What is the Gujarat Foreign Education Scheme?

Foreign Education Scheme is a study-abroad loan scheme of the Social Justice and Empowerment Department, Government of Gujarat, implemented by the Gujarat Unreserved Educational and Economical Development Corporation (GUEEDC). The body Gujaratis usually call the Bin Anamat Nigam. The scheme lends a student from the unreserved category the total tuition fee of the entire course or Rs 15,00,000, whichever is less, at 4 per cent simple interest.

The gap the scheme fills is specific. Reserved-category students in Gujarat have long had corporation-run foreign study loans through their own development corporations. Unreserved-category families below the income line had no such route and were left with commercial education loans at roughly three times the interest rate. GUEEDC was set up to close that gap, and the Foreign Education Scheme is its flagship education product, sitting alongside its self-employment loan, food-bill assistance, coaching assistance and tuition-support schemes.

Note what the scheme is and is not. Foreign Education Scheme is a loan, not a scholarship. The money must be repaid, property must be pledged, and the student signs a surety bond. The concession is the price of the money to 4 per cent simple interest with a one-year moratorium after course completion: not the money itself.

How much is the loan, and on what terms?

Loan amount. The lower of the full course tuition fee or Rs 15,00,000.

Interest. 4 per cent simple interest, charged by the Corporation.

Collateral.

  • Total loan up to Rs 7,50,000. A charge of one and a half times the loan amount must be registered on the beneficiary's own property or a relative's property.
  • Total loan above Rs 7,50,000: immovable property equal to the total loan amount must be mortgaged in favour of the Corporation.

Repayment.

  • Loan up to Rs 5,00,000 — equal monthly instalments over 5 years, starting 1 year after completion of studies.
  • Loan above Rs 5,00,000: equal monthly instalments over 6 years, starting 1 year after completion of studies.
  • Money repaid is adjusted against interest first, and the balance against principal.
  • Early repayment is allowed at any time before the specified tenure.

No separate guarantor is required. The property charge or mortgage takes the place of a personal guarantee, which is why the property valuation set and Appendix-1 are among the heaviest documents in the file.

Who is eligible for the Foreign Education Scheme?

You can apply if:

  • You belong to the unreserved (non-reserved) category and hold a certificate to that effect.
  • You scored 60 per cent or more in Standard 12.
  • You have secured admission abroad to an MBBS course, a graduation course, a post-graduation course or an equivalent diploma course.
  • Your family's annual income is Rs 6,00,000 or less.
  • You are a resident of Gujarat and can produce a residence certificate.
  • You or a relative can offer immovable property for the required charge or mortgage.

The course-stage rule follows a simple logic: MBBS after Class 12, a degree after a diploma, and post-graduation or research after graduation. GUEEDC describes the target field as technical, paramedical and professional higher education abroad.

You are not eligible if:

  • You belong to a reserved category: SC, ST or SEBC applicants apply through their own corporations, not GUEEDC.
  • Your family income exceeds Rs 6,00,000 a year.
  • You scored below 60 per cent in Standard 12.
  • You have no confirmed admission letter from a foreign university or college. The admission letter must be dated before completion of the qualifying degree.
  • You cannot arrange the property security the loan slab requires.
  • You are not a Gujarat resident.

The document list for this scheme is one of the longest in Gujarat's welfare system, because it has to prove identity, category, income, merit, admission and security all at once.

Where the course does not include a Bachelor's, Master's or PG Diploma, you must additionally upload details of the college or university previously attended.

How to apply for the Foreign Education Scheme

Register first:

  1. Go to the Corporation's official website, gueedc.gujarat.gov.in, and open the Gujarat Unreserved Educational and Economical Development Corporation section under the Corporation menu.
  2. Click Foreign Education Scheme, then Apply Now. You are taken to the e-Samaj Kalyan application system at esamajkalyan.gujarat.gov.in.
  3. Click New User? Please Register Here, enter the required details and click Register to create your login.

Then apply:

  1. Enter your User ID, password and captcha and click Login.
  2. Read the scheme details on screen and click OK.
  3. Confirm your permanent address if it is correct, or enter the correct address.
  4. Click Save & Next and upload the documents listed above.
  5. Review everything. Click No, Cancel to go back and correct anything, or Yes, Submit when the file is complete.
  6. Click Save Application and note down your Application Number. Use Print Application to keep a copy.

How do I check my application status?

Log in at esamajkalyan.gujarat.gov.in with the credentials you registered and open the application status option, using the Application Number you saved at submission. The portal shows whether the application is pending scrutiny, sent back for correction, sanctioned or rejected.

Applications sent back for correction are the ones to watch. GUEEDC commonly returns files for a re-uploaded income certificate, a legible property document or a missing appendix, and the case sits idle until the student responds. Check the status weekly during the processing season rather than waiting for a phone call.

Why applications get rejected

  • Income certificate and income tax return disagree, or the certificate is from an authority the Corporation does not accept.
  • Class 12 percentage below 60, including cases where a re-examination result is submitted without the original mark sheet.
  • Admission letter dated after completion of the qualifying degree.
  • Property valuation short of the required multiple to 1.5 times for loans up to Rs 7,50,000, or equal value above that.
  • Appendix-1 or Appendix-2 not in the prescribed format, or unsigned.
  • Category certificate missing, since only unreserved-category students qualify.

When can I apply?

GUEEDC opens its schemes in annual application windows and publishes the dates as notifications on gueedc.gujarat.gov.in and on the e-Samaj Kalyan home page. The Corporation's 2026-27 self-employment scheme window, for example, ran from 22 June 2026 to 22 July 2026, and the education schemes are notified on a comparable annual cycle. Because a study-abroad file takes weeks to assemble; property valuation alone can take days, start collecting documents before the window opens rather than after.

How much can I borrow under the Gujarat Foreign Education Scheme?

What is the income limit for the Foreign Education Scheme?

Who cannot apply for this scheme?

Students from reserved categories cannot apply — SC, ST, SEBC and other reserved-category students have parallel schemes under their own corporations.
