Scheme for Employment Opportunities to Scheduled Castes by Establishing Livestock Units (SCSP)
Haryana state government scheme
Scheme for Employment Opportunities to Scheduled Castes by Establishing Livestock Units gives a 50 percent subsidy to unemployed Scheduled Caste youth in Haryana for 1,500 dairy units of 2 or 3 milch animals and 100 piggery units of 10 females plus 1 male every year. 1,513 people benefited in 2025-26.
What is the Scheduled Caste livestock unit scheme in Haryana?
Scheme for Employment Opportunities to Scheduled Castes by Establishing Livestock Units is a Scheduled Caste Sub Plan (SCSP) scheme of the Department of Animal Husbandry and Dairying, Haryana. It is listed among the department's eight direct benefit transfer schemes on the Haryana State DBT portal, and it is one of the largest of them by budget.
According to the Economic Survey of Haryana 2025-26, the scheme provides employment opportunities to unemployed youth belonging to Scheduled Castes in the State through a 50 percent subsidy on the establishment of:
- 1,500 dairy units of 2 or 3 milch animals, and
- 100 piggery units of 10 female animals plus 1 male animal.
Verified performance
| Year | Beneficiaries | Break-up |
|---|---|---|
| 2024-25 | 1,527 | 1,472 dairy units + 55 piggery units |
| 2025-26 (up to 31 December 2025) | 1,513 | 1,462 dairy units + 51 piggery units |
Against an allotted budget of Rs 54.90 crore, an amount of Rs 4,169.72 lakh was utilised in the reported year. An unusually high utilisation rate for a state subsidy scheme, which tells applicants that money is not the bottleneck; the physical target is.
The scheme sits inside a wider livestock economy. Haryana holds 2.1 percent of India's bovine population but produces 125.93 lakh tonnes of milk, more than 5.11 percent of national output, and per capita per day milk availability in the State is 1,128 grams against a national average of 485 grams, the third highest in the country. A two-animal dairy unit is therefore a realistic income source rather than a token benefit.
Who is eligible for the livestock unit scheme?
You can be considered if:
- You belong to a Scheduled Caste and hold a valid SC certificate issued in Haryana.
- You are a resident of Haryana.
- You are unemployed, the scheme exists to create self-employment.
- You have a verified Parivar Pehchan Patra (Family ID) record.
- You have space for a shed and the ability to manage 2, 3 or 11 animals.
- You hold an active, Aadhaar-seeded bank account.
You cannot apply if:
- You do not belong to a Scheduled Caste. General and Backward Class applicants are not eligible under this SCSP head and must use the department's general-category dairy or piggery schemes.
- You are not resident in Haryana.
- You are in regular salaried employment, since the scheme targets the unemployed.
- Your family has already received a subsidised livestock unit from the department, one unit per family is the working rule so that a fixed annual target reaches more households.
- You want a unit size the scheme does not sanction. Only 2 or 3 milch animals for dairy and 10 female + 1 male for piggery are covered here. Larger dairies of 4, 10, 20 or 50 milch animals fall under the department's separate general dairy unit scheme with interest subvention.
What size of unit is sanctioned?
Dairy unit: 2 or 3 milch animals. This is the option almost every beneficiary takes to 1,472 of 1,527 in 2024-25 and 1,462 of 1,513 in 2025-26 up to 31 December.
Piggery unit: 10 female pigs plus 1 male. Only 55 and 51 piggery units were set up in those two years, so the piggery quota of 100 units is usually undersubscribed. An applicant genuinely interested in pig farming faces less competition than a dairy applicant.
In both cases the subsidy is 50 percent of the unit cost notified by the department for that financial year, not of the price the applicant actually paid.

How to apply for the Scheduled Caste livestock unit scheme
- Check and correct your Parivar Pehchan Patra at meraparivar.haryana.gov.in. Caste, income and family member details must be correct and verified, because Haryana's welfare delivery reads eligibility from this record.
- Get a current Scheduled Caste certificate, applying through Antyodaya SARAL if you do not already hold one.
