What is the Dr. P. G. Solanki Scheme?

Dr. P. G. Solanki Scheme for Loan/Assistance to Law Graduates of Scheduled Caste is a Gujarat state scheme administered by the Director, Scheduled Caste Welfare, under the Social Justice and Empowerment Department. According to the scheme record published on the Government of India's myScheme portal, the scheme was launched in 1973, which makes it one of the older SC welfare measures still running in Gujarat.

Dr. P. G. Solanki Scheme addresses a narrow but real problem. A law graduate who has just enrolled with the Bar Council earns very little in the first two or three years of independent practice, and the biggest fixed cost in that period is a place to sit; chambers, a shop-front office, or a small business premises near the court. The scheme gives a one-time capital contribution of Rs 12,000 towards buying that premises or shop.

The Rs 12,000 is deliberately split into two parts:

• Rs 5,000 as a subsidy, an outright grant that is not returned.
• Rs 7,000 as a loan at 4% interest: repayable, and secured by a surety bond executed in Form-A.

That 4% rate is far below any commercial rate, and the subsidy half means the effective borrowing burden on a new advocate is small. Dr. P. G. Solanki Scheme is not a scholarship, not a stipend, and not a recurring monthly payment; it is a single capital assistance towards establishing practice.

Who is eligible for the Dr. P. G. Solanki Scheme?

You can claim assistance if all of the following are true:

• You are a law graduate, the LL.B. degree must already be completed, and the class and marks obtained must be evidenced by a certificate or marksheet.
• You belong to the Scheduled Caste category, evidenced by a caste certificate from the competent authority.
• You are a native of Gujarat. The scheme record states plainly that the benefit is given only to natives of the state.
• Your annual family income does not exceed Rs 6,00,000. Unusually for Gujarat welfare schemes, the ceiling is the same Rs 6,00,000 for rural and for urban applicants, so there is no separate slab to worry about.
• You intend to start independent legal practice, and you can show a Bar Council registration number and date with an attested copy of the certificate.

You cannot apply if:

• You belong to the Scheduled Tribe, Socially and Educationally Backward Class, Economically Weaker Section or general category. Dr. P. G. Solanki Scheme is restricted to Scheduled Caste applicants, and other categories are served by separate schemes of the Director, Developing Castes Welfare.
• You are domiciled outside Gujarat. Law graduates from other states are not eligible even if they intend to practise in Gujarat.

Scan every document as a clear, readable file before you begin. The e-Samaj Kalyan form does not allow partial saving of uploads across long gaps, and a blurred caste certificate is one of the most common causes of a file being sent back.

How to apply for the Dr. P. G. Solanki Scheme

1. Open the e-Samaj Kalyan portal at esamajkalyan.gujarat.gov.in.
2. Under the Citizen Login tab, click "Please Register Here" for a new user account.
3. Enter your full name exactly as on the Aadhaar card, along with gender, date of birth, Aadhaar number, email ID and caste, then click Register.
4. Log in with the user ID and password you have just created.
5. Open User Profile, fill in every mandatory field, and click Update. The scheme list will not appear correctly until the profile is complete.
6. From the home page, select the Dr. P. G. Solanki Scheme for Law Graduates to open the application form.
7. Fill in all mandatory details and upload the scanned documents listed above, including the Form-A surety bond and the Bar Council registration copy.
8. Accept the terms and conditions and click Save Application.
9. Submit the form, print a copy for your records, and note down the application number, it is what you will use to track the file.

How to apply offline or get help with the form

Dr. P. G. Solanki Scheme is an online-first scheme, but the verification is done locally. If you cannot complete the online form yourself:

1. Visit the district office of the Director, Scheduled Caste Welfare: every district in Gujarat has one, and the district officer directory is published on esamajkalyan.gujarat.gov.in.
2. Ask the district social welfare officer to guide you through the online submission and to confirm which documents your district requires in physical original at the time of verification.
3. Carry the originals of the caste certificate, income certificate, Bar Council registration and law marksheets for verification against the uploads.

How to check your application status

1. Log in to esamajkalyan.gujarat.gov.in with the same user ID and password used to file the application.
2. Open your application list and locate the file by its application number.
3. The status will show the stage: submitted, under scrutiny at the district office, sanctioned, or returned for correction.
4. If a file is returned, the reason is displayed; correct and resubmit rather than filing a fresh application, which creates a duplicate.

Because a portion of the assistance is a loan, the sanction stage involves the Form-A surety being verified, so a small delay between "under scrutiny" and "sanctioned" is normal.

Why applications get rejected, and how to fix it

• Income certificate above Rs 6,00,000 — the single hardest bar. Family income, not personal income, is counted.
• Caste certificate not from a competent authority in Gujarat: certificates issued outside the state are not accepted for a scheme limited to natives of Gujarat.
• Bar Council enrolment not evidenced, an application without the registration number, date and attested certificate copy will not clear scrutiny, since the scheme exists to support entry into practice.
• No Form-A surety bond, the Rs 7,000 loan cannot be sanctioned without it.
• Bank account not in the applicant's own name. A joint or family account will hold up disbursal.
• Unreadable uploads, rescan at higher quality and resubmit against the same application number.
