What is Manav Garima Yojana?

Manav Garima Yojana is a self-employment scheme of the Social Justice and Empowerment Department, Government of Gujarat, administered through the Directorate of Scheduled Caste Welfare and delivered on the department's e-Samaj Kalyan portal. The scheme gives a Scheduled Caste applicant the physical tools of a trade, free of cost, so that a person who already knows a skill but cannot afford the equipment can begin earning from it.

Manav Garima Yojana is deliberately built around kind assistance rather than cash. The department procures the toolkit and hands it over, which removes the risk of the money being spent on something else and removes the need for any loan, guarantor or repayment. The name translates roughly as "human dignity", and the design follows from that idea: the goal is a livelihood a person owns, not a subsidy they consume.

The scheme covers a defined list of small cottage-industry and service trades; around 28 trades in the department's standard list. Typical entries include tailoring, embroidery, pottery, carpentry, plumbing, masonry, welding, mobile or cycle repair, beauty parlour work, papad and khakhra making, milk and vegetable vending, small food stalls, laundry work, and similar activities. The common thread is that a modest kit of equipment is genuinely enough to start earning.

Manav Garima Yojana is one of several economic-advancement schemes listed by the Directorate of Scheduled Caste Welfare, alongside education, housing and health schemes on the same portal. It is distinct from the loan schemes run by the state's development corporations: those give credit, this gives assets.

Who is eligible for Manav Garima Yojana?

You are eligible if:

• You belong to a Scheduled Caste notified for Gujarat and hold a valid caste certificate from the competent revenue authority.
• You are a resident of Gujarat.
• Your annual family income is within the ceiling stated in the department's circular for that application year. The ceiling is revised from time to time and separate limits have historically applied to rural and urban applicants, so read the current year's notification rather than an older figure.
• You are within the age band stated in that year's circular.
• You intend to take up one of the listed trades, and the toolkit sought matches that trade.

You cannot apply if:

• You are not from a Scheduled Caste. Applicants from developing castes, Scheduled Tribes, minorities or the general category are not eligible under Manav Garima Yojana and must use the parallel schemes run by their own directorate or corporation.
• Your family income exceeds the notified ceiling.
• Another member of your household has already received a toolkit under this scheme, one family, one asset.
• You are applying for a trade outside the notified list.
• You apply when the window is closed, or you leave the application unconfirmed on the portal.

Meeting every condition does not guarantee a toolkit. Where valid applications exceed the year's target, the department selects beneficiaries through a computerised draw, and its own notifications record draws having been held for successive years. Applicants who are not drawn in one year can apply again in the next window.

What documents are required?

Scan every document before the window opens. e-Samaj Kalyan enforces file-size and format limits, and unreadable uploads are the routine cause of a file being sent back at verification.

How to apply for Manav Garima Yojana

1. Open esamajkalyan.gujarat.gov.in and check that the Manav Garima application window is shown as open.
2. Register as a citizen on the portal with your name, mobile number and Aadhaar, then log in. Existing users simply sign in.
3. Select the Director, Scheduled Caste Welfare as the department and choose Manav Garima Yojana from that directorate's scheme list.
4. Fill the application form: personal details, caste, family income, district and taluka, and the trade for which you want the toolkit.
5. Upload the caste certificate, income certificate, Aadhaar, residence proof and age proof.
6. Submit the application and save or print the acknowledgement carrying your application number.
7. Submit or produce the original documents at your district Social Welfare Office if the office calls you for verification.
8. Watch the portal for the draw result and the toolkit distribution notice for your district.

How do you check your application status?

Log in to e-Samaj Kalyan with the same credentials and open the application status screen, which lists every application filed under your account with its current stage; submitted, under verification at the district office, selected in the draw, or rejected with a reason. The portal also publishes beneficiary and draw lists in its notifications section after each year's selection, so a district-wise list is often the quickest way to know the outcome.

For anything the portal does not answer, the District Social Welfare Officer of your district holds the file and can say why a document was queried.

Why applications get rejected, and how to fix them

• Caste certificate not from the competent authority: get a fresh certificate from the Mamlatdar or the authority named in the circular.
• Income certificate expired or above the ceiling — a fresh certificate can fix the first problem; the second cannot be argued around.
• Unreadable uploads, rescan at higher quality within the size limit.
• Trade not on the notified list; reapply choosing a listed trade.
• Duplicate application from the same household.
• Not selected in the draw, this is not a rejection on merit; reapply in the next window.

Key dates

Manav Garima Yojana runs on an annual cycle. The department opens the online window, verifies applications at district level, holds the computerised draw and then distributes toolkits, usually at district-level distribution events. Because the window is short and is announced only on the portal and in departmental notifications, applicants should keep their caste and income certificates current so that they can file within days of the announcement rather than scrambling for papers afterwards.
