What is the medical and engineering education assistance?

Educational Assistance for Medical and Engineering Courses is a professional education benefit run by the Maharashtra Building and Other Construction Workers Welfare Board, the statutory board constituted under the Building and Other Construction Workers Act, 1996 and functioning under the Labour Department, Government of Maharashtra. The scheme pays Rs 1,00,000 for a medical degree and Rs 60,000 for an engineering degree to the children, and, unusually, the spouse: of a registered construction worker.

According to the Board's welfare schemes list on mahabocw.in, these two amounts are the largest single education benefits the Board offers. They sit above the Rs 20,000 per year degree benefit and the Rs 25,000 per year post-graduate diploma benefit in the same Education group, which is stated to be applicable for the first two children. Maharashtra construction workers usually encounter this benefit under the umbrella Marathi name Bandhkam Kamgar Yojana.

The reasoning behind the scheme is a real problem in Maharashtra. A construction worker's child who clears NEET or MHT-CET faces a first-year outgo, admission fee, hostel deposit, instruments, uniform, books, far beyond a daily wage household's savings, and families frequently surrender a hard-won professional seat at that stage. The Board's one-time amount is aimed squarely at the first year of a medical or engineering course.

Who is eligible for the medical and engineering assistance?

You can receive the benefit if:

• The parent or spouse is a registered building and other construction worker with the Maharashtra BOCW Welfare Board, with a live, renewed registration.
• The worker satisfied the Board's registration test, aged 18 to 60 and having worked at least 90 days in construction in the preceding 12 months.
• The student holds a current admission to a medical or engineering degree course, evidenced by a bonafide certificate from the institution.
• The previous level marksheet; typically Class 12 or a diploma — on which the admission was granted can be produced.
• The student is the first or second child, or the spouse, of the registered worker.

You are not eligible and cannot apply if:

• The worker is not registered with the Maharashtra BOCW Welfare Board. Employment on a construction site, or a contractor's letter, does not substitute for the worker's own registration number.
• The worker's registration has lapsed without renewal. The Board's education claims are all blocked by a lapsed card.
• The student is the third or later child of the registered worker.
• The course is not a medical or engineering degree. A diploma, a post-graduate diploma or a general degree is covered under separate heads at Rs 20,000 or Rs 25,000 a year.
• No bonafide certificate can be produced, so current enrolment cannot be established.

What documents are required?

Families should collect the bonafide certificate at the time of admission, when the college office is already issuing paperwork in bulk. Returning months later to request it is significantly harder.

How to apply for the medical and engineering assistance online

1. Open the Board's portal at iwbms.mahabocw.in and go to Claim Management, then Claim Main Form.
2. Enter the registered worker's registration number and Aadhaar number and verify using the OTP sent to the registered mobile number.
3. Select the education assistance for medical or engineering course entry from the schemes listed against that registration.
4. Enter the student's name, the institution, the course and year of study, and the bank account number with IFSC code.
5. Upload the bonafide certificate, previous level marksheet, Aadhaar copies and bank passbook as clear scans within the size limits shown.
6. Submit the claim and record the acknowledgement number shown on screen.
7. Track progress with that acknowledgement number under the claim status option on the same portal.

How to apply offline

1. Visit the district Labour Office or the BOCW facilitation centre in your district, taking the worker's registration card and the original bonafide certificate.
2. Ask for the education assistance claim form and complete the student and bank details.
3. Attach self-attested copies of the bonafide certificate, the previous marksheet, Aadhaar cards and the bank passbook, and submit them at the counter.
4. Collect the stamped acknowledgement with the claim reference number for follow-up.

How do you check the claim status?

Maharashtra BOCW claim status is tracked on iwbms.mahabocw.in using the acknowledgement number generated at submission. The portal shows whether the file is under scrutiny, returned for a document, approved or paid. Where the file has not moved for several weeks, call the Board's toll-free helpline 1800-8892-816, open 10:00 to 18:00, or email support@mahabocw.in with the acknowledgement number and registration number.

Why claims get rejected, and how to fix them

• Registration lapsed; renew on the portal's renewal module first, then refile. This is the single largest cause of rejected education claims.
• No bonafide certificate, a fee receipt or an allotment letter is often submitted instead, and the Board asks specifically for the bonafide.
• Course head mismatch, a pharmacy, nursing, B.Sc. or diploma course filed under the medical degree head at Rs 1,00,000.
• Third child. The two-child cap on education benefits is applied strictly.
• Bank details wrong, an incorrect IFSC, or an account in the student's name where the Board expects the worker's, causes the credit to fail after approval.
• Illegible uploads: folded or shadowed phone photographs of certificates are commonly returned for a rescan.

A returned claim can be corrected and resubmitted on the same portal; it does not require a fresh application from the beginning.

How this fits with the Board's other education benefits

Maharashtra's BOCW Board supports a student through the whole education ladder, but each level is a separate claim filed in its own year. Classes 1 to 7 draw Rs 2,500 a year and classes 8 to 10 draw Rs 5,000 a year, both against a school certificate showing 75 per cent attendance. Classes 11 and 12 draw Rs 10,000 a year. A general degree draws Rs 20,000 a year, a diploma Rs 20,000 a year and a post-graduate diploma Rs 25,000 a year. The medical and engineering amounts of Rs 1,00,000 and Rs 60,000 stand apart as one-time professional-course benefits. The Board also reimburses the MS-CIT computer course fee against the passing certificate and fee receipt.
