What is Vandan Matru Yojana?

Vandan Matru Yojana, sometimes written as Vandan Matru Yojana (VMY) or in Gujarati as the Vandan Matru scheme, is a maternity benefit scheme of the Women and Child Development Department, Government of Gujarat. The scheme gives cash assistance to pregnant women and lactating mothers from economically weaker families in the state, so that a woman is not forced to return to wage work too soon after childbirth and can afford better food during pregnancy and the months of breastfeeding.

Vandan Matru Yojana pays a total of Rs 4,000, and the payment is deliberately split so that each instalment is tied to a health behaviour the department wants to encourage:

  • Rs 1,000 when the pregnancy is registered at the Anganwadi centre.
  • Rs 1,000 after an institutional delivery at a hospital or government health facility.
  • Rs 2,000 during the breastfeeding period.

The staged design is the point of the scheme. A cash transfer paid in one lump at the end would do nothing for the first trimester, when ante-natal check-ups and iron and folic acid supplements matter most. Splitting it means a woman has a reason to come to the Anganwadi centre early, a reason to deliver in a facility rather than at home, and a reason to stay in contact with the system through the first months of the child's life.

Who is eligible for Vandan Matru Yojana?

A woman qualifies if all of the following are true:

  • She is a resident of Gujarat.
  • She is pregnant, or is a lactating mother within the period the scheme covers.
  • Her family's annual income is below Rs 2,00,000, evidenced by an income certificate.
  • Her pregnancy is registered at an Anganwadi centre or a government health facility, with a Mother and Child Protection card issued in her name.
  • She holds an Aadhaar card and a bank account in her own name that can receive Direct Benefit Transfer.
  • She is aged 18 years or above. Maternity cash benefits in India are not paid for a pregnancy below the legal age of marriage, and the department's listing shows an 18 to 45 age band.

Who cannot apply or is not eligible

  • Men cannot apply. The benefit is paid to the mother, in her own name, into her own account.
  • Women resident outside Gujarat cannot apply, even if they deliver in a Gujarat hospital while visiting.
  • A family with annual income above Rs 2,00,000 is not eligible, because the scheme is targeted at economically weaker sections.
  • A woman whose pregnancy is never registered at an Anganwadi centre cannot claim, since registration is the trigger for the first instalment and the record the department verifies against.
  • A woman with no bank account in her own name cannot be paid. This is fixable; open a basic savings account and seed it with Aadhaar, but until it is fixed the transfer will fail.
  • The institutional delivery instalment is not payable where the delivery happened at home. That instalment alone is lost; the registration and breastfeeding instalments are unaffected.

Each instalment is released only after the Anganwadi worker records the triggering event in the register and the block office verifies it. Payment is made by Direct Benefit Transfer, so an Aadhaar-seeded account in the mother's own name is not optional.

There is no monthly component and no pension element. Vandan Matru Yojana is a one-pregnancy, three-payment benefit.

Get the income certificate early. It is issued by the Mamlatdar's office or through an e-Gram centre and it is routinely the slowest document to obtain, so starting the process in the first trimester avoids missing the registration instalment.

How to apply for Vandan Matru Yojana

  1. Visit your local Anganwadi centre as soon as the pregnancy is confirmed, and ask the Anganwadi worker to register the pregnancy. In an urban ward, ask at the Urban Health Centre or the municipal Anganwadi.
  2. Get the Mother and Child Protection (MCP) card issued in your name. The card is the department's primary record and the registration date on it is what the first instalment is calculated from.
  3. Ask specifically for the Vandan Matru Yojana form and fill it with the help of the Anganwadi worker or ANM. Give your Aadhaar number, your own bank account number and IFSC, and your family income.
  4. Attach self-attested copies of the Aadhaar card, income certificate, bank passbook first page and residence proof.
  5. Submit the completed form and attachments to the Anganwadi worker and ask for an acknowledgement or an entry in the centre's register with the date.
  6. Attend your ante-natal check-ups and keep the MCP card updated, because the entries on it are what the supervisor verifies before releasing money.
  7. Submit the delivery proof — the discharge summary or delivery certificate; to the same Anganwadi centre after an institutional delivery, to trigger the second instalment.
  8. Report for the breastfeeding-stage verification when the worker calls you, for the final Rs 2,000.

How do I check the status of my payment?

Vandan Matru Yojana has no public online status tracker of the kind iKhedut offers for farm schemes. Checking status is done through the people who hold the file:

  1. Ask the Anganwadi worker who registered you. She holds the register entry and knows whether the case has been forwarded to the block.
  2. Ask the Child Development Project Officer (CDPO) at the ICDS block office if the worker says the case was forwarded but no money has arrived.
  3. Approach the District Women and Child Officer if the block office cannot explain the delay. District officer contact details are published on wcd.gujarat.gov.in.
  4. Check your own bank account with a passbook update or an SMS alert before assuming the payment failed. DBT credits often arrive without any separate intimation.

Why do maternity benefit payments fail or get delayed?

  • Bank account not seeded with Aadhaar, so the Direct Benefit Transfer bounces back even after sanction.
  • Account in the husband's name or a joint account the mother does not operate. The benefit must reach the mother.
  • Name mismatch between the Aadhaar card, the bank record and the MCP card, typically a maiden name against a married name.
  • Income certificate missing or expired, which stalls the file at the block office.
  • Pregnancy registered late, so the registration-stage instalment cannot be claimed retrospectively.
  • Delivery at home, which forfeits the institutional-delivery instalment only.
  • Duplicate claim flagged against another maternity cash benefit already drawn for the same pregnancy.

Most of these are document problems rather than eligibility problems, and all of them are fixed at the Anganwadi centre or block office rather than by filing a fresh application.
