Uniform Assistance for Other Backward Classes (Minority) Students Studying in Standard 1st to 8th
Gujarat state government scheme
Uniform Assistance for OBC and minority students in Standards 1 to 8 pays Rs 600 a year per child in Gujarat, transferred by DBT to the parent's bank account to buy school uniforms. The Directorate of Developing Castes Welfare applies no income limit, and over 32 lakh students were covered in a single year across SC, OBC, minority and NTDNT categories.
What is the uniform assistance scheme for OBC and minority students in Gujarat?
Uniform Assistance for Other Backward Classes (Minority) Students Studying in Standard 1st to 8th is a Direct Benefit Transfer scheme of the Directorate of Developing Castes Welfare (DDCW), part of the Social Justice and Empowerment Department, Government of Gujarat. The Gujarati title on the Directorate's own site reads dho. 1 thi 8 ma bhanta balako ne be jod ganvesh sahay: uniform assistance for children studying in Standards 1 to 8.
According to the DDCW scheme page, the assistance is Rs 600 per year per student, paid through DBT, described as support towards three sets of uniform. The Directorate does not procure or hand out cloth or stitched uniforms; the money goes to the family, and the family buys the uniforms. This design change matters, because it ended the long-standing problem of centrally procured uniforms arriving in the wrong sizes months into the school year.
Four categories, one scheme
The scheme is not confined to Other Backward Classes despite the name it is commonly indexed under. The DDCW page lists coverage across:
- Scheduled Castes (SC)
- Other Backward Classes (OBC / SEBC)
- Minorities
- Nomadic and De-notified Tribes (NTDNT)
That breadth explains the numbers. Across all four groups, more than 32 lakh students were assisted in the year reported on the scheme page, at total expenditure of over Rs 232 crore. It is one of the largest single student benefits the Directorate administers, and it is far larger in headcount than any of its scholarship schemes.
Who is eligible for uniform assistance?
A student qualifies if:
- The student is enrolled in Standard 1 to Standard 8 at a school in Gujarat.
- The student belongs to a Scheduled Caste, Other Backward Class, minority, or Nomadic and De-notified Tribe family, evidenced by a certificate from the competent authority.
- The student is a resident of Gujarat.
- The student's details, including Aadhaar and a bank account, are on the school record so the DBT payment can be made.
Crucially, there is no income test. The Directorate states that no annual income limit applies to this scheme. A family that fails the income test for a scholarship can still receive uniform assistance, and many do.
A student is not eligible if:
- The student is in Standard 9 or above, or in pre-primary. The scheme stops at Standard 8.
- The student does not belong to any of the four notified categories. General category students outside SC, OBC, minority and NTDNT are not covered by this DDCW scheme.
- The student is not enrolled in a school in Gujarat.
- The family has no Aadhaar-seeded bank account to receive the DBT. This is not a permanent bar. It is fixed by opening or seeding an account, but until it is fixed the payment cannot be released.
- The student has already been paid for the same academic year. The benefit is one payment per student per year.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| School enrolment record, Std 1 to 8 | Yes | The school's own record is the primary evidence |
| Caste certificate (OBC/SEBC, minority or NTDNT) | Yes | From the competent authority in Gujarat |
| Student's Aadhaar card | Yes | For de-duplication and DBT seeding |
| Bank passbook (student or parent) | Yes | Account must be Aadhaar-seeded |
| Gujarat residence proof | No | Where the school record is incomplete |
| Income certificate | No | No income limit applies to this scheme |
The bank passbook and Aadhaar are the two items that decide whether the Rs 600 actually lands. Everything else is usually already with the school.
How to apply for uniform assistance
This scheme is school-driven. In most districts the parent files nothing at all. The school compiles the list. The steps below cover what the family actually has to do:
- Enrol the child in Standard 1 to 8 at a government or grant-in-aid school in Gujarat.
- Give the school a copy of the caste certificate — OBC/SEBC, minority or NTDNT, so the child is counted under the correct category.
- Give the school the child's Aadhaar number and a bank account number, and confirm the account is seeded with Aadhaar at the bank.
- The class teacher and head of the school verify the enrolment, category and bank details and upload the consolidated student data for the year.
- The district social welfare office of the Directorate of Developing Castes Welfare sanctions the payment against the year's list.
- Rs 600 is credited by DBT to the seeded account. Check the passbook or an SMS alert from the bank.
Where a district or the state notifies an online student-scheme form for a given year, the Digital Gujarat portal (digitalgujarat.gov.in) is the platform Gujarat uses for citizen scheme applications, and DDCW student data flows through it. Even then, verification by the school remains the deciding step.
How much is paid, and when?
The published standard is Rs 600 a year per student. It is a single annual payment, not a monthly instalment, and it is released once the school's verified data for that academic year is processed. Payment therefore tends to follow the academic calendar rather than the financial year, and families typically see the credit during the school year rather than at admission.
One point of genuine ambiguity should be stated plainly. The scheme's Gujarati title refers to two pairs of uniform, while the assistance standard printed on the same DDCW page is Rs 600 a year against three sets. The Directorate has revised the norm over the years and the page carries both descriptions. Treat Rs 600 per year as the operative amount and confirm the current year's norm with the school or the district office.
How to check whether the payment has come
- Ask the head of the school whether your child's name was included in the uploaded list for the year, and under which category.
- Check the bank passbook or the account statement for a DBT credit of Rs 600 tagged to the welfare department.
- If the school confirms the name was sent but nothing has arrived, take the passbook to the district social welfare office and ask them to check whether the transfer failed.
- A failed transfer is almost always an Aadhaar seeding problem at the bank. Fix it at the bank branch and ask the school to resubmit the account details.
Why payments fail, and how to fix them
- Bank account not Aadhaar-seeded, so the DBT bounces. The most common single cause.
- Name mismatch between the school record, the Aadhaar card and the bank account. Correct the school record first, since the uploaded data is generated from it.
- Caste certificate not given to the school, so the child was never counted in a category.
- Account dormant or closed, particularly minor accounts opened years earlier and never used.
- Duplicate entry where a child changed school mid-year and appears on two lists. The district office resolves this against Aadhaar.
- Student moved to Standard 9 during the year and was dropped from the list; correct, since the scheme ends at Standard 8.
Key dates
The Directorate does not publish a single statewide last date for uniform assistance. Schools collect and verify student data at the start of the academic year, and payment follows the district's sanction. Families should aim to have the caste certificate, Aadhaar and a seeded bank account with the school before the first term ends.

Is there an income limit for uniform assistance?
No. The DDCW scheme page states there is no annual income limit for this scheme, which makes it one of the very few Gujarat student schemes open on category and enrolment alone.
Who is covered by the scheme?
Students in Standards 1 to 8 from four groups — Scheduled Castes, Other Backward Classes, minorities, and Nomadic and De-notified Tribes. The scheme is administered by the Directorate of Developing Castes Welfare.

Usually not. The school compiles and verifies the list of eligible students from its own enrolment records and forwards it for payment. Parents mainly need to make sure the caste certificate, Aadhaar and bank details on the school record are correct.
Why does the scheme name say "two sets" but the amount is for three?
The Gujarati scheme title refers to two pairs of uniform, while the assistance standard published on the same page is Rs 600 a year against three sets. Treat Rs 600 a year as the operative figure and confirm the current year's norm with the school.
Can a student in Standard 9 get uniform assistance?
No. The scheme covers Standards 1 to 8 only. Girls entering Standard 9 are covered instead by the Directorate's bicycle scheme, Saraswati Sadhana Yojana.
