What is the Interest Help Scheme for Graduate Doctor, Lawyer and Technical Graduate?

The Interest Help Scheme for Graduate Doctor, Lawyer and Technical Graduate is a self-employment support scheme of the Social Justice and Empowerment Department, Government of Gujarat, implemented by the Gujarat Unreserved Educational and Economical Development Corporation (GUEEDC). In Gujarati the scheme is listed on the GUEEDC portal as Snatak Tabib, Vakil, Technical Snatak mate Vyaj Sahay, literally, interest assistance for graduate doctors, lawyers and technical graduates.

According to the GUEEDC scheme page, a beneficiary from the unreserved category who has qualified as a doctor, lawyer or technical graduate and wants to open their own clinic, laboratory, radiology clinic or office becomes eligible for a 5 percent interest subsidy on a loan of up to Rs 10.00 lakh taken from a bank.

The design of the scheme matters. GUEEDC is not a lender here. The bank sanctions and disburses the loan on its own commercial terms; the corporation pays down 5 percentage points of the interest burden on that loan. A newly qualified professional therefore has to clear the bank's credit assessment first, and the GUEEDC application follows the sanction letter rather than preceding it.

  • Your business or practice has the registration required under the applicable rules, for instance state medical council registration for a doctor or Bar Council enrolment for an advocate.
  • You have taken a loan from a bank for the practice and can produce the sanction letter.
  • Your annual family income is Rs 6,00,000 or less.

You cannot apply if:

  • You belong to a reserved category (SC, ST or SEBC). Those applicants are served by separate Gujarat corporations, not GUEEDC.
  • You are under 18 or over 50 years of age.
  • Your annual family income exceeds Rs 6,00,000.
  • You have not yet obtained a bank loan sanction. An application without loan evidence cannot be processed, because the subsidy is calculated on the sanctioned amount.
  • You do not hold the professional registration required for the practice.
  • You are not a resident of Gujarat.

One caution on the income limit. The GUEEDC scheme page states Rs 6.00 lakh for this scheme, while the myScheme entry's FAQ section quotes Rs 4,50,000 in one place. Rs 6,00,000 is the figure published by the implementing corporation on its own scheme page, and that is the figure to work to, but carry an income certificate and confirm the current ceiling with the District Social Welfare Officer (Non-Reserved) before you file.

How to apply for the Interest Help Scheme online

  1. Open esamajkalyan.gujarat.gov.in, the Social Justice and Empowerment Department's citizen portal, and go to the Gujarat Unreserved Education and Economical Development Corporation section under the Corporation menu.
  2. Select Interest Help Scheme For Graduate Doctor-Lawyer-Technical Graduate and click Apply Now.
  3. If you are a first-time user, click New User? Please Register Here, enter the required details and click Register.
  4. Log in with your User ID, password and captcha.
  5. Read the scheme conditions on screen and click OK.
  6. Confirm your permanent address if it is shown correctly, or enter the correct address, then click Save & Next.
  7. Upload the documents, degree certificate, professional registration, bank loan sanction letter, income certificate, non-reserved category certificate, Aadhaar and age proof.
  8. Review everything. Click No, Cancel to make changes, or Yes, Submit when the form is correct.
  9. Click Save Application and note down the application number. Take a printout using Print Application.

How to complete the compulsory offline step

The online submission is only half the process, and this is where most applications fail.

  1. Print the submitted application from the portal.
  2. Sign the printout and attach photocopies of every document you uploaded — degree certificates, mark sheets, registration proof, loan sanction letter, income certificate and category certificate.
  3. Send the complete set to the Deputy Director (Non-Reserved Category) or the District Social Welfare Officer of your district, by courier, by post, or by delivering it in person.
  4. Keep the courier receipt or the acknowledgement stamp along with your application number.

GUEEDC states plainly that if the hard copy is not submitted after the online application, the application will not be accepted. Filing online and waiting is the single most common mistake under this scheme.

How much does the interest subsidy actually save?

The benefit is a 5 percent interest subsidy on a loan of up to Rs 10,00,000. The saving depends on the bank's own rate and the tenure, and GUEEDC does not publish a fixed rupee ceiling on the subsidy amount. It is calculated on the interest actually charged on the sanctioned loan, subject to the Rs 10 lakh loan cap.

Two practical consequences follow. First, a loan larger than Rs 10 lakh does not attract subsidy on the excess: only the first Rs 10 lakh is covered. Second, because the subsidy is tied to interest actually paid, keeping the loan account regular matters; a defaulted or restructured account complicates the claim.

If you have lost the application number, contact the District Social Welfare Officer (Non-Reserved) for your district with your Aadhaar number and the date of submission. Common reasons applications are rejected

  • Hard copy never sent after the online submission. The most frequent cause.
  • No bank loan sanction letter, or a letter that only shows an application rather than an approved loan.
  • Income above Rs 6,00,000 on the income certificate.
  • Age outside the 18 to 50 band on the date of application.
  • Missing professional registration for the clinic, laboratory or office.
  • Non-reserved category certificate issued by the wrong authority. It must come from the TDO, Mamlatdar, District Social Welfare Officer (Non-Reserved) or Deputy Director (Non-Reserved).
  • Documents uploaded but not attested where attestation is asked for.

The fix in almost every case is procedural rather than substantive: obtain the correct certificate from the correct authority and resubmit, keeping the courier proof of the hard-copy dispatch.
