.
- Family income above Rs 2,50,000 a year. The limit is per family, not per individual, so a household with more than one earning member can be disqualified even if the applicant herself earns nothing.
- Applying when you are not the eldest eligible woman in the family. The benefit is one per family unit. If a younger woman in the same household applies while an older eligible woman is also in the family, the younger woman's application is liable to be rejected in favour of the elder's.
- Missing or invalid MP or MLA recommendation letter. This upload is mandatory, and a letter that is unsigned, addressed to the wrong constituency, or missing altogether is a direct ground for rejection.
- Residency proof that does not cover the full 10 years. The applicant, her husband, or either of her parents must show 10 years of residence in Delhi; a proof document that only covers a shorter period, or that is in someone else's name with no relationship proof attached, will fail this check.
- Not a registered voter of Delhi. An application from someone whose voter ID is registered in another state, or who has no voter ID at all, does not meet this condition.
- Exclusion conditions being missed on the form. Having more than three living children, a household electricity consumption above 2,400 units a year, or owning a four-wheeler are each independent grounds for rejection, and applicants sometimes leave these fields blank or answer them incorrectly rather than disclosing them.
- Mistaking the 2024 registration drive card for a valid application. Some women believe the card or receipt they received during the earlier door-to-door drive already counts as their Lakshmi Yojana application. It does not. Registration for the Lakshmi Yojana opened separately on 1 August 2026 through the online portal, and only a fresh submission there is considered.
If your application is rejected, the fix is specific to the reason shown on the portal: correct the age or income figure with accurate documents, obtain a properly signed recommendation letter from the correct constituency representative, or submit residency proof that actually spans 10 years, before you reapply.

Frequently asked questions
Is the Delhi Mukhyamantri Mahila Samman Yojana still running?
No. The Mukhyamantri Mahila Samman Yojana was a Budget announcement made on 4 March 2024 that was never notified as a scheme. The Department of Women and Child Development has never published rules, an application form or a portal for it, and no instalment was ever paid under that name.
Which scheme replaced the Delhi Mukhyamantri Mahila Samman Yojana?
The Delhi Lakshmi Yojana, which pays Rs 2,500 a month to one eligible woman per family. It began as the Mahila Samriddhi Yojana approved by the Delhi Cabinet on 8 March 2025, was renamed in July 2026, and opened for online registration on 1 August 2026 at dly.delhi.gov.in.
I filled a form and got a card for the Mahila Samman Yojana — is it valid?
No government entitlement flows from it. Forms collected door to door during the December 2024 registration drive were not collected by the Department of Women and Child Development, and no official portal ever recorded them. If you want the Rs 2,500 monthly benefit, you must register afresh on dly.delhi.gov.in.
How much was the Mukhyamantri Mahila Samman Yojana supposed to pay?
Rs 1,000 per month, as announced in the Delhi Budget for 2024-25 presented on 4 March 2024. A higher figure of Rs 2,100 was later promised on a political platform ahead of the February 2025 Delhi assembly election, but neither amount was ever notified as a government scheme.
Can I still apply for the Mukhyamantri Mahila Samman Yojana?
No. There is no application route because the scheme was never brought into force. Applying under the Delhi Lakshmi Yojana at dly.delhi.gov.in is the only way to claim Delhi's monthly women's cash assistance.
Was any money ever paid under the Mahila Samman Yojana?
No instalment was paid under the Mukhyamantri Mahila Samman Yojana name. The first payments under Delhi's monthly women's cash scheme came through the Delhi Lakshmi Yojana after registration opened on 1 August 2026.
Is my personal data safe if I gave it during the 2024 registration drive?
Treat it as no longer under your control. The forms were not collected through a government portal, so the Department cannot confirm what happened to the Aadhaar and voter ID details written on them. Watch for unsolicited calls claiming to "activate" a Mahila Samman benefit — no such benefit exists to activate.
