What is the Dr. P. G. Solanki scheme for SC medical graduates?

Dr. P. G. Solanki Scheme for Loan/Assistance to Medical Graduate Doctors of Scheduled Caste is a self-employment finance scheme run by the Director of Scheduled Caste Welfare, Social Justice and Empowerment Department, Government of Gujarat. The department lists it as BCK-32C, and it was launched in 1976, making it one of the oldest surviving SC welfare schemes in the state.

The scheme addresses a specific bottleneck. A Scheduled Caste student who has completed MBBS, BAMS, BHMS, BDS or a homeopathy qualification is professionally ready to practise but usually has no capital to rent premises, buy a table, an examination couch, basic instruments and an initial stock of medicines. Banks treat a fresh graduate with no collateral as high risk. Dr. P. G. Solanki provides that first tranche of working capital at a rate no commercial lender offers.

What the scheme provides:

Repayment is by monthly instalments of Rs 5,000, beginning after the loan is sanctioned. At 4 percent, the interest cost is a fraction of what an unsecured professional loan would carry in the open market.

Note that Dr. P. G. Solanki is a family of schemes, not a single one. The directorate runs separate Dr. P. G. Solanki schemes for lawyers (a stipend), for law graduates (loan assistance) and for MS/MD specialist doctors setting up surgical nursing homes. This guide covers only the scheme for medical graduate doctors, the MBBS, BAMS, BHMS, BDS and homeopathy stream. Who is eligible for the Dr. P. G. Solanki doctors scheme?

You can claim assistance if:

• You belong to a Scheduled Caste notified for Gujarat and hold a valid caste certificate.
• You hold a recognised medical qualification, MBBS, BAMS, BHMS, BDS, a homeopathy degree or the DHMS diploma.
• You are registered with the relevant council and entitled to practise independently.
• Your annual family income is within Rs 6,00,000. The same ceiling applies in rural and urban areas.
• You intend to start your own clinic or dispensary and can show premises.
• No member of your family has taken this benefit before.

You are not eligible and cannot apply if:

• You are employed in a government or private institution. Salaried doctors are excluded, because the scheme funds independent practice only.
• Your family income exceeds Rs 6,00,000 a year.
• You do not belong to a Scheduled Caste of Gujarat. ST and OBC doctors are served by the Tribal Development Department and the Director of Developing Castes Welfare under their own schemes.
• Another member of your family has already taken this benefit. It is limited to one member per family and is a one-time benefit, you cannot return for a second tranche later.
• You are a homeopathic doctor who intends to practise allopathy. The guidelines require homeopathic beneficiaries to practise homeopathy exclusively.
• You cannot produce premises for the clinic, or cannot arrange a guarantor for the loan portion.

What documents are required?

Get the income certificate freshly issued. Because the loan file passes through district scrutiny, a certificate that has expired by the time the file is examined is one of the most common causes of delay.

How to apply for the Dr. P. G. Solanki scheme

1. Open esamajkalyan.gujarat.gov.in and register as a citizen user with your name, mobile number, district and Aadhaar details, or log in if you already have an e-Samaj Kalyan account.
2. Complete your citizen profile, address, taluka, caste category, bank account number and IFSC code. The scheme list stays locked until the profile is saved.
3. Select the Director of Scheduled Caste Welfare department and then the Dr. P. G. Solanki loan assistance for medical graduates (BCK-32C) scheme.
4. Fill the application form with your qualification, council registration number, year of passing, the address of the proposed clinic and the amount applied for.
5. Upload the caste certificate, degree, council registration, income certificate, Aadhaar card, bank passbook, premises proof and non-employment affidavit.
6. Submit and save the application number displayed on the acknowledgement screen.
7. Take the printed application and original documents to the office of the Deputy Director, Scheduled Caste Welfare in your district. Loan cases require original verification and cannot be sanctioned on uploads alone.
8. Execute the loan documents and surety bond at the district office when the case is approved. The sanction letter tells you the repayment schedule.
9. Open the clinic within 3 months of receiving the assistance and inform the district office so that verification can be recorded.

How do I check my application status?

Log in to esamajkalyan.gujarat.gov.in and open my applications on your dashboard. The case moves through submitted, district scrutiny, sanction, loan documentation and disbursement. Loan schemes take longer than scholarship schemes because of the surety and premises verification steps, so a case sitting at scrutiny for several weeks is normal. Contact the Deputy Director with your application number rather than filing a fresh application; a duplicate is rejected and displaces the original.

Why applications get rejected, and what to do

• Applicant is employed, the affidavit or the verification shows a job. Not fixable while you remain employed.
• Income above Rs 6,00,000, not fixable for the current year.
• Family member already benefited — the one-family, one-time rule is absolute.
• No premises identified, arrange a rent agreement or allotment letter and resubmit.
• No acceptable guarantor, the loan portion cannot be sanctioned without surety. Arrange a solvent guarantor and resubmit.
• Council registration missing or lapsed; renew it and reapply.
• Name mismatch across Aadhaar, degree and caste certificate; get the spelling corrected on one of them so all three agree.
• Clinic not opened within 3 months of disbursement, this is not a rejection but a recovery trigger, and the district office can call the assistance back.

Key dates and repayment

The Director of Scheduled Caste Welfare has not published a fixed annual last date for BCK-32C; the window is announced on e-Samaj Kalyan for each financial year, which runs 1 April to 31 March. Because the scheme has a limited annual budget allocation, applying early in the financial year improves the chance of sanction in the same year.

Repayment begins after sanction, in monthly instalments of Rs 5,000. Keep every receipt. The Rs 25,000 grant component is never recovered from a beneficiary who complies with the conditions, but the loan component is a real debt and default is pursued by the district office.
