The Planting Assistance Program for Hybrid Seeds of Vegetable Crops is a horticulture support scheme of the Agriculture, Farmers Welfare and Co-operation Department, Government of Gujarat. The scheme pays a share of the cost a farmer incurs in planting hybrid vegetable seed, and it carries a second component that supports natural farming in vegetable crops.

The scheme addresses a straightforward economics problem. Hybrid vegetable seed of tomato, brinjal, chilli, okra, bottle gourd, bitter gourd, cabbage and cauliflower costs several times what open-pollinated seed costs. Yields and market grade are materially better, but the cash outlay lands on the farmer at sowing, months before any income arrives. A 40% reimbursement on that outlay is what tips a smallholder from saved seed to certified hybrid seed.

Who is eligible for this vegetable planting assistance?

You can claim the assistance if:

• You are a farmer cultivating land in Gujarat with a valid land record in your name or with recorded cultivation rights.
• You are planting hybrid vegetable seed on the area you are claiming for.
• For the natural farming component, you are additionally either listed by the district ATMA office (Agricultural Technology Management Agency) or a member of a Farmer Interest Group (FIG) practising natural farming.

You are not eligible and cannot apply if:

• You are not a farmer and have no land record or recorded cultivation right. The 7/12 record is the gate.
• You are claiming the natural farming component without ATMA listing or FIG membership. That condition is specific to the natural farming half of the scheme and is checked at verification.
• Your land is outside Gujarat. This is a state scheme funded by the Gujarat agriculture department.
• The crop planted is not a vegetable crop, or the seed is not hybrid seed purchased against a bill from a licensed dealer.
• You are applying outside the open application window for the season. This is not a merit rejection, but i-Khedut simply will not accept the form.

No income ceiling is prescribed for this component. Unlike welfare schemes, the test here is cultivation and crop, not household income.

How much money does the scheme pay?

Two things follow from that table and are worth being precise about. First, the 40% applies to the cost actually incurred, so a farmer who spends less than Rs 50,000 per hectare receives 40% of the lower actual figure, not the full Rs 20,000. Keep the seed dealer's bill. Second, the cap is per hectare, so a farmer with a larger holding scales up proportionally, subject to whatever area ceiling the year's horticulture guidelines impose per beneficiary.

Payment is made by Direct Benefit Transfer into the farmer's own bank account after the plantation has been verified in the field by the horticulture or agriculture extension staff.

What documents are required?

Scan or photograph documents so every line is readable. i-Khedut applications are checked against the revenue record, so a 7/12 extract that is old, torn or partly illegible is a common cause of a returned file.

How to apply on the i-Khedut portal

1. Open the i-Khedut portal at ikhedut.gujarat.gov.in.
2. On the home page, click Schemes, then click Agricultural Schemes.
3. Select the Planting Assistance Program for Hybrid Seeds of Vegetable Crops from the list and click Apply. The application page opens.
4. Click Apply New and complete the form: your registration status as a farmer, district, taluka and village, survey number, area in hectares, the vegetable crop and hybrid variety, and your bank account details.
5. Use Update Application if you need to correct anything before confirmation. Once you confirm, the application is locked.
6. Confirm the application. An application number is generated at this step — record it.
7. Print the confirmed application, sign it, attach the 7/12, Aadhaar copy and bank passbook copy, and submit the set to your Taluka Horticulture or Agriculture Officer within the period the portal states.
8. Track the file through Applicant Corner at ikhedut.gujarat.gov.in/public/frm_Applicant_Corner.aspx, where you can view, print, upload documents and check status.

If you do not have a computer or a stable connection, any Common Service Centre, gram panchayat VCE or village computer entrepreneur can complete the i-Khedut submission for you. Carry the same documents; a small government-notified service charge may apply at a CSC.

How to check application status and get the payment

Open the Applicant Corner on i-Khedut. From there you can check the current status of your application, re-print the form, and upload any document the office has asked for. The stages you will see are broadly: application received, document verification, pre-sanction field inspection, sanction, and payment released.

If the status shows sanction but no money has arrived, the problem is almost always at the bank end. An account not seeded with Aadhaar, a closed account, or a name mismatch between the land record and the bank record.

Why applications get rejected, and how to fix each

• Applied after the window closed. i-Khedut opens each component for a defined period in the season. Check the Schemes page before planning.
• Land record does not match the applicant. If the 7/12 is in a father's or a joint name, get the consent or the record corrected before applying.
• No seed purchase bill, or a bill from an unlicensed dealer. Always buy hybrid seed against a proper invoice from a licensed dealer.
• Area claimed does not match the area planted at field inspection. Claim only the area actually put under hybrid vegetable seed.
• Natural farming component claimed without ATMA listing or FIG membership. Get listed with the district ATMA office first.
• Bank account not in the applicant's name or not Aadhaar-seeded, which blocks DBT even after sanction.
• Duplicate application for the same survey number in the same season.
• Target exhausted for the district. This is a queue issue, not a defect; apply early in the window.

Key dates and timing

i-Khedut does not keep every scheme open all year. Horticulture components open for a defined application window each season, and the department publishes the open and close dates on the Schemes page. Two practical implications:

• Check ikhedut.gujarat.gov.in at the start of the kharif and rabi vegetable seasons rather than assuming the form will be available when you are ready.
• Submit the printed and signed application with documents to the taluka office promptly after confirming online. An online confirmation alone does not complete the claim.

There is no fee for applying on i-Khedut. No officer or agent may charge for "getting your subsidy sanctioned", and no genuine official will ask for your OTP.
