What is the Fodder Minikits scheme under the Scheduled Castes Sub Plan?

The Distribution Scheme of Improved Variety Fodder Seed Minikits is a small input-support scheme of the Directorate of Animal Husbandry, Gujarat, under the Agriculture, Farmers Welfare and Co-operation Department. The scheme distributes minikits of improved variety fodder seed free of cost to livestock owners and farmers so that they can grow better green fodder on their own land instead of buying it.

The version described on this page is the Scheduled Castes Sub Plan (SCSP) component. The Scheduled Castes Sub Plan is not a different scheme; it is the budget mechanism through which Gujarat earmarks a proportionate share of departmental spending for Scheduled Caste households. The minikit given to a Scheduled Caste livestock keeper is the same minikit, but the application is booked against the SC component and needs a Scheduled Caste certificate.

Fodder economics explain why this scheme exists. Green fodder is the cheapest source of nutrition for a milch animal, and a household that grows its own green fodder cuts the largest single recurring cost in dairying. The Directorate's own scheme note frames the problem in terms of fodder wastage of 25 to 30 per cent in green and dry fodder, which it treats as economically important for profitable dairy farming. Who is eligible for a fodder seed minikit in Gujarat?

You can claim under the Scheduled Castes Sub Plan component if:

• You belong to a Scheduled Caste notified in Gujarat and hold a caste certificate from the competent authority.
• You are a livestock owner or farmer resident in Gujarat.
• You hold 7/12 and 8-A land records, or a lease agreement of one year or more for the land on which the fodder will be sown.
• You apply within the window when the component is open on i-Khedut for the year.

You cannot apply, or will not be eligible, if:

• You hold no land record and no lease agreement of at least one year. Without either document there is no plot the department can record the minikit against.
• You do not hold a Scheduled Caste certificate. In that case apply under the Scheduled Tribe or general component of the same scheme instead of this one.
• You are applying from outside Gujarat, as this is a state scheme funded from the Gujarat animal husbandry budget.
• The component window for the financial year has closed. Minikits are a seasonal, quantity-limited distribution, and applications outside the window are not entertained.

The Directorate's own eligibility line for this scheme is deliberately wide: all livestock owners and farmers in the state can benefit. The narrowing happens through the caste component and through the quantity of minikits allotted to each district in a given year.

What documents are required for the fodder minikit scheme?

The Directorate lists exactly two document requirements against this scheme, the 7/12 and 8-a certificate or a lease agreement of one year or more, and the Scheduled Caste or Scheduled Tribe caste certificate. Aadhaar and the bank passbook are portal-level requirements for creating and maintaining an i-Khedut profile rather than scheme-specific documents.

How to apply for a fodder seed minikit on i-Khedut

1. Open ikhedut.gujarat.gov.in and select the Animal Husbandry department in the schemes section.
2. Look for the component covering improved variety fodder seed minikits and confirm that the window is open. If the component is greyed out, the distribution for that year has not yet started or has closed.
3. Register on the portal with your Aadhaar number and mobile number, or log in if you already have an i-Khedut account.
4. Fill the application form with your village, taluka, district, caste category, survey number and area of the plot where the fodder will be sown.
5. Upload the 7/12 and 8-A records; or your lease agreement, and your Scheduled Caste certificate.
6. Submit the form and print the acknowledgement, sign it, and hand it in with photocopies of the documents at the office named on the print.
7. Collect the minikit from the government veterinary dispensary or taluka animal husbandry office when the distribution is announced, against signature.

If you do not use the internet, ask the gram panchayat operator or the staff of your nearest government veterinary dispensary to file the i-Khedut form for you. That is the standard offline route for all animal husbandry components on the portal, and the veterinary dispensary is usually also the distribution point for the minikit itself.

When are the minikits actually given out?

The Directorate states that minikits are distributed once annually during the monsoon season. In practice that means the application window opens ahead of the kharif sowing so that seed reaches the household in time to be sown with the first rains. The same note adds that in areas facing fodder scarcity, fodder crops may also be grown as summer crops — useful for a household in a scarcity-prone taluka that wants a second cut, but the free minikit distribution itself remains an annual monsoon activity.

Because the benefit is a physical packet of seed and not a bank transfer, there is no instalment schedule, no DBT credit to wait for and no payment status to track. What matters instead is being present at the distribution point when the taluka announces the date.

How do I check my application status?

1. Log in to ikhedut.gujarat.gov.in with your registered credentials.
2. Open the application status option and enter your application number from the printed acknowledgement.
3. If the status shows approved, contact your government veterinary dispensary or taluka animal husbandry office to ask when the minikits for your village will be handed out.

Why fodder minikit applications get rejected

• No 7/12 and 8-A record and no lease agreement, so no plot can be recorded.
• Lease of less than one year, which does not meet the stated requirement.
• Caste certificate missing on an application filed under the SCSP component.
• Application filed after the window closed for the year; minikits are limited in number and the allotment for a district is exhausted quickly.
• Duplicate applications from the same household in the same year.

If your application is returned, the correction is nearly always a document correction. Get the 7/12 and 8-A extract afresh from the e-Dhara centre or the village talati, and reapply in the next window.

Is this scheme worth applying for on its own?

Realistically, the fodder minikit is a small benefit, and it is best used alongside the Directorate's other fodder components. A household applying for a minikit should look at the same department's assistance for chaff cutters, for Gajraj grass (hybrid napier) planting material, and for the establishment of fodder production units in rural areas, all of which are listed on the same Directorate scheme page and applied for on the same i-Khedut portal. Together those address the whole fodder chain; better seed, more biomass and less wastage in feeding.
