Mukhyamantri Swavlamban Rozgar Yojana (Delhi)
Delhi state government scheme
Mukhyamantri Swavlamban Rozgar Yojana is a Delhi Khadi and Village Industries Board scheme offering self-employment loans of up to Rs 10 lakh at 6 percent interest below Rs 5 lakh, with a capital subsidy of 10 to 20 percent by category. Delhi residents aged 18 to 55 running or starting a small enterprise in Delhi are the intended borrowers.
What is Mukhyamantri Swavlamban Rozgar Yojana?
Mukhyamantri Swavlamban Rozgar Yojana is a self-employment credit scheme of the Government of NCT of Delhi, with the Delhi Khadi and Village Industries Board (DKVIB) as the nodal agency. The board functions under the Department of Industries and has long run margin-money and loan programmes for village industries and artisan trades in the capital.
The scheme's purpose, as announced, is to move people out of the queue for salaried jobs and into running their own small units. Swavlamban means self-reliance, and the design follows from that: instead of a stipend or a one-time grant, the scheme provides credit at a concessional rate with a capital subsidy attached, so that a person with a trade skill but no collateral history can capitalise a workshop, a service unit or a small retail business.
The target groups named in the scheme are school and college dropouts, unemployed youth, existing shopkeepers, artisans and small entrepreneurs who are domiciled in Delhi and whose unit will operate inside Delhi.
Current status. The scheme was announced in 2024, but the Delhi Khadi and Village Industries Board has not yet opened a dedicated application portal for it, and the board's website does not display live scheme guidelines under its Programmes and Loan Schemes section. The figures below come from published reporting of the announced design rather than from a departmental circular. Treat them as indicative and confirm at the board's office before making financial commitments.
How much loan and subsidy does the scheme provide?
Loan ceiling: Rs 10 lakh.
| Loan size | Reported interest rate |
|---|---|
| Up to Rs 5 lakh | 6 per cent per annum |
| Rs 5 lakh to Rs 10 lakh | 7 per cent per annum |
Reported capital subsidy by category:
| Applicant category | Subsidy |
|---|---|
| General | 10 per cent |
| Women, SC, ST, ex-servicemen | 15 per cent |
| Divyangjan (persons with disabilities), widows | 20 per cent |
Read the subsidy correctly, because this is where borrowers most often misunderstand a scheme of this type. The subsidy is a capital subsidy on the project cost, it reduces what you ultimately repay. It is not cash handed over at the start, and it does not convert the loan into a grant. On a Rs 10 lakh project, a 20 per cent subsidy means Rs 2 lakh of the project cost is borne by the state and the balance remains a repayable loan carrying interest.
The interest concession is the second half of the benefit. Against a typical unsecured small-business rate in the commercial market, a 6 or 7 per cent rate is a substantial saving over a multi-year tenure, often larger in rupee terms than the subsidy itself.
Who is eligible for Mukhyamantri Swavlamban Rozgar Yojana?
You can apply if:
- You are a domiciled resident of Delhi.
- You are between 18 and 55 years of age.
- You are a school or college dropout, an unemployed young person, an existing shopkeeper, an artisan, or a first-time entrepreneur.
- Your enterprise; proposed or running; operates within Delhi.
- You can produce ownership or possession papers for the worksite and an MCD registration certificate for the trade or establishment.
- You can arrange a guarantor willing to stand surety for the loan.
You cannot apply if:
- You are not domiciled in Delhi, or your unit will be located outside Delhi.
- You are under 18 or over 55 years of age.
- You cannot show legal possession of a worksite: no ownership document, no rent agreement, no lease.
- You cannot obtain MCD registration for the trade, which rules out activities that municipal rules do not permit at the proposed location.
- You have no guarantor. As a credit scheme rather than a grant, surety is part of the structure.
- You are looking for a cash grant. This scheme lends money; it does not give it away.

