What is the Go Green Scheme of the Gujarat Labour Welfare Board?
Go Green Scheme is a subsidy scheme of the Gujarat Labour Welfare Board (GLWB), a statutory board under the Labour, Skill Development and Employment Department of the Government of Gujarat. The Board is funded by the Labour Welfare Fund, to which employers and workers in covered factories and establishments contribute, and it spends that fund on welfare benefits for organised-sector workers. Go Green Scheme, sometimes written as "Go Green Yojana", uses that fund to put an electric two-wheeler within reach of a factory worker.
The reasoning is straightforward. A worker commuting daily to an industrial estate in Vatva, Sanand, Vapi or Jamnagar spends a meaningful part of monthly wages on petrol. An electric two-wheeler cuts that running cost sharply but costs more up front. Go Green Scheme closes part of that up-front gap and, at the same time, supports Gujarat's push on electric mobility through GEDA and the central FAME framework.
Main features
- One-time capital subsidy per worker, financed from the Labour Welfare Fund.
- Only approved, empanelled electric two-wheeler models qualify.
- The RTO registration tax and road tax are reimbursed in addition to the subsidy.
- The whole process runs on a dedicated portal, separate from the Sanman portal used for the Board's other schemes.
- The benefit is for organised-sector workers, not for construction workers.
How much does the Go Green Scheme pay?
The subsidy is 30 per cent of the cost of the battery-operated two-wheeler or Rs 30,000, whichever is less. Worked through:
| Vehicle price | 30 per cent | Subsidy payable |
|---|---|---|
| Rs 70,000 | Rs 21,000 | Rs 21,000 |
| Rs 1,00,000 | Rs 30,000 | Rs 30,000 (at the cap) |
| Rs 1,40,000 | Rs 42,000 | Rs 30,000 (capped) |
Above a price of about Rs 1,00,000 the cap applies and the subsidy stays at Rs 30,000. On top of that, the Board reimburses the RTO registration tax and road tax paid on the new two-wheeler as a separate one-time subsidy.
The subsidy is released after the purchase is verified and is routed to the dealer's account against the worker's approved application, which is why the purchase bill and the dealer's details are central to the claim.
Note the difference from the parallel scheme for construction workers: the Gujarat Building and Other Construction Worker's Welfare Board pays 50 per cent up to Rs 30,000 under its Go-Green Shramik Scheme, while the Labour Welfare Board pays 30 per cent up to the same Rs 30,000 ceiling. The cap is identical; the percentage is not.
Which vehicles qualify?
Go Green Scheme does not cover every electric scooter on the market. According to the scheme conditions, the vehicle must:
- be FAME-2 and GEDA empanelled;
- be made in India under the Make in India framework;
- be recognised and registrable under the Motor Vehicles Act;
- carry a lithium-ion battery; and
- deliver a minimum range of 50 km on a single charge.
Check the empanelled model list on the portal before booking. A worker who buys a non-empanelled scooter first and applies afterwards has no route to the subsidy, because the condition attaches to the vehicle, not to the application.
Who is eligible for the Go Green Scheme?
You can claim the subsidy if:
- You are employed in a factory or establishment located in Gujarat that is covered by the Labour Welfare Fund.
- Labour Welfare Fund contributions are being deducted and deposited regularly for you, and you know your Labour Welfare Fund account number.
- You reside in Gujarat.
- You buy an approved lithium-ion electric two-wheeler, in your own name, meeting the empanelment and range conditions.
- You hold a bank account in your own name for the Direct Benefit Transfer.
You cannot apply if:
- You work outside Gujarat, or your establishment is not covered by the Labour Welfare Fund.
- Your establishment has not paid its Labour Welfare Fund contributions regularly, which will surface at verification.
- You are self-employed, a contractor, or work in a sector outside the organised establishments the Board covers.
- You are a registered construction worker with GBOCWWB. The separate Go-Green Shramik Scheme applies to you instead, and you cannot draw both.
- The vehicle you bought is not on the empanelled list, or the bill is in another person's name.
- You have already drawn this subsidy once.

How to apply for the Go Green Scheme
- Open the Go Green portal of the Gujarat Labour Welfare Board at gogreenglwb.gujarat.gov.in and click the registration option.
- Register with your name, mobile number, Aadhaar number and Labour Welfare Fund account number, then verify the OTP sent to your mobile.
- Log in and update your profile with employer details, residence and bank account. The scheme form will not open until the profile is complete.
- Open the Go Green scheme application form and enter the vehicle details; make, model, dealer, invoice number, invoice value and date of purchase.
- Upload the labour identity card, Aadhaar, purchase bill, residence proof and bank passbook copy.
- Read the declaration, accept it, and submit the application. Save the application number shown on the acknowledgement screen.
If you have not yet bought the vehicle, confirm first that the model you plan to buy is on the empanelled list, because the empanelment condition is checked at scrutiny and cannot be cured afterwards.
How do I check my application status?
Use the View Citizen Application Status option on the portal and enter your application number and date of birth. The status tracks the file from submitted, to verification of your Labour Welfare Fund contributions, to sanction and payment. If the application is returned for correction, log back in, replace the flagged document and resubmit. A rejected application can be filed afresh after a 30-day interval, so a rejection is not the end of the road.
Why Go Green applications get rejected
- Contribution gap — the establishment has not deposited Labour Welfare Fund contributions regularly for the worker.
- Non-empanelled vehicle model, or a vehicle whose range or battery type does not meet the scheme conditions.
- Bill in another person's name, or a bill without GST details.
- Incomplete profile: employer details or bank details left blank.
- Name mismatch between the Aadhaar record, the labour identity card and the bank account.
- Duplicate claim by a worker who has already received the subsidy, or by a worker who has drawn the construction-workers version of the scheme.
Key dates
Go Green Scheme has no published annual last date. Applications are accepted through the year and sanctioned against the Board's budget for the financial year, so filing early in the year improves the chance of sanction within the same year. The date that matters most to the applicant is the invoice date: file promptly after purchase and registration, while the bill, RC and tax receipt are current and easy for the district office to verify.
