What is the IT Knowledge Centre (ITKC) scheme?

Empower ST/SC Communities using ICT Tools through IT Knowledge Centre (ITKC) is a scheme of the Department of Information Technology, Electronics and Communications (DITEC), Government of Goa. On its schemes and policies page, the department lists the IT Knowledge Centre under the heading "Empower ST/SC Communities using ICT Tools" and describes it as offering free IT training to Scheduled Tribe and Scheduled Caste populations.

The scheme sits inside DITEC's stated mission. The department's objective is to create world-class IT infrastructure and connectivity for e-governance in the State of Goa, and its published objectives include promoting IT industry development, advancing e-governance, e-education and digital integration, building IT capacity, and extending the benefits of ICT to citizens statewide. ITKC is the community-facing end of that: a training route for two groups least likely to reach digital skills through the market.

DITEC works with two associated agencies, Info Tech Corporation of Goa Ltd and Goa Electronics Limited, and the IT Knowledge Centre pages are hosted on the Info Tech Corporation of Goa side of the department's web presence.

Who is eligible for ITKC training?

You can enrol if:

  • You belong to a Scheduled Tribe or a Scheduled Caste, evidenced by a caste certificate issued by the Mamlatdar of your taluka.
  • You are a resident of Goa.
  • You can produce Aadhaar and residence proof at the centre.

You are not eligible if:

  • You are from the general category or an Other Backward Class. The scheme as listed by the department is directed at Scheduled Tribe and Scheduled Caste populations.
  • You are not resident in Goa, since the scheme is a Government of Goa programme.

Where a particular course has an entry qualification, a minimum level of schooling, for example, that condition is set by the centre for the course, and it should be confirmed before enrolling.

What does the training cover?

The department's published description is short: free IT training in ICT tools. It does not publish a course list, duration, batch size or certification body on its schemes and policies page.

This guide therefore does not state a syllabus, a course length or a certificate name for ITKC, because none of those is published on a Government of Goa source. Ask the department directly for the current course list before planning around it.

Is there any money involved?

No cash benefit is published. The benefit under ITKC is the training itself, provided free of charge. If a centre asks for a fee, that should be checked with the department at 0832-2221505 before paying.

A separate DITEC scheme, the Laptop Scheme for Meritorious Students of SC/ST, does provide a device; laptops to top-performing Class 10 students from SC and ST communities, and is applied for at merit.goa.gov.in. The two schemes are often confused; ITKC is training and the laptop scheme is a device.

How to apply for IT Knowledge Centre training

  1. Obtain your caste certificate from the Mamlatdar of your taluka, if you do not already hold one. This is the document that establishes Scheduled Tribe or Scheduled Caste status for the scheme.
  2. Contact the Department of Information Technology, Electronics and Communications on 0832-2221505 or 0832-2221509, or by email at dir-dit.goa@nic.in, and ask for the IT Knowledge Centre nearest to you and the current batch schedule.
  3. Confirm the course details β€” what is taught, how long the batch runs, what entry qualification if any applies, and whether the training is fully free of charge for your category.
  4. Enrol at the centre with your caste certificate, Aadhaar card and residence proof, and any educational qualification certificate the course requires.
  5. Collect an enrolment acknowledgement and keep it, since it is the record of your place in the batch.

Where to ask questions

The Department of Information Technology, Electronics and Communications, 2nd Floor IT Hub, Altinho, Panaji, Goa 403001, administers the scheme. The Director is Shri Kabir Shirgaonkar. Telephones are 0832-2221505 and 0832-2221509, and the email is dir-dit.goa@nic.in. The department website is dit.goa.gov.in, and its schemes and policies page carries the ITKC listing.

A note on this guide. DITEC lists ITKC on its schemes and policies page but, at the time of checking, the linked ITKC detail page on the Info Tech Corporation of Goa site was not reachable. What is stated above about the scheme comes from the department's own listing, its departmental page on goa.gov.in, and the myScheme entry for the scheme. Course content, duration, centre locations, batch dates and any entry qualification should be confirmed with the department directly, and no figure or course detail should be assumed from a secondary source.

How to check your application status

ITKC has no online application portal and no application-ID system, so there is no web dashboard where you can log in and see a status. Because enrolment happens directly at the IT Knowledge Centre, checking your status means following up with the people who took your form, in one of these ways:

  1. Call the centre where you enrolled and ask about your position in the current or next batch. If you were not given the centre's own number, use the department numbers, 0832-2221505 or 0832-2221509.
  2. Call the Department of Information Technology, Electronics and Communications directly if the centre is unreachable, and quote the date you enrolled and the centre you visited. The department can look up which centre holds your form.
  3. Email dir-dit.goa@nic.in if a phone call does not get a clear answer, stating your name, the centre, and the date you submitted your documents, and ask for confirmation that you have a seat in a batch.
  4. Visit the centre in person if a batch start date has passed and you have heard nothing. An enrolment acknowledgement, if the centre gave you one, is the fastest way to get a definite answer, so keep it and quote its details when you ask.

Since seats in a batch are typically limited, "status" for ITKC usually means one of three things: confirmed in the running batch, on a waiting list for the next one, or not yet processed because documents are incomplete. Ask which of these applies to you rather than only asking if you have been "approved," since the centre may not use that word for a free training enrolment.

Common reasons for rejection

ITKC is not a cash-benefit scheme with a formal sanction-or-reject decision, so there is no rejection letter or order. What happens instead is that an enrolment is turned away or held back at the centre, usually for one of these reasons:

  • No caste certificate, or a caste certificate not issued by the Mamlatdar. The centre needs documentary proof of Scheduled Tribe or Scheduled Caste status before it can treat you as eligible under this scheme. Fix: get the certificate from the Mamlatdar of your taluka before you go to enrol, rather than promising to bring it later.
  • Not a resident of Goa. ITKC is a Government of Goa scheme for Goa residents; an applicant from outside the state cannot be enrolled under it. Fix: there is no workaround for this criterion, since it is set by the department, not the centre.
  • Missing Aadhaar or residence proof at the time of enrolment. Centres ask for these to confirm identity and address alongside the caste certificate. Fix: bring the originals and a photocopy of both when you go, so the centre does not have to turn you away for an incomplete file.
  • Batch already full. Because ITKC runs through fixed batches at a physical centre, a batch can fill before you enrol, which reads to an applicant as a rejection but is really a capacity limit. Fix: ask the centre for the date the next batch opens and get your name down early, or ask about a waiting list.
  • Not meeting a course-specific entry qualification. Where a particular course sets a minimum level of schooling or a prior skill, an applicant who does not meet it cannot join that specific course, though a more basic course at the same centre may still be open. Fix: ask the centre in advance what qualification each course requires before you plan around one.

Because DITEC does not publish a formal appeal process for ITKC enrolment, the practical remedy for any of the above is to correct the missing document or wait for the next batch, then approach the centre again, calling 0832-2221505 or 0832-2221509 first if you are unsure whether the issue has been resolved.
