Who is eligible for BCK-43?

An applicant qualifies if all of the following are true:

  • The applicant belongs to the Scheduled Caste category and holds a certificate from a competent authority in Gujarat.
  • The applicant is a permanent resident of Gujarat.
  • The applicant is buying or building business premises or a shop in an urban area.
  • The applicant has obtained or is in the process of obtaining a bank loan of up to Rs 10,00,000 for that purchase.
  • The applicant is a small entrepreneur or self-employed person, actual or intending.

Who cannot apply

  • Applicants who are not Scheduled Caste are not eligible. Other Backward Class and Scheduled Tribe entrepreneurs have parallel schemes run by the Director of Developing Castes Welfare and the Tribal Development Department respectively.
  • Applicants buying premises in a rural area cannot apply under BCK-43, which is written for urban areas.
  • Applicants who want working capital, stock finance or equipment finance rather than premises cannot use this scheme. BCK-43 funds the place of business, not the business.
  • Applicants without a bank loan cannot claim anything, because the benefit is calculated as interest support on a sanctioned loan. Someone buying a shop with their own savings gets nothing under this scheme.
  • Applicants resident outside Gujarat are not eligible.

How to apply for BCK-43

  1. Identify the premises and obtain a written sale agreement, allotment letter or construction estimate for the shop in an urban area.
  2. Approach a bank. A nationalised bank, a scheduled commercial bank or a co-operative bank recognised by the department, and apply for a loan of up to Rs 10,00,000 against the premises. Obtain the sanction letter.
  3. Register on the e-Samaj Kalyan portal at esamajkalyan.gujarat.gov.in with your mobile number and email, and log in with the user ID issued to you.
  4. Select the Director Scheduled Caste Welfare directorate and open the scheme for financial assistance to small entrepreneurs in urban areas (BCK-43).
  5. Fill the application with your personal details, caste certificate number, details of the premises being purchased, loan amount and bank details, then upload the scanned documents.
  6. Submit and print the acknowledgement carrying the application number.
  7. Submit the printed application with self-attested copies to the District Scheduled Caste Welfare Officer and take a stamped receipt with the inward number.
  8. Follow up for the sanction order. Once sanctioned, the interest support is released against the loan account as the interest falls due.

  1. Visit the District Scheduled Caste Welfare Officer's office in your district and ask for the BCK-43 application form.

  3. Submit at the counter with the originals for verification and take a stamped receipt bearing the inward number and date.
  4. Follow up after four to six weeks quoting the inward number.

How is the interest support paid?

Two practical consequences follow. First, a borrower who repays the loan early stops accruing interest and therefore stops accruing subsidy; early repayment is permitted without penalty, but it will usually mean receiving less than the full Rs 15,000. How do I check my BCK-43 application status?

Log in to esamajkalyan.gujarat.gov.in with the same user ID used to apply and open the application status section. The portal reports the stage: pending at data entry, pending verification, sanctioned, or returned for correction.

For anything the portal does not explain, quote the inward number at the District Scheduled Caste Welfare Officer's office. For the interest credit itself, check the loan account statement at the bank branch rather than the portal, since the adjustment happens on the bank's books.

Why do BCK-43 applications get rejected?

  • No bank loan sanction, which leaves nothing for the subsidy to attach to.
