Scheme To Provide Grant To The Institution(s)/Individual(s) For Long Term Project In The Field Of Art And Culture
Goa state government scheme
Scheme To Provide Grant To The Institution(s)/Individual(s) For Long Term Project In The Field Of Art And Culture is a Goa Directorate of Art and Culture grant covering 80% of project expenditure up to Rs 5,00,000 per year. Registered societies and trusts, and Goan individuals with 15 years in the field, apply in writing to the Director with a detailed project report.
What is the long-term project grant in the field of art and culture?
Scheme To Provide Grant To The Institution(s)/Individual(s) For Long Term Project In The Field Of Art And Culture is a grant scheme of the Directorate of Art and Culture, Government of Goa. It exists because most cultural funding is event-shaped, a festival, a performance, a workshop, while the work that actually preserves an art form takes years. A documentation project, an archive, a school of practice or a sustained revival effort does not fit an event grant.
The scheme therefore backs long-term projects, giving 80% of the total expenditure involved, subject to a maximum ceiling of Rs 5,00,000 per annum. The remaining 20% has to come from the applicant.
Two very different kinds of applicant are covered: registered institutions, and individuals from the Goan community with a long record in the field. The scheme also carries forward the Directorate's wider objective of encouraging young talent in the state to excel under the guidance of a renowned teacher or artist outside Goa, and of supporting students seeking basic or advanced education in art and culture by way of scholarships.
Key features
- 80% of total project expenditure, capped at Rs 5,00,000 per annum.
- Open to institutions and individuals, on different eligibility tests.
- Sanction decided by a sub-committee, with government approval.
- Paid by cheque by the Director of Art and Culture.
- The number of institutions supported may be restricted by fund availability.
Who is eligible for the long-term project grant?
Institutions can apply if:
- The institution is registered under the Societies Registration Act, 1860, or registered under the Indian Trust Act.
- The institution is involved in a long-term project in the field of art and culture.
- The institution can produce its constitution, bye-laws, rules and regulations, its registration certificate, and audited accounts for the last three years signed by a Chartered Accountant.
Individuals can apply if:
- The applicant is from the Goan community.
- The applicant has been a resident of Goa for 15 years or more.
- The applicant is involved in a long-term project in the field of art and culture.
- The applicant has contributed at least 15 years in the relevant field.
You cannot apply, or are not eligible, if:
- Your organisation is not registered under the Societies Registration Act, 1860, or the Indian Trust Act. An informal group, however active, has no route in.
- You are an individual with less than 15 years of residence in Goa, or less than 15 years of contribution to the relevant field.
- You have no identifiable long-term project β the grant is project-tied, not general operating support.
- Your institution cannot produce three years of audited accounts.

How to apply for the long-term project grant
- Prepare a detailed project report for the specific long-term project for which financial support is sought. This is the central document. The sub-committee assesses the nature and scope of the project from it.
- Assemble the eligibility documents for your applicant type: registration certificate, constitution and three years of audited accounts for an institution, or the 15-year residence certificate and a detailed report of 15 years of contribution for an individual.
- Apply in writing to the Director of Art and Culture, Sanskruti Bhavan, Patto, Panaji, enclosing the project report and all stipulated documents, and keep an acknowledged copy.
- Await consideration by the sub-committee, which meets as and when required to consider applications and recommends the names approved and the amount sanctioned to each.
- The Director obtains government approval on those recommendations, which is what converts a recommendation into a sanction.
- On approval, the Director disburses the sanctioned amount by cheque to the institution or individual.
How is the grant amount decided?
The scheme fixes an outer limit but not a formula. Within the 80% share and the Rs 5,00,000 annual ceiling, the actual grant is decided by the sub-committee, the Department of Art and Culture and the Government, taking into account:
- the nature and scope of the project,
- the reputation of the institution, and
- the overall impact on society.
The Department may also restrict the number of institutions supported in a year according to the funds available, so a strong application can still be deferred to a later cycle for budgetary reasons rather than on merit.
Why applications fail
- No registration certificate, in the case of an institution operating informally.
- Audited accounts short of three years, or unsigned by a Chartered Accountant.
- Individual applicant short of the 15-year residence or 15-year contribution test.
- Project report too thin to establish that the project is genuinely long-term, with a defined scope and expenditure.
- Expenditure claimed at 100%. The applicant must be able to fund the remaining 20%.
- Funds exhausted for the year, with the Department restricting the number of institutions supported.
Where to complain about this scheme
The scheme carries its own grievance clause: any grievance arising out of the implementation of this scheme is heard and decided by the Minister for Art and Culture, and that decision is treated as final under the scheme. For routine questions on documents, status and disbursement, approach the Directorate first.

Applying is free. There is no prescribed online portal for this grant, and no intermediary can influence the sub-committee's recommendation or the government approval that follows it.
How to check your application status
There is no prescribed online portal for this grant, so status tracking is manual, not a login-and-check system. Applicants have to follow up directly with the Directorate.
- Keep your acknowledged copy safe. When you submit the application in writing to the Director of Art and Culture, ask for the receiving date to be stamped or noted on your copy. This is your only reference point for a follow-up, since there is no application number issued by a portal.
- Wait for the sub-committee cycle. The sub-committee that reviews these applications meets as and when required, not on a fixed monthly or quarterly calendar. A grant that was submitted just after a meeting can sit for weeks before the next one is convened, so calling within the first few weeks rarely produces new information.
- Call or email the Directorate for an update. Contact the Directorate of Art and Culture at Sanskruti Bhavan, Patto, Panaji on 0832-2404600, or write to dir-dac[dot]goa[at]nic[dot]in, quoting the date you submitted the application and the name of the applicant or institution. Ask specifically whether the sub-committee has considered it yet, and if so, whether it has gone forward for government approval.
- Distinguish the two approval stages when you ask. A "yes" from the sub-committee is a recommendation, not a sanction. The actual grant depends on the Director obtaining government approval on that recommendation, so an applicant should ask which of the two stages the file is at rather than assuming sub-committee clearance means the money is approved.
- Watch for the disbursement stage. Once approval comes through, the Directorate disburses the sanctioned amount by cheque. If the sub-committee and government stages are both confirmed complete but no cheque has arrived, that follow-up call should ask about the disbursement schedule specifically, since this is a separate step from the sanction itself.
- Use the scheme's own grievance route if there is unreasonable delay. Since any grievance on implementation of this scheme is decided by the Minister for Art and Culture, an applicant facing prolonged silence after repeated follow-up with the Directorate can escalate in writing through this channel, referencing the original application date and the follow-up attempts already made.
Because the process runs on committee meetings rather than a fixed processing timeline, applicants should expect to check in periodically rather than expect a one-time confirmation date.
