What is the PMMSY refrigerated vehicles component in Gujarat?

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) component for refrigerated vehicles is a capital subsidy delivered in Gujarat by the Commissioner of Fisheries, under the Agriculture, Farmers Welfare and Co-operation Department, Government of Gujarat. It pays a fixed share of the cost of a refrigerated fish transport vehicle so that the catch reaches processing plants, wholesale markets and retail buyers without breaking the cold chain.

PMMSY is a centrally sponsored scheme of the Department of Fisheries, Government of India, and Gujarat implements its beneficiary-oriented components through the Commissioner of Fisheries and the district fisheries offices, with applications routed through the state's iKhedut portal.

The problem the component addresses. Gujarat lands one of the largest marine catches in India, and the state fisheries department's own scheme notes record that the state's export performance is held back by post-harvest handling that does not meet quality norms. Fish is a product that loses value by the hour. Transport in an open truck packed with ice loses temperature control within the first stretch of a highway journey; a refrigerated vehicle holds a set temperature for the whole run. The difference shows up directly in the price the consignment fetches and in whether it qualifies for an export buyer at all.

The subsidy structure

• General category: 40 percent of the approved unit cost.
• Women, Scheduled Caste and Scheduled Tribe applicants: 60 percent of the approved unit cost.
• The balance is the beneficiary's own contribution, met from savings or a bank loan.
• The subsidy is back-ended. It is released after purchase and physical verification, not before.
• Assistance is released as per the target allocated for that category and that financial year, so an eligible application can still wait for a target to become available.

The approved unit cost for a refrigerated vehicle is set by the PMMSY cost norms and is applied by the state. Because that figure is revised from time to time and because refrigerated and insulated vehicles are costed differently, confirm the current unit cost and the current maximum subsidy with the district Superintendent of Fisheries before you finalise a vehicle. Do not plan a purchase on a figure quoted by a dealer.

Who is eligible for the refrigerated vehicle subsidy?

An applicant qualifies if all of these hold:

• The applicant is a native or resident of Gujarat.
• The applicant is engaged in fisheries, as a fisher, a fish vendor, a fish farmer, or a fisheries entrepreneur, or is a fisheries co-operative society, self-help group, fish farmer producer organisation or registered enterprise in the sector.
• The applicant has completed online registration on the iKhedut portal.
• The applicant obtains in-principle approval before purchasing the vehicle.
• The applicant has a bank account in their own name, Aadhaar-seeded, for the direct benefit transfer.
• The vehicle proposed is a genuine refrigerated vehicle with a mechanical refrigeration unit, matching the component applied under.

Rate relaxation

• Women, Scheduled Caste and Scheduled Tribe beneficiaries draw 60 percent of the approved unit cost.
• General category beneficiaries draw 40 percent.

Who cannot apply

• A resident of another state cannot apply to the Gujarat Commissioner of Fisheries for this component, even where the vehicle will operate on Gujarat routes.
• A person with no demonstrable engagement in fisheries is not eligible. The component is part of a fisheries development scheme, not a general commercial vehicle subsidy, and a transport operator without a fisheries connection cannot claim it.
• An applicant who buys the vehicle before in-principle approval is not eligible to claim subsidy on that purchase. This is the most expensive mistake made under Gujarat's fisheries components.
• An applicant without a bank account in their own name cannot be paid, because the subsidy moves only by DBT.
• An applicant proposing an insulated vehicle rather than a refrigerated one cannot be paid under this head; PMMSY costs and sanctions the two separately.
• An applicant who has already drawn assistance for the same asset cannot draw it again for a second vehicle of the same type.
• An applicant applying outside the open window on iKhedut cannot be considered, however eligible, until the component reopens.

What documents are required?

Get the quotation right. The document that carries the case through in-principle approval is the quotation or project report, and it must describe the refrigeration unit: its type, capacity and temperature range: not merely the chassis and body. A quotation that reads like an ordinary truck invoice is the commonest reason a refrigerated vehicle file is returned for clarification.

How to apply for the PMMSY refrigerated vehicle subsidy

1. Register on the iKhedut portal at ikhedut.gujarat.gov.in. Click "Login" at the top right, choose "Beneficiary Registration", and select your beneficiary type — Farmer, Institutional, or Except For the Farmer.
2. Complete the registration details: district, taluka and village, the type of account holder you are, and your bank account number and name, solve the captcha and click "Save and Next".
3. Verify your mobile number and email with the OTP sent to you, then set and confirm a password and submit. Registration is complete at this point.
4. Log in to iKhedut, open "Schemes", go to the fisheries scheme list, and find the PMMSY refrigerated vehicles component. Check that the window for the component is open for the current financial year.
5. Click "Apply", then "Apply New" to open a fresh application. Enter your category, your fisheries credentials, and your bank details, and attach the project report or vehicle quotation.
6. Use "Update Application" to correct anything before confirming. An unconfirmed application has no legal existence and will not be scrutinised.
7. Confirm the application and print it. Sign the printed confirmed application and submit it with the documents to the district Superintendent of Fisheries office.
8. Wait for in-principle approval. Buy the vehicle only after the approval letter is in hand.
9. Submit the purchase invoice and the vehicle registration certificate at the district fisheries office and ask for the physical verification of the vehicle and its refrigeration unit to be scheduled. The subsidy is released by DBT after that verification.

How do I track the application and the payment?

The iKhedut portal carries an application status page where the application number printed on the confirmed form can be entered. Beyond the portal, the district Superintendent of Fisheries holds the physical file, records the field verification, and forwards the claim to the Commissioner of Fisheries for release.

Subsidy release is not automatic on approval. It follows verification of the delivered vehicle, so a beneficiary who has taken delivery should actively ask the district office to schedule the inspection rather than wait to be called. Where a target for the year has been exhausted, an approved case may also carry forward, which is a different situation from a rejection and is worth establishing in writing.

Why do these applications get rejected or stall?

• Vehicle bought before in-principle approval, which is an express bar.
• Application confirmed after the window closed, or never confirmed at all.
• Quotation describes an insulated body, not an active refrigeration unit, putting the case under the wrong component.
• No acceptable proof of engagement in fisheries, which is the test that separates this from a general vehicle subsidy.
• Bank account not Aadhaar-seeded or not in the applicant's own name, which lets a case be sanctioned but stops the DBT crediting.
• Caste certificate missing where the 60 percent rate has been claimed, which drops the applicant to 40 percent rather than rejecting the case.
• Physical verification not completed, usually because nobody asked for it to be scheduled.
• Annual target exhausted for the category, which delays rather than defeats the claim.
