What is this adventure sports financial assistance scheme?

Financial Assistance for Preparation of Training Camp and Participation in Land, Mountain & Sea Adventure Sports Competitions is a youth scheme of the Sports, Youth and Cultural Activities Department, Government of Gujarat, implemented by the Commissioner, Youth Service and Cultural Activities at Gandhinagar. The scheme reimburses part of what a young person in Gujarat spends on getting trained for, and taking part in, adventure sports.

The scheme covers training programmes, workshops, expeditions and competitions in the land, sea and air adventure disciplines; mountaineering and trekking, rock climbing, scuba diving and water sports, para-gliding and similar activities, held within Gujarat or outside the state. Adventure sports are expensive to enter: a basic mountaineering course, technical equipment, insurance and travel to the Himalaya or to a coastal centre can cost a young person more than a month's income, and this scheme exists to take part of that cost off them.

Assistance is capped at Rs 30,000 or 75 per cent of the actual expenditure incurred, whichever is less. That means the applicant always bears at least 25 per cent of the cost themselves, and the state never pays more than Rs 30,000 however large the bill.

Who is eligible for this adventure sports assistance?

You can claim if:

• You are a permanent resident of Gujarat.
• You are 45 years of age or below at the time of application.
• You have successfully completed an eligible adventure sports event, course, workshop or expedition and hold the completion certificate.
• You can produce bills and receipts for the expenditure claimed.
• You hold a bank account in your own name.

You are not eligible if:

• You are over 45 years of age.
• You are not a permanent resident of Gujarat.
• You are applying before the training or event, hoping for an advance. The scheme is expressly post-facto and pays only after successful completion.
• You did not complete the course or expedition. A drop-out or an aborted attempt without a completion certificate has no claim.
• You have no supporting bills. Without expenditure proof the 75 per cent calculation cannot be made.

The scheme carries no income restriction and no educational qualification requirement. Residence, age and completed participation are the only real tests.

What documents are required?

Keep every receipt from the day you register for the course. The reimbursement is computed on documented expenditure, so a bill you cannot produce is money you cannot recover.

How to apply for adventure sports financial assistance

1. Complete the adventure sports course, workshop, expedition or competition first and collect the completion certificate from the organising institute or federation.
2. Write an application on plain paper addressed to the Commissioner, Youth Service and Cultural Activities, Gandhinagar, Gujarat, stating your name, address, age, the activity undertaken, the organiser, the dates, the venue, the total expenditure and the amount claimed.
3. Attach the completion certificate, Aadhaar card, birth certificate, the identity card issued for the event, passport-size photographs, your bank passbook or cancelled cheque, and the original bills and receipts for course fees, equipment, insurance and travel.
4. Sign the application and the declaration of expenditure.
5. Submit the file at the office of the Commissioner, Youth Service and Cultural Activities, Gandhinagar, or route it through your district youth officer, and obtain a receiving stamp on your own copy.
6. Follow up with the district youth office quoting the date of submission until the claim is sanctioned and credited.

There is no online application for this scheme, and no application fee.

What expenses does the assistance cover?

The scheme covers the real costs of getting into adventure sports:

• Training fees for a recognised course, workshop or camp.
• Equipment costs. The technical gear the discipline requires.
• Insurance, which most adventure sports organisers make compulsory.
• Transportation to and from the training or competition venue.
• Related expenses connected to participation.

All of these are added up to arrive at the actual expenditure, and the sanction is then the lower of Rs 30,000 and 75 per cent of that total. A candidate who spends Rs 20,000 can expect at most Rs 15,000; a candidate who spends Rs 60,000 is still capped at Rs 30,000.

How to check the status of your claim

1. Contact the district youth officer in your district with the date of submission and the activity name, and ask where the file has reached.
2. If the claim was filed directly at Gandhinagar, follow up with the office of the Commissioner, Youth Service and Cultural Activities.
3. Once sanctioned, watch your bank account for the credit, and keep the receiving copy of your application until the money arrives.

Why claims get rejected, and how to protect yours

• Applying in advance. The single most common mistake. The scheme is explicitly post-facto; an application filed before the event cannot be sanctioned.
• No completion certificate. Participation alone is not enough; the certificate must show successful completion.
• Missing bills, so the 75 per cent calculation cannot be done. Photocopy every receipt before submitting.
• Age above 45 on the date of application.
• No proof of permanent residence in Gujarat. Carry a domicile certificate, ration card or voter card if residence is questioned.
• Bank details not in the applicant's name, which stops the credit even after sanction.
• Unrecognised organiser. Attach the organising body's own letterhead documentation showing it conducts the discipline formally, particularly for private expeditions.

How this scheme differs from the department's other adventure schemes

The Sports, Youth and Cultural Activities Department runs more than one thing that looks like adventure support, and picking the wrong one costs months. Its published list includes a State Mountain Climbing Award Scheme, which recognises mountaineering achievement, and separate adventure, valour and service awards for outstanding acts. Those are honours decided by a selection process. This scheme is different in kind: it is a reimbursement of documented expenditure, not an award, and it is claimed as of right by anyone who meets the residence, age and completion conditions and produces bills.

The department also runs a coastal trekking programme for Scheduled Caste youth, where the state organises and pays for the camp directly and the participant spends nothing. If you want a fully funded organised camp rather than partial reimbursement of a course you arrange yourself, that is the other route to ask about at the district youth office.

Key timing points to note

Three timing facts decide most claims. First, there is no published annual last date for this scheme — the trigger is the completion of your event, not a calendar window. Second, the claim can only be made after completion; an application filed in anticipation will not be sanctioned. Third, the practical window is short in effect, because bills, the completion certificate and the organiser's confirmation are all easiest to obtain in the weeks right after the event. A claim assembled two years later usually fails on documents rather than on merit.
