Haryana Divyang Person Pension
Haryana state government scheme
Haryana Divyang Person Pension pays Rs 3,200 per month to residents aged 18 or above with a certified disability of 60 to 100 percent who have lived in Haryana for 3 years. The Directorate of Social Justice and Empowerment credits it by DBT. Apply free on saralharyana.gov.in after updating the Family ID.
What is the Haryana Divyang Person Pension?
Haryana Divyang Person Pension is a state-funded monthly pension for residents living with a substantial disability, run by the Directorate of Social Justice and Empowerment under the SEWA Department. The department's current official naming uses "Divyang"; older paperwork and many search queries still use "handicapped pension" or "viklang pension", and all three refer to the same benefit.
According to the Directorate of Social Justice and Empowerment, the pension rate is Rs 3,200 per month with effect from 1 November 2025, raised from Rs 3,000. The scheme has been running since 1981-82, when the rate was Rs 50 a month, and has been revised upward repeatedly across four decades. Payment is made by Direct Benefit Transfer into the beneficiary's own bank account, so no cash is handled at any office.
Departmental figures for 2023-24 record roughly 1.86 lakh beneficiaries against a budget of about Rs 574 crore, which makes the disability pension the third-largest of Haryana's fifteen social security pension schemes after the old-age and widow pensions.
What the scheme is designed to do
- Provide a predictable monthly income floor to persons whose disability limits their earning capacity.
- Deliver the money through DBT rather than through intermediaries.
- Use the Parivar Pehchan Patra database so eligible persons are identified without repeated document collection.
Who is eligible for the Haryana Divyang person pension?
You can get the pension if all of the following are true:
- You are 18 years of age or older on the date of application.
- You have been residing in Haryana continuously for the 3 years immediately preceding the application.
- You hold a disability certificate showing a disability in the 60 to 100 percent band, issued by a government medical board.
- Your own income from all sources does not exceed the minimum wages for unskilled labour notified by the Haryana Labour Department.
The income test is stricter than most applicants expect and is not a fixed rupee figure. Because it tracks the notified unskilled-labour minimum wage, it moves when that wage is revised. The department also counts accumulated earnings, provident fund receipts and annuities paid by banks or insurance companies as income, so a person drawing a modest annuity can cross the limit without any salary at all.
You cannot apply if:
- You are under 18 years old. Haryana runs a separate financial assistance scheme for non-school-going disabled children, which is where a minor's claim belongs.
- Your certified disability is below 60 percent. A 40 percent certificate is not eligible for this pension even though it qualifies for reservation, concessions and several loan schemes.
- Your personal income exceeds the notified unskilled-labour minimum wage.
- You have not completed 3 years of continuous residence in Haryana.
Disabilities recognised by the Directorate are blindness, low vision, leprosy-cured, hearing impairment, locomotor disability, mental retardation and mental illness. The certified percentage decides the case, not the label of the condition.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Disability certificate | Yes | Government medical board, stating 60 percent or more |
| Parivar Pehchan Patra (Family ID) | Yes | Disability flag and income fields must be current |
| Aadhaar card | Yes | Identity plus bank seeding for DBT |
| Residence proof | Yes | Establishes 3 years of continuous residence in Haryana |
| Age proof | Yes | Birth certificate, school certificate or Aadhaar |
| Bank passbook | Yes | Applicant's own account, Aadhaar-seeded |
| UDID card | No | Speeds up verification where already issued |
Fix the Parivar Pehchan Patra first. Most Haryana pension rejections come from a PPP record that carries a stale income figure or does not carry the disability flag at all. Corrections are made at meraparivar.haryana.gov.in and take their own processing time, so start there rather than after a rejection.