How to apply for Mukhyamantri Swavlamban Rozgar Yojana
No live application window has been notified. These steps prepare you for the window opening and cover the route the Delhi Khadi and Village Industries Board uses for its loan programmes generally.
- Contact the Delhi Khadi and Village Industries Board directly at the 5th Floor, Nigam Bhawan (Old Hindu College), Kashmere Gate, Delhi-110006, and ask the loan branch whether guidelines for Mukhyamantri Swavlamban Rozgar Yojana have been issued and how applications are being received.
- Check dkvib.delhi.gov.in under Programmes and Loan Schemes. The board publishes its loan scheme material there, and this is where a Swavlamban application link would appear.
- Secure your worksite paperwork first. Ownership documents, a registered rent agreement or a lease deed for premises in Delhi are the slowest item to arrange and the one most applications fall down on.
- Obtain MCD registration for the trade or establishment at the proposed location, since it is on the mandatory document list.
- Prepare a costed project report — machinery and equipment, premises, working capital, expected monthly turnover and repayment capacity. Even where the scheme does not list it as mandatory, no bank will appraise a Rs 10 lakh proposal without one.
- Line up your guarantor and collect their identity and income documents in advance, with their written consent.
- Submit the application with the full document set once the board notifies the window, and retain an acknowledgement with a date on it.
- Attend the bank appraisal. Under schemes of this design the board sponsors the case and a bank sanctions and disburses the loan, with the subsidy routed through the same channel. Expect a branch interview about the business plan.
How to check your application status
There is no online status tracker for this scheme. Status is followed up in two places:
- The Delhi Khadi and Village Industries Board at Nigam Bhawan, Kashmere Gate, Delhi-110006, quoting your application acknowledgement.
- The bank branch to which your case was sponsored, once it has been forwarded for appraisal. Most delays in sponsored-loan schemes sit at the branch stage, not with the board.
Why applications get rejected
- No worksite possession proof. A business address that is only informal cannot be documented, and the file stops there.
- MCD registration not obtainable for the proposed activity at the proposed location, a common outcome for manufacturing or noisy trades in residential zones.
- No guarantor, or a guarantor whose own financial standing the bank does not accept.
- Weak or absent project report. A proposal that cannot show how the loan will be repaid from business income is refused at appraisal even after the board sponsors it.
- Age outside 18 to 55 at the date of application.
- Domicile not established. A Delhi address is not the same as Delhi domicile, and the scheme asks for the latter.
- Existing default on a previous government-sponsored loan.
Key dates and current status
Mukhyamantri Swavlamban Rozgar Yojana was announced in 2024 with the Delhi Khadi and Village Industries Board as nodal agency. No application portal has opened and no closing date has been published. Anyone told by an agent that applications are running should verify directly with the board before paying anyone anything.
While waiting, borrowers with a viable plan should look at the parallel routes already operating. The Prime Minister's Employment Generation Programme (PMEGP), which the Khadi and Village Industries Commission administers nationally and for which state KVI boards are an implementing agency, and PM SVANidhi for street vendors. Both are live and cover overlapping ground.

Frequently asked questions
How much loan does Mukhyamantri Swavlamban Rozgar Yojana give?
Up to Rs 10 lakh. Reported terms set interest at 6 per cent for loans up to Rs 5 lakh and 7 per cent for loans between Rs 5 lakh and Rs 10 lakh, with a capital subsidy on top that varies by applicant category.
What subsidy is available under the scheme?
Reported subsidy rates are 10 per cent for general applicants, 15 per cent for women, SC, ST and ex-servicemen applicants, and 20 per cent for divyangjan and widows. The subsidy reduces the effective borrowing, it is not a separate cash grant paid out in advance.

Anyone who is not domiciled in Delhi, anyone below 18 or above 55 years of age, and anyone whose proposed enterprise will operate outside Delhi is not eligible. Applicants who cannot produce worksite possession papers, MCD registration or a willing guarantor also cannot proceed.
Is the scheme open for applications yet?
No dedicated application portal has been opened. The scheme was announced in 2024 and the Delhi Khadi and Village Industries Board is the nodal agency, but a live online or offline application window has not been notified on the board's website.