- Attend the department's 11-day livestock farming training if a batch is available. Haryana trained 2,624 youth in 2024-25 and 2,226 up to 31 December 2025 in dairy, sheep, goat, pig and poultry farming for self-employment.
- Visit the Deputy Director, Animal Husbandry and Dairying of your district, or the Senior Veterinary Surgeon at your nearest government veterinary hospital, and ask for the current application form, the notified unit cost and the district's remaining target. The department runs 2,884 veterinary institutions across Haryana, so a government hospital or dispensary is within reach of every block.
- Submit the form with all documents and collect a dated receipt carrying a diary number. Applications for state schemes are also accepted at Antyodaya SARAL centres and on saralharyana.gov.in, which give a trackable reference.
- Arrange your own 50 percent share. Many applicants take a bank loan; the Pashudhan Kisan Credit Card is available for working capital thereafter.
- Allow field verification. Veterinary staff inspect the shed and, after purchase, the animals themselves.
- Receive the subsidy as a Direct Benefit Transfer into your Aadhaar-seeded bank account once the unit is verified.
How to check your application status
- If you applied at a SARAL Kendra, use "Track Application Status" on saralharyana.gov.in with your reference number.
- If you applied directly at the district office, quote your diary number to the office of the Deputy Director, Animal Husbandry and Dairying.
- Call the SARAL Kendra helpline 1800-2000-023 (7 am to 9 pm, Monday to Saturday) or the Antyodaya SARAL helpline 0172-3968400.
- Once sanctioned, watch your bank passbook — the subsidy arrives as a DBT credit, and no cheque or cash is issued at the office.
Why applications get rejected
- Family ID mismatch: wrong income band, caste not recorded, or a member missing. This is the most frequent reason a Haryana welfare application stalls.
- Scheduled Caste certificate not in the applicant's own name or issued outside Haryana.
- Annual target exhausted in the district. With only 1,500 dairy and 100 piggery units statewide, districts fill up.
- Bank account not Aadhaar-seeded, so the DBT credit fails.
- Unit not matching the sanctioned size at verification, for example one animal instead of two, or a piggery unit without the male animal.
- Duplicate claim where another member of the same family already holds a subsidised unit.
- Applicant found to be in salaried employment, which defeats the scheme's self-employment purpose.
A rejection for a data problem is usually curable. Correct the Family ID record at a Common Service Centre or SARAL Kendra, obtain a fresh caste certificate if needed, and file again in the next cycle.
What else the department offers a new livestock owner
- Free artificial insemination with high genetic potential semen. In 2024-25 the department inseminated 11.58 lakh cows and 28.19 lakh buffaloes, producing 4.74 lakh cow calves and 11.38 lakh buffalo calves.
- Free prophylactic vaccination at the doorstep against Foot and Mouth Disease, Haemorrhagic Septicaemia, swine fever, goat pox, sheep pox, PPR and enterotoxaemia to 94.15 lakh livestock vaccinated in 2024-25.
- Free deworming to 152.32 lakh animals in 2024-25.
- Pashudhan Kisan Credit Card for working capital; 2.20 lakh cards sanctioned and Rs 3,449 crore disbursed to livestock owners in the State.
- Mobile Veterinary Units on toll-free 1962, with 70 units across the districts, each staffed by a veterinarian, a para-vet and a driver-cum- attendant, running on PPP mode.
For a Scheduled Caste family that also falls in the Antyodaya income group, Haryana's Mukhya Mantri Antyodaya Parivar Utthan Yojana is a parallel route: 93,868 applications have been received under it, 87,764 sponsored to banks and 37,579 beneficiaries assisted.
Where to complain
- Deputy Director, Animal Husbandry and Dairying, district level: first authority for sanction and subsidy release.
- Antyodaya SARAL helpline: 1800-2000-023 or 0172-3968400, email saral.haryana@gov.in.
- Toll-free 1962 for animal health emergencies only.
There is no fee for applying and no agent can arrange a sanction. The subsidy is credited directly to your own bank account after verification.