How to apply offline

- Give your OTP or biometric confirmation where asked and collect the printed acknowledgement carrying the Application Reference ID.
Antyodaya-SARAL counters operate at tehsil level as well as district headquarters, which matters for applicants with locomotor disability who cannot travel far.
How much pension is paid and when?
Haryana Divyang Person Pension pays Rs 3,200 per month, effective 1 November 2025. The amount is uniform. The department does not publish a sliding scale for higher disability percentages above the 60 percent threshold, so a person certified at 65 percent and a person certified at 100 percent receive the same allowance. Payment reaches the Aadhaar-seeded bank account monthly once sanction is issued.
The pension is not a one-time grant and needs no annual re-application. It continues while the beneficiary remains eligible, remains resident in Haryana and the disability certificate on record stays valid. Rate revisions apply automatically to existing pensioners, the Rs 200 increase notified in 2025 was paid with retrospective effect from 1 November without any fresh application.
How to check your application and payment status
- Open saralharyana.gov.in and enter your Application Reference ID in the Track Application Status box on the home page.
- Or sign in to your SARAL account and open Track Application Status for the full history of the case.
- For payment queries after sanction, check the bank passbook or statement first, because a sanctioned pension that has not arrived is usually a bank-seeding failure rather than a rejection.
Common reasons for rejection and how to fix them
- Disability certified below 60 percent, the commonest cause. A fresh assessment by the government medical board is the only route; the department cannot relax the threshold.
- PPP income mismatch — the Family ID shows income above the unskilled-wage limit. Correct it through the PPP grievance route before re-applying.
- Disability flag missing from the PPP even though the certificate is valid.
- Residence not established for 3 years, attach a domicile certificate rather than a recent utility bill.
- Expired time-bound disability certificate; renew it and submit the new one; the pension stops on expiry.
- Bank account not Aadhaar-seeded, so the credit fails after sanction.
- Already drawing another state social security pension on the same ground.
Where to complain if the pension is delayed
- Antyodaya-SARAL helpline: 0172-3968400, and the email saral.haryana@gov.in, working 7:00 AM to 8:00 PM Monday to Saturday.
- District Social Welfare Officer of your district, the sanctioning and verification authority for this pension.
- CM Window, Haryana's central grievance platform, for cases stuck beyond the normal processing period.
- Parivar Pehchan Patra grievance redressal at meraparivar.haryana.gov.in where the problem is a wrong income entry or a missing disability flag.
Applying for the Haryana Divyang person pension is free. No official will ask for a payment, and no agent can guarantee sanction. The case is decided on the certificate, the PPP income record and the residence proof alone.

Frequently asked questions
How much is the Haryana Divyang person pension per month?
Haryana Divyang Person Pension is Rs 3,200 per month with effect from 1 November 2025, raised from Rs 3,000. The scheme began in 1981-82 at Rs 50 a month, and the Directorate of Social Justice and Empowerment notifies each revision separately.
What disability percentage is needed for the Haryana Divyang pension?
A certified disability in the 60 to 100 percent band is required. The certificate must be issued by a government medical board and must state the exact percentage. A 40 percent certificate, which is enough for many other disability entitlements, is not eligible for this pension.
What is the income limit for the Haryana Divyang pension?
The applicant's own income from all sources must not exceed the minimum wages for unskilled labour notified by the Haryana Labour Department. That is a moving figure rather than a fixed rupee ceiling, and it counts provident fund receipts and annuities from banks or insurance companies as income.
Who cannot get the Haryana Divyang person pension?
Persons under 18 years, persons with a certified disability below 60 percent, and applicants whose personal income exceeds the notified unskilled-labour minimum wage are not eligible. Applicants who have not completed 3 years of continuous residence in Haryana also cannot apply.
Which disabilities are covered by the scheme?
The Directorate lists seven categories — blindness, low vision, leprosy-cured, hearing impairment, locomotor disability, mental retardation and mental illness. What decides the case is the certified percentage rather than the name of the condition.
How long does the Haryana disability pension continue?
The pension continues indefinitely while the beneficiary remains eligible and resident in Haryana, with no annual re-application. Where the disability certificate was issued for a fixed period, it must be renewed before expiry or the monthly credit stops.
How do I check my Divyang pension application status?
Enter your Application Reference ID in the Track Application Status box on saralharyana.gov.in, or sign in to your SARAL account. After sanction, check the bank passbook, because most missing credits are Aadhaar-seeding failures rather than rejections.
Is there any fee to apply for the Divyang pension?
No. The application on Antyodaya-SARAL is free. A Common Service Centre may charge only the small government-notified assistance fee, and no agent can charge to get a name added to the pension list.
