What is the International Financial Assistance scheme in Gujarat?

International Financial Assistance is a sports welfare scheme of the Sports, Youth and Cultural Activities Department, Government of Gujarat, implemented through the Sports Authority of Gujarat at Gandhinagar. The scheme pays a Gujarat sportsperson who has been selected for a recognised international-level competition a one-time grant of up to Rs 75,000 so that the cost of getting to the event does not stop them from competing.

According to the scheme description published on the National Scheme portal and the guidelines listed in Gujarat's Mari Yojana scheme directory (scheme number 277), the Rs 75,000 is intended to cover boarding, lodging, travel including air tickets, the sports kit and other related miscellaneous expenses. It is a reimbursement-style benefit rather than a stipend: the applicant is expected to produce accounts audited by a Chartered Accountant showing what was actually spent.

International Financial Assistance sits alongside the department's other athlete-support schemes, Shaktidoot, Khel Pratibha Puraskar, the Swami Vivekanand talent development centres and the district-level sports schools. Where those schemes build the athlete over years, this one solves a single, sharply defined problem: an international selection letter arrives and the athlete cannot fund the trip.

Who is eligible for International Financial Assistance?

You can claim the assistance if:

• You are a sportsperson representing Gujarat in a recognised international-level sports competition.
• You are a permanent resident of Gujarat and can produce a domicile certificate.
• You are registered as a Player on the Sports Authority of Gujarat portal.
• You can produce a selection or invitation letter from the recognised national or international federation running the event.
• You can produce CA-audited accounts of the expenditure claimed.

You are not eligible if:

• You are not domiciled in Gujarat, even if you train in the state or study at a Gujarat institution.
• The competition is not a recognised international-level event. Club tours, invitational meets without federation recognition and privately organised tournaments are not covered.
• You cannot produce audited accounts for the expenditure being claimed.
• You are a coach, manager or team official rather than a competing athlete. The scheme is written for the sportsperson.

The eligibility conditions published for this scheme also record a gender condition; male sportspersons. Women athletes should therefore confirm the current wording with the Sports Authority of Gujarat rather than assume the scheme covers them; the department runs a separate Women Players Award scheme.

There is no income ceiling and no minimum educational qualification attached to International Financial Assistance. Selection for the international event, Gujarat domicile and documented expenditure are the tests that matter.

What documents are required for International Financial Assistance?

Keep the original bills. The audited statement is what the office reads first, but a scrutiny query will ask for the underlying air ticket, hotel and kit invoices.

How to apply for International Financial Assistance

1. Open the Sports Authority of Gujarat portal at sportsauthority.gujarat.gov.in and click Registration (player registration).
2. Fill the player registration form with your name, date of birth, sport, district, contact number and email, and upload your photograph.
3. Wait for the login credentials that arrive on the email address you registered with, then sign in choosing the user type Player.
4. From the schemes list inside your player account, select the International Financial Assistance scheme.
5. Fill the application form with the competition name, dates, venue, the federation that selected you, and the amount you are claiming.
6. Upload the domicile certificate, the selection letter, the CA-audited accounts and your bank details, then submit.
7. Save or print the acknowledgement and note the application number shown on screen.
8. Follow up with the Sports Authority of Gujarat, Sector 13-B, Gandhinagar, if the status does not change within a few weeks.

How to apply offline if the portal does not work

1. Prepare a written application addressed to the Director General, Sports Authority of Gujarat, Administrative Building, Sector 13-B, near Kh-3 Circle, Vavol railway crossing, Gandhinagar 382016.
2. Attach self-attested copies of the domicile certificate, selection letter, audited accounts, photograph and bank passbook.
3. Submit the set at the Sports Authority of Gujarat office or through your district sports officer, and take a receiving stamp on your copy.

The district sports office is usually the faster route for an athlete outside Gandhinagar, because the district office forwards the file with its own verification note.

How much does the scheme pay and when?

International Financial Assistance is capped at Rs 75,000 per eligible sportsperson. The payment is a one-time grant tied to a specific international competition, not a recurring stipend, and it is credited to the athlete's own bank account. Because the claim rests on audited accounts, the practical sequence is: selection letter, travel, bills, audit, claim, verification, payment.

Athletes should budget for the gap. The grant does not arrive before the trip in the normal course, so the money usually has to be arranged first and recovered afterwards.

Why applications get rejected, and how to fix them

• No domicile certificate, or a certificate in a different spelling of the name from the one on the sports records. Get the mamlatdar's office to correct the spelling before you apply.
• Event not recognised. Attach the federation's own communication showing the event is an official international competition.
• Unaudited or self-prepared expenditure statement. The scheme asks specifically for accounts audited by a Chartered Accountant.
• Bank account name mismatch. The account must be in the athlete's name, not a parent's or a club's.
• Incomplete player registration. If the photograph or basic profile fields are missing, the scheme form will not accept the submission.
• Claim filed long after the event, with bills no longer traceable. File as soon as the audit is ready.

How this scheme differs from other Gujarat sports schemes

Athletes frequently file under the wrong scheme, so it is worth separating them. The Sports, Youth and Cultural Activities Department's published scheme list includes the Swami Vivekanand talent development centres, the Sports Association Assistance Scheme, Khel Pratibha Puraskar, the Shaktidoot Scheme, the tribal in-school sports scheme, the District Level Sports Schools, a Women Players Award Scheme, a State Mountain Climbing Award Scheme and the Matribhumi youth power centres.

Of these, only International Financial Assistance is triggered by a single international selection and paid against audited expenditure. Shaktidoot and the talent centres support long-term training; Khel Pratibha Puraskar and the women players award recognise achievement; the association assistance scheme funds bodies rather than individuals. If your case is an international trip you have been selected for, this is the right scheme; if it is year-round training support, ask the Sports Authority of Gujarat about Shaktidoot instead.

Key dates and timing

International Financial Assistance has no fixed annual application window published. The timing is set by your competition: the selection letter comes first, the trip follows, and the claim is filed once the Chartered Accountant has audited the expenditure. Practically, that means three dates matter to you. The date of the selection letter, the last date of the competition, and the date the audited statement is signed. File soon after the third, because a stale claim with unverifiable bills is the hardest kind to push through.
