What is Dr. Babasaheb Ambedkar Udyog Uday Yojana?
Dr. Babasaheb Ambedkar Udyog Uday Yojana is an umbrella incentive scheme of the Industries and Mines Department, Government of Gujarat, meant specifically for entrepreneurs from Scheduled Caste and Scheduled Tribe communities who set up or run micro, small and medium enterprises in the state. The scheme is administered through the Industries Commissionerate and delivered on the ground by the District Industries Centres, with the Gujarat Industrial Development Corporation handling estate-linked support.
The yojana is not a single grant. It is a bundle of separately notified components, and an eligible enterprise can draw on more than one of them. The rent component addresses a specific problem. A first-generation SC or ST entrepreneur usually cannot afford to buy industrial land or build a shed before the business has proved itself. Renting is the practical route, but rent is a fixed monthly outgo in the years when the unit is least able to bear it. Dr. Babasaheb Ambedkar Udyog Uday Yojana therefore reimburses most of that rent for the first few years of operation.
How much rent assistance does the scheme pay?
Dr. Babasaheb Ambedkar Udyog Uday Yojana pays 70% of the rent paid by an eligible micro or small enterprise on the shed it manufactures from, subject to a maximum of Rs 1,00,000 per year, for a period of 5 years. The arithmetic follows from those two limits:
- At a rent of Rs 10,000 a month, annual rent is Rs 1,20,000 and 70% is Rs 84,000, so the enterprise gets Rs 84,000 that year.
- At a rent of Rs 15,000 a month, annual rent is Rs 1,80,000 and 70% is Rs 1,26,000, but the ceiling caps the payout at Rs 1,00,000.
- Across the full 5-year eligibility period, the maximum an enterprise can receive is Rs 5,00,000.
Assistance is a reimbursement, not an advance. The enterprise pays the landlord first, and the District Industries Centre releases the subsidy against proof of payment. That is why rent receipts and bank statements matter more than the lease document itself.
Who is eligible, and who is not eligible?
You can claim rent assistance if:
- The enterprise is a micro or small enterprise as defined by the MSME classification and holds a valid Udyam Registration.
- The enterprise is engaged in manufacturing activity.
- The proprietor, or the partners or directors holding the controlling stake, belong to a Scheduled Caste or Scheduled Tribe community recognised in Gujarat, evidenced by a caste certificate from a competent authority.
- The unit operates from a rented or leased shed in Gujarat under a written agreement in the name of the enterprise.
- The unit has commenced commercial production and holds the statutory clearances its line of manufacture requires.
You cannot apply, or are not eligible, if:
- The enterprise owns the premises it works from. Rent assistance exists only where rent is actually paid.
- The enterprise is a medium or large unit. The rent component is restricted to micro and small enterprises even though the umbrella yojana covers medium enterprises for other benefits.
- The activity is service or trading rather than manufacturing. Service enterprises owned by SC/ST entrepreneurs should look at the interest subsidy component instead.
- The promoters do not hold SC or ST status, or cannot produce a caste certificate for the controlling promoters.
- The lease is with a related party such as the proprietor himself, a partner, a relative or a sister concern, and the rent is not an arm's-length payment.
- The same rent expenditure has already been reimbursed under another state or central scheme. Double-dipping on the same cost is not allowed.

How to apply for rent assistance under the scheme
- Register the enterprise on Udyam and complete the statutory registrations for your line of manufacture, so that micro or small status is on record.
- Sign a written rent or lease agreement in the name of the enterprise before you start claiming, and keep the stamped and registered copy.
- Create a login on the Investor Facilitation Portal at ifp.gujarat.gov.in, the single portal the Industries Commissionerate uses for Gujarat's industrial incentive schemes.
- Select Dr. Babasaheb Ambedkar Udyog Uday Yojana and, within it, the assistance in rent to MSEs component.
- Fill the application with enterprise details, promoter caste details, details of the rented premises, monthly rent and the period claimed.
- Upload the documents listed above, including rent receipts for the period for which you are claiming.
- Submit and note the application number, then send or hand over the signed hard copy with attested annexures to the District Industries Centre of the district where the shed is located, if the DIC asks for it.
- Attend the site inspection. DIC staff verify that the unit physically operates from the rented shed before the claim is sanctioned.
- Track the application on the portal until the sanction order is issued and the amount is credited to the enterprise bank account.
How to apply offline
- Visit the District Industries Centre of your district and ask the MSME desk for the Dr. Babasaheb Ambedkar Udyog Uday Yojana application format.
- Submit the completed form with attested copies of the caste certificate, Udyam registration, lease agreement and rent receipts.
- Collect the inward acknowledgement with the file number, and use that number for every follow-up.
Even where a paper file is accepted, the District Industries Centre normally records the case on the Investor Facilitation Portal, so the online route is faster and leaves you a trackable record.
How to check the status of your claim
Log in to ifp.gujarat.gov.in and open the application dashboard, which shows the current stage: submitted, under scrutiny, query raised, inspection pending, sanctioned or disbursed. If a query is raised, the portal lists exactly which document or clarification is wanted, and the file does not move until you reply. For files older than a few weeks with no movement, follow up in person at the District Industries Centre with your application number.
Why rent assistance claims get rejected
- No registered lease. An unstamped or purely verbal arrangement will not be accepted as proof of tenancy.
- Rent paid in cash with no trail. Claim only rent that is traceable through a bank transfer or receipted payment.
- Caste certificate defects. An expired certificate, or one covering only a minority partner rather than the controlling promoters, is a frequent ground for rejection.
- Premises used for trading or storage rather than manufacturing, which the site inspection will pick up.
- Related-party lease between the enterprise and its own promoters or a sister concern.
- Claim filed after the permitted period from the date of commencement of commercial production or of the rent payment.
