Financial Assistance Scheme for Purchase of Agricultural Land to Scheduled Caste Farmers is run by the Director of Scheduled Caste Welfare under the Social Justice and Empowerment Department, Government of Gujarat. The scheme was launched in 1986 and has continued since, which makes it one of the oldest economic upliftment schemes still operating in the department's list.

Who cannot apply

  • Applicants who are not Scheduled Caste are not eligible under this scheme.

How to apply for the agricultural land purchase assistance

  1. Identify a specific parcel of agricultural land and a willing seller, and agree a price in writing. An application without an identified parcel cannot be processed.
  2. Collect the seller's land records, the 7/12 and 8-A extracts, and check that the title is clear and the land is agricultural, not already converted to non-agricultural use.
  3. Obtain the certificates: the Scheduled Caste certificate, an income certificate from the Mamlatdar showing family income within Rs 6,00,000, and a Talati or Gram Panchayat certificate confirming that you work as an agricultural labourer and hold no land.
  4. Register and log in on the e-Samaj Kalyan portal at esamajkalyan.gujarat.gov.in, choose the Director Scheduled Caste Welfare directorate, and open the agricultural land purchase scheme.

What conditions apply after the land is bought?

The 15-year restriction on sale is the central condition. Agricultural land purchased with this assistance cannot be sold for 15 years from the date of purchase. The restriction exists because the scheme's purpose fails entirely if the beneficiary sells the parcel back to a larger landowner within a season or two under distress.
