What is the Group Accident Insurance Scheme under PMMSY?
The Group Accident Insurance Scheme (GAIS) is the welfare sub-component of the Pradhan Mantri Matsya Sampada Yojana (PMMSY), the Centrally Sponsored fisheries programme of the Department of Fisheries. In Gujarat it is administered by the Commissioner of Fisheries, who sits under the Agriculture, Farmers Welfare and Co-operation Department, Government of Gujarat. The Commissioner's own site lists the scheme in Gujarati as માછીમાર જૂથ અકસ્માત વિમા યોજના, the fishermen's group accident insurance scheme, alongside the separate fisherman accident assistance scheme.
The scheme exists because fishing is one of the most dangerous occupations in the country and because most working fishers carry no personal accident cover of their own. Gujarat has the longest coastline of any Indian state and, as the Commissioner of Fisheries notes, ranks first in fishing on India's west coast and contributes roughly 20 percent of the country's marine production. That scale means a large working population exposed to boat accidents, drowning, winch and net injuries, and road accidents while moving catch.
This guide covers the accidental death or permanent total disability benefit specifically, which is the highest slab in the scheme.
Key features
- Cover of Rs 5,00,000 for accidental death or permanent total disability.
- No premium is charged to the fisher; the government pays it in full.
- Cover is a group policy taken by the state for enrolled fishers, renewed in annual cycles.
- Enrolment is built on the state fisher registration records, not on a citizen filling a form on his own.
- The benefit is paid to the nominee or legal heir, into a bank account.
Who is covered by the Group Accident Insurance Scheme?
You are covered if:
- You are an active fisher or fish worker of Gujarat, in marine or inland fisheries or in allied fish work.
- You are aged between 18 and 70 years.
- Your name appears on the fisheries department's registration record and has been carried into the current year's enrolment list.
- Your details: name, age, Aadhaar and nominee: have been correctly captured at enrolment, since the insurer settles against that record.
You are not eligible, and cannot apply or claim, if:
- You are below 18 or above 70 years of age.
- You are not on the state fisher registration list for the running policy year. Enrolment lapses if it is not renewed, and a fisher who was covered last year is not automatically covered this year.
- The death was from illness, natural causes or old age. This is a personal accident policy, not a life insurance policy, and non-accidental death is outside its scope.
- The incident falls under a standard policy exclusion, such as suicide, self-inflicted injury, or an accident while committing a criminal act, as written into the insurer's policy wording.
- You are a family member of a fisher who was never enrolled. Cover attaches to the enrolled individual, not to the household.
- The claim is filed long after the incident without explanation. Group accident policies carry intimation timelines, and a very late claim can be repudiated on that ground alone.
How much does the scheme pay?
| Event | Amount |
|---|---|
| Accidental death | Rs 5,00,000 |
| Permanent total disability | Rs 5,00,000 |
| Permanent partial disability | Rs 2,50,000 |
| Accidental hospitalisation | Rs 25,000 |
These are the amounts fixed under the PMMSY group accident insurance norms and followed by the states implementing it, Gujarat included. The premium of about Rs 72 per fisher per year is paid entirely by the government and shared between the Centre and the state, so the fisher contributes nothing.
Permanent total disability means a disability that permanently and totally prevents the fisher from carrying on any occupation — the classic examples in policy wording are loss of both hands, both feet, both eyes, or one hand and one foot. Permanent partial disability, paid at the lower Rs 2,50,000 slab, covers the loss of a single limb or eye and similar injuries. The distinction matters more than any other single point in a claim, because it decides whether the family receives Rs 5,00,000 or Rs 2,50,000, and it turns entirely on how the civil surgeon's certificate is worded.
How to enrol and how to apply for a claim
- Get on the fisher register first. Approach your district Superintendent of Fisheries office with your Aadhaar card, fishing licence or boat registration details, and confirm that your name, age, Aadhaar number and nominee are recorded in the fisheries department's list.
- Confirm enrolment for the current policy year. Ask the district office whether your name has gone into the current year's group insurance enrolment, and get an acknowledgement. Cover runs in 12-month cycles and does not carry forward on its own.
