What is the Goa State Award for Teachers?

The State Awards to Teachers is a scheme of the Directorate of Education, Government of Goa. It exists to celebrate the unique contribution of the finest teachers in the state and to honour those who have improved the quality of school education and enriched students' lives.

According to the Directorate of Education, the scheme provides ten state awards of Rs 1,00,000 and a citation each, spread across primary, secondary, high school headmaster and higher secondary categories. Selection runs through a two-tier process involving District Selection Committees and a State Selection Committee, so a nomination is assessed once at district level and again at state level before an award is confirmed.

How the 10 awards are distributed

Category Number of awards Level
Primary teachers 2 One per district
Secondary teachers 4 Two per district
High school headmasters 2 One per district
Higher secondary teachers 1 State level
Higher secondary principals 1 State level

Goa has two districts, North Goa and South Goa, which is why several categories are expressed as one or two per district. The higher secondary categories are competed for at state level rather than district level because the pool is smaller.

Two of the ten awards are reserved for differently abled teachers, special educators or heads of schools. Special educators are additionally allowed to apply for the State Awards under the primary teacher and secondary teacher categories, so a special educator has more than one route into consideration.

Who is eligible for the Goa State Award for Teachers?

A teacher can be considered if:

  • The applicant is a school teacher, special educator or head of school working in a recognised government or aided primary, middle, high or secondary school.
  • The applicant is in service and fulfils the academic and professional qualifications prescribed for the cadre.
  • The applicant has completed at least 5 years of regular teaching service after probation, in the State of Goa only, measured against the cut-off date set for the award cycle.
  • The applicant is a regular teacher or head of school.
  • There is no vigilance or criminal case pending against the applicant.

A teacher is not eligible if:

  • The applicant is a retired teacher. Retired teachers are expressly outside the State Awards.
  • The applicant is due for retirement in the year to which the State Awards relate.
  • The applicant is a contractual teacher, para teacher, part-time instructor or NSQF instructor. Only regular teachers and heads of schools qualify.
  • The teacher or head of school has indulged in tuition.
  • The applicant has already been awarded the State Teacher Awards previously.
  • A vigilance or criminal case is pending against the applicant.

One further condition sits with the government rather than the applicant: where no sufficient, suitable and eligible teacher, head of institution or special educator is available in a particular category, it is not binding on the government to grant an award in that category for that year.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Identity of the applicant
Portfolio Yes Documents, tools, activity reports, field visits, photographs, audio, video
Qualification certificates Yes Academic and professional, as prescribed for the cadre
Official ID Yes School or department identity
Address proof Yes Standard residence document
Experience certificates Yes Establish 5 years of regular service after probation
Service record proof Yes Confirms regular appointment and retirement date
CV and 1000-word write-up Yes Submitted with the hard copy

The portfolio is the heart of the application. It is not a certificate file but an evidence file; reports of activities conducted, field visits organised, teaching tools designed, photographs, audio and video of classroom or school work. Two teachers with identical qualifications are separated on the portfolio, and a portfolio assembled in the week before the deadline reads very differently from one built through the year.

How to apply for the Goa State Award for Teachers

  1. Visit the official website of the Directorate of Education, Goa, where the prescribed format of the application form for the award cycle is published.
  2. Print the prescribed format, fill in all mandatory fields, paste the passport-size photograph signed across where required, and self-attest the copies of all mandatory documents.
  3. Submit the completed and signed application form in PDF format using the application link published on the website within the prescribed period. The supporting documents do not need to be uploaded at this stage.
  4. Assemble the hard copy set — the duly filled and signed application form, the self-attested documents, the CV and a write-up of 1000 words.
  5. Place the hard copy set in a sealed envelope and write "Application for State Teacher Awards Scheme" on the top of the envelope.
  6. Deliver the sealed envelope to the Office at the SCERT Building, Porvorim, within the prescribed period.

The two-step structure catches people out: uploading the PDF is not the end of the application, and a teacher who uploads but never delivers the sealed envelope has not applied.

How applications are assessed

Selection runs through two tiers. The District Selection Committee scrutinises applications at the level of North Goa or South Goa, and the State Selection Committee makes the final recommendation. Heads of schools are expected to inform teachers in their institutions about the award so that eligible staff do not miss the cycle.

The scheme also provides that applicants who were not able to make it for the State Teachers Award in previous years will be automatically considered for the ongoing academic year, so an unsuccessful application is not necessarily wasted.

When is the last date to apply?

The Directorate of Education announces the application window for each academic year's award cycle rather than fixing a permanent calendar date, and applications must be submitted within that prescribed period. Teachers should watch the Directorate of Education website and the circulars routed through heads of schools, and should confirm the current year's dates on 0832-2416023 rather than assuming a date from a previous cycle.

Common reasons an application fails

  • Fewer than 5 years of regular service after probation in Goa, which the service record makes immediately visible.
  • Retirement falling due in the award year, which is an express bar.
  • Contractual, para, part-time or NSQF status, which places the teacher outside the scheme regardless of merit.
  • Private tuition, which disqualifies both teachers and heads of schools.
  • A pending vigilance or criminal case.
  • PDF uploaded but no sealed hard copy delivered to SCERT, Porvorim, or the envelope not marked as required.
  • A thin portfolio with certificates but no evidence of activities, field visits or classroom innovation.

How to check your application status

The State Award for Teachers does not run an online status-tracking portal the way a scholarship or subsidy scheme does, so an applicant has to follow up through the Directorate of Education rather than a dashboard login.

  • Confirm the PDF submission went through. Since the online step is submitting the signed application in PDF format through the link published for that award cycle, the first thing to check is that this submission was accepted before the window closed. Keep the confirmation or acknowledgement generated at the time of submission, since there is no separate portal to log back into later and re-check it.
  • Confirm the sealed envelope was received at SCERT, Porvorim. Because the hard copy is delivered by hand or by post to the Office at the SCERT Building, Porvorim, an applicant who wants proof of delivery should get an acknowledgement or receiving stamp on a copy of the covering letter at the time of submission, or send it in a way that generates a delivery record.
  • Call the Directorate of Education for the status of scrutiny. Once submissions close, applications move through the District Selection Committee and then the State Selection Committee, and this stage is not published online. The applicant's own school head or the Directorate of Education office, reachable on 0832-2416023, is the point of contact to ask whether an application has moved from district scrutiny to the state committee.
  • Watch for circulars routed through the head of school. Because the Directorate communicates award-related updates through heads of schools, a teacher who has applied should check with their head of school for any circular calling for clarifications, missing documents, or additional information before the state committee finalises its recommendations.
  • Result announcement, not a status page, is the final signal. The outcome of the State Awards is announced by the Directorate of Education for the award cycle rather than notified individually to every applicant, so an applicant who does not hear back should treat that as reason to call 0832-2416023 and ask directly rather than assume the application was lost.
  • An unsuccessful application carries forward. Because applicants not selected in a previous year are automatically considered again in the ongoing academic year, checking status also means confirming with the Directorate that an earlier, unsuccessful application has been carried into the current cycle rather than needing to be filed again from scratch.
