What is the GUEEDC Foreign Study Loan?
Foreign Study Loan is a Gujarat state scheme implemented by the Gujarat Unreserved Educational and Economical Development Corporation (GUEEDC) under the Social Justice and Empowerment Department. The scheme lends money to students from unreserved (non-reserved) categories who have secured admission to a qualifying higher-education course abroad and whose families cannot fund it from savings.
According to the GUEEDC scheme page, the Corporation lends up to Rs 15,00,000 at 4 per cent simple interest per annum. That interest rate is the defining feature, commercial overseas education loans in India typically run at several times this rate on a compounding basis, and the difference over a six-year repayment on a Rs 15 lakh borrowing is substantial.
The scheme is often referred to in Gujarati as the Videsh Abhyas Loan, and GUEEDC publishes its application walkthrough under that name.
Who the scheme is aimed at
- Students from general or unreserved category families, who are outside the reach of the SC, ST and OBC corporation loan schemes.
- Families with annual income of Rs 6,00,000 or less, so it is means-tested even though it is not caste-reserved.
- Students entering medicine, post-graduate courses and post-graduate diplomas abroad, rather than general undergraduate study.

Who is eligible for the Foreign Study Loan?
You can apply if:
- You belong to the non-reserved (unreserved / general) category and are a resident of Gujarat.
- You scored 60 per cent or more in Class 12.
- Your family's annual income is Rs 6,00,000 or less, certified by the competent authority.
- You are pursuing higher studies abroad in one of the covered courses: Bachelor of Medicine, Bachelor of Surgery, a post-graduation course (valid even where the post-graduation follows a diploma), a post-graduate diploma, or an equivalent course taken after Class 12.
- You can offer the required property security and five post-dated cheques.
- You hold a bank account in your own name for disbursement.
You cannot apply, or are not eligible, if:
- You belong to a reserved category: SC, ST or OBC applicants are served by their own state corporations, not GUEEDC.
- You scored below 60 per cent in Class 12. This is a strict cut-off.
- Your family income exceeds Rs 6,00,000 a year.
- You are going abroad for a general bachelor's degree such as computer science, engineering or business. Only MBBS and Bachelor of Surgery are covered at undergraduate level.
- You cannot offer security, the scheme is a secured loan and there is no unsecured variant.
- You are studying within India. This scheme funds overseas study only.

Security requirements by loan size
- Up to Rs 7,50,000, a mortgage on the applicant's own or a relative's property, valued at one and a half times the loan amount.
- Above Rs 7,50,000 — immovable property mortgaged in favour of the Corporation, matching the loan amount.
- In both cases; five post-dated cheques signed in favour of GUEEDC.
So a student borrowing Rs 6,00,000 must produce property documents evidencing value of Rs 9,00,000. A student borrowing Rs 12,00,000 must mortgage immovable property to the Corporation.

How to apply for the GUEEDC Foreign Study Loan
- Open the official GUEEDC website at gueedc.gujarat.gov.in, go to the How to Apply section and select Foreign Study Loan. You will be redirected to the e-Samaj Kalyan portal.
- On the e-Samaj Kalyan home page, under Citizen Login, click New User: Please Register Here, and enter your full name exactly as on the Aadhaar card, gender, date of birth, Aadhaar number, email ID and caste, then click Register.
- Log in with the credentials created and open the Foreign Study Loan application form.
- Fill in every module; personal details, address, educational background, institution details, passport number, family income, guardians' occupation and bank details. Modules 1, 3, 5, 6, 8 and 10 are compulsory, and the form will not submit if any of them is incomplete.
- Use the Patrata Column (પાત્રતાની કોલમ) dropdown to select your eligibility parameters correctly. Choosing from the dropdown is mandatory, and a wrong selection here gets applications processed under the wrong criteria.
- Scan and upload the documents in PDF, JPEG or PNG within the portal's size limits, naming each file clearly.
- Preview the application, save a local PDF copy for your records, and click Final Submit.
- Respond to GUEEDC if officials contact you by phone or email for clarification, additional documents or corrections during verification.
What happens after you apply
Foreign Study Loan applications go through a defined post-submission sequence:
- Verification by GUEEDC officials, who examine the uploaded documents and may call or email for clarification.
- Sanction letter issued formally if the application is accepted.
- Agreement signed by the applicant accepting the terms and repayment conditions, and the property security completed.
- Disbursement of the sanctioned amount directly into the applicant's verified bank account.
- Post-sanction verification of usage, where the Corporation asks for it.
Keeping your registered phone number and email address active through this period matters, because an unanswered clarification request is one of the most common reasons a file stalls.
Why applications get rejected
- Class 12 below 60 per cent, which fails at the first screening.
- Family income above Rs 6,00,000, or an income certificate from an authority that is not competent to issue it.
- Course not covered, a general bachelor's degree abroad is outside the scheme.
- Reserved category applicant, who must approach the relevant caste-specific corporation instead.
- Inadequate security, particularly property valued below one and a half times the loan amount for loans up to Rs 7,50,000.
- Incomplete compulsory modules in the online form, which prevents submission altogether.
- Wrong Patrata Column selection, which routes the application under the wrong criteria.
- Illegible or oversized uploads, which have to be resubmitted and delay the file.
Repayment in practice
Repayment under the Foreign Study Loan begins one year after the course is completed, not one year after disbursement. Instalments are equal and monthly, over five years for loans up to Rs 5,00,000 and six years for larger loans. Each payment is applied to interest first, then to principal, so a borrower who wants to reduce the outstanding principal quickly should pay more than the scheduled instalment rather than simply pay on time.
Early closure is allowed. There is no prepayment penalty described in the scheme terms, but accrued interest must be cleared before principal is reduced.

There is no application fee. No agent can secure a GUEEDC sanction for a fee, and the Corporation communicates only through its registered phone numbers and the portal.

Who is eligible for the Foreign Study Loan?

Only specific bachelor's courses are covered — Bachelor of Medicine and Bachelor of Surgery. A general undergraduate degree such as a bachelor's in computer science or business is not covered under this scheme.
What security do I have to give?
For loans up to Rs 7,50,000 you must offer property of your own or a relative's valued at one and a half times the loan amount. For loans above Rs 7,50,000 immovable property must be mortgaged in favour of the Corporation. Five post-dated cheques signed in favour of GUEEDC are required in both cases.
When does repayment start and how long do I get?
Repayment starts one year after the course is completed. Loans up to Rs 5,00,000 are repaid in equal monthly instalments over 5 years, and loans above Rs 5,00,000 over 6 years. Repayments are applied to interest first and then to principal.