- After an accident, report it immediately. Lodge a police FIR and get the panchnama done. For a death, obtain the post-mortem report and the death certificate. For a disability, obtain a disability certificate from a civil surgeon describing the nature and extent of the disability.
- File the claim at the district Superintendent of Fisheries office with the fisher's registration card, Aadhaar, the FIR and panchnama, post-mortem report and death certificate or disability certificate, the nominee's Aadhaar and bank passbook copy, and a legal heir certificate where there is no recorded nominee.
- Let the district office forward the claim to the Commissioner of Fisheries and the empanelled insurer, and keep the inward number of your submission.
- Respond quickly to any query raised by the insurer or the department. Most delays in this scheme are queries on documents that sit unanswered rather than outright rejections.
- Collect the settlement in the nominee's bank account and get the payment confirmed in writing from the district office.
How to check the status of an enrolment or a claim
- Contact the district Superintendent of Fisheries office where the claim was filed, quoting the inward number and the fisher's registration number.
- Escalate to the Commissioner of Fisheries, Gandhinagar, whose office is at 3rd Floor, Block No. 10, Jivraj Mehta Bhavan, Gandhinagar, on 079-232-53749.
- Check the Government Resolutions and downloads section of fisheries.gujarat.gov.in and cof.gujarat.gov.in, where the department publishes the scheme's GR and circulars including the group accident insurance order.
Why claims under this scheme fail
- The fisher was never enrolled for the running policy year. This is the single biggest cause of rejection and is entirely preventable.
- No FIR or panchnama, so the accidental nature of the death or injury cannot be established.
- No post-mortem report in a death case.
- Nominee not recorded, forcing the family into a legal heir process that can add months.
- Name, age or Aadhaar mismatch between the fisheries record and the documents filed with the claim.
- Disability certificate that does not state permanence, which pushes an otherwise valid permanent total disability claim down to the partial slab or out of the scheme.
- Non-accidental cause of death, including illness at sea, which is outside an accident policy.
The practical fix for most of these is done long before any accident: verify once a year that your name, age, Aadhaar and nominee are correct on the fisheries register, and keep a photocopy of the enrolment acknowledgement at home where your family can find it.
Where to raise a grievance

- The Agriculture, Farmers Welfare and Co-operation Department, the administrative department for fisheries in Gujarat.
Enrolment and claims under this scheme are free. No agent has any role in getting a fisher enrolled or a claim settled, and no fee is payable to anyone at any stage.

Frequently asked questions
How much does the Group Accident Insurance Scheme pay in Gujarat?
The scheme pays Rs 5,00,000 for accidental death or permanent total disability of an enrolled fisher. The same national norm also provides Rs 2,50,000 for permanent partial disability and Rs 25,000 towards accidental hospitalisation.
Does a fisher have to pay the premium?
No. The entire premium, of the order of Rs 72 per fisher per year, is borne by the government and shared between the Centre and the state, so the cover is free to the fisher.
Who is covered under the scheme in Gujarat?
Active fishers and fish workers aged 18 to 70 who appear on the state fisheries department's registration records are covered. This includes marine and inland fishers, and fish workers engaged in allied activities, as enrolled by the Commissioner of Fisheries.
Is the cover limited to accidents at sea?
No. The scheme is a personal accident cover for the enrolled fisher, not a sea-only cover, so accidents on land are also covered subject to the policy terms. Death from illness or natural causes is not covered, because this is an accident policy and not a life policy.
Who receives the money if a fisher dies?
The recorded nominee receives the Rs 5,00,000, paid into the nominee's bank account. Where no nominee is on record, the legal heir must establish the claim with a legal heir certificate, which slows the settlement.
How long does the cover last?
The cover runs for a 12-month policy period and has to be renewed each year. A fisher whose name is not carried into the current year's enrolment list is not covered, even if they were covered last year.
Where is the claim filed?
The claim is filed through the district Superintendent of Fisheries office, which forwards it to the Commissioner of Fisheries and the insurer. There is no direct citizen claim counter at the insurance company for this scheme.
