Who is eligible for the Labour Accident Benefit Scheme?
You can claim the assistance if:
- You are a worker in an establishment in Gujarat covered by the Labour Welfare Fund.
- Your establishment has paid Labour Welfare Fund contributions regularly for the preceding 12 months.
- You suffered an accident while on duty that has left you with a permanent disability.
- The disability is certified at 40 per cent or more by a Medical Board or Civil Surgeon.
- You apply within 2 years of the date of the accident.
- You have a bank account in your own name for the Direct Benefit Transfer.
You cannot apply if:
- Your establishment has not paid Labour Welfare Fund contributions for the preceding 12 months. This is a condition on the employer, but it defeats the worker's claim.
- The certified disability is below 40 per cent.
- More than 2 years have passed since the accident.
- You are self-employed, a household worker, or otherwise outside the establishments the Board covers.
- You are a registered construction worker with the Gujarat Building and Other Construction Worker's Welfare Board, in which case the Board's own accident and occupational disease schemes apply, not this one.
- The injury did not arise out of work, an accident entirely unconnected with duty is outside the scheme.

Get the disability certificate first. Everything else on this list is a routine paper, but the certificate requires a Medical Board sitting, and the two-year limitation runs from the accident, not from the date the certificate is issued.
How to apply for the Labour Accident Benefit Scheme
- Open the Sanman portal of the Labour Commissioner, Gujarat, at sanman.gujarat.gov.in and choose Citizen Registration.
- Register using your Aadhaar number and your Labour Welfare Fund account number, then set a password and verify the OTP sent to your mobile number.
- Log in and complete your profile: employer name, establishment address, residence and bank account with IFSC.
- From the Gujarat Labour Welfare Board list of schemes, select the worker accident assistance scheme and open the application form.
- Fill in the accident details: date, place, nature of the injury, and the certified disability percentage exactly as written on the medical certificate.
- Upload the disability certificate, employer identity card, bonafide certificate, contribution proof, Aadhaar and bank passbook.
- Tick the terms and conditions and submit. A confirmation email carrying the application number follows; note that number down.

- Visit the Gujarat Labour Welfare Board office in your region, or the district office of the Labour Commissioner, with the original documents.
- Ask the staff or your establishment's welfare officer to file the online application on the Sanman portal against your Labour Welfare Fund account number — most large establishments file these claims for their workers.
- Collect the printed acknowledgement showing the application number and date.
How do I check my application status?
Open sanman.gujarat.gov.in, choose View Citizen Application Status, and enter your application number and date of birth. The status shows whether the file is pending scrutiny, verified, sanctioned or returned. If it is returned for correction, log in, replace the flagged document and resubmit rather than starting a new application, which would create a duplicate.
Payment is made by Direct Benefit Transfer into the worker's own account, so a dormant account, a wrong IFSC or an account in a relative's name will stall the money even after sanction.
Why claims get rejected
- Filed after 2 years from the accident date. This is the most common rejection and cannot be condoned.
- Employer's contributions not paid for the preceding 12 months, so the worker is not covered by the Fund on the relevant date.
- Disability certified below 40 per cent, or a certificate from a doctor who is not a Civil Surgeon or Medical Board member.
- No proof of employment on the date of the accident, a missing identity card or bonafide certificate.
- Mismatch of the accident date between the medical papers, the employer's certificate and the application form.
- Bank details wrong, causing the transfer to fail after sanction.
- Wrong scheme chosen, for example filing under accident assistance when the worker has died, where accidental death assistance is the correct scheme.
Key dates to keep in mind
Labour Accident Benefit Scheme has no annual application window; it is open through the year. The date that controls everything is the date of the accident, from which two years are counted. Practically, a family should aim to have the Medical Board certificate in hand within a few months of the injury stabilising, and file immediately afterwards, because a Medical Board appointment plus employer paperwork can easily consume a year on its own.
