What is the Higher Education Scholarship Scheme?

The Higher Education Scholarship Scheme was launched by the Education Department, Government of Gujarat, to reduce the cost of study after Class 12 for students continuing into a college or university in the state.

The Education Department is the largest single provider of scholarships in Gujarat. It funds them through its own schemes and through the Knowledge Consortium of Gujarat, and it delivers them through two online systems: the Digital Gujarat scholarship portal, which carries the bulk of state scholarship schemes, and scholarships.gujarat.gov.in, which carries the Chief Minister Scholarship Scheme. What "higher education" means here. The scheme is aimed at the stage after Class 12 to degree, diploma and professional courses at recognised institutions in Gujarat. That is the point at which the cost of education in India rises sharply and at which students from lower-income households most often stop. A state scholarship at this stage is not competing with school fees; it is competing with the decision to take a job instead of a degree.

How Gujarat's higher-education scholarships generally work. Four features are common across the department's schemes and apply here:

Who is eligible for the Higher Education Scholarship Scheme?

A student is generally eligible if all of these hold:

• The student is a resident of Gujarat.
• The student has passed Class 12 or an equivalent qualifying examination.
• The student is admitted to a recognised college or university in Gujarat for a degree, diploma or professional course.
• The student's family income is within the ceiling notified for the scheme in the current year.
• The student meets any merit condition the year's resolution sets on the qualifying examination.
• The student has a bank account in their own name, Aadhaar-seeded.

Who cannot apply

• A student resident outside Gujarat is not eligible for a Gujarat state scholarship under this head.
• A student at an unrecognised institution, or on a course not approved by the relevant regulator, is not eligible. Recognition is verified through the institution's endorsement on the portal, which is why colleges outside the system cannot process these applications at all.
• A student whose family income exceeds the notified ceiling cannot apply, and the income certificate is checked at verification.
• A student who has already drawn another state scholarship for the same course and academic year is ordinarily not eligible to draw this one as well.
• A student with no bank account in their own name cannot be paid, because the scholarship moves only by DBT. An account in a parent's name is not a substitute.
• A student applying after the academic year's window has closed cannot be considered until the window reopens.
• A student below the merit cut-off, where the year's resolution sets one on the Class 12 result, is not eligible.

What documents are required?

Get the income certificate early. It is issued by the Mamlatdar or the Taluka Development Officer, it takes time, and it expires. More Gujarat scholarship applications fail on a lapsed income certificate than on any academic ground.

How to apply for the Higher Education Scholarship Scheme

1. Check that the window is open. Open the scholarship section of digitalgujarat.gov.in and confirm that the Higher Education Scholarship Scheme is listed as open for the current academic year, along with the current eligibility conditions and rate.
2. Register on Digital Gujarat as a citizen user with your mobile number and email, verify the OTP, and set a password. Use your own mobile number, not a cyber cafe's, because the OTP for every later step comes to it.
3. Complete your profile with your name exactly as it appears on Aadhaar, date of birth, address and bank details. An incomplete profile blocks the scholarship application.
4. Open the scholarship application for the Higher Education Scholarship Scheme and fill in your Class 12 result, the institution, the course, the year of study and the fee paid.
5. Upload the documents as clear, readable scans, marksheet, bonafide certificate, fee receipt, income certificate, residence proof and bank passbook.
6. Submit the application and print the acknowledgement, noting the application number.
7. Get the institution to verify and forward it. Take the printed application and the original documents to your college's scholarship section. Until the institution endorses the case on the portal, it does not reach the department, and this is the step at which most applications sit unnoticed.
8. Track the application on the Digital Gujarat portal using the application number, and follow up with the college if the status has not moved past institutional verification.

How do I check the status and the payment?

Log in to digitalgujarat.gov.in and open the scholarship application status screen with your application number. The typical sequence is submitted, institution-verified, department-approved, and paid.

If the status is stuck at institutional verification, the file is with your college and not with the government — go to the college scholarship section. If it is approved but unpaid, the problem is almost always the bank account: not Aadhaar-seeded, dormant, or in a name that does not match Aadhaar. That is fixed at the bank branch, not at the college.

Why do applications get rejected?

• Window missed. The scholarship opens by academic year and closes on an announced date.
• Institution did not endorse the application, so it never reached the department.
• Income certificate expired or above the notified ceiling.
• Bank account not in the student's own name, or not Aadhaar-seeded.
• Name mismatch between Aadhaar, the marksheet and the bank account.
• Duplicate scholarship claimed for the same course and year.
• Unreadable uploads, which are treated as missing documents rather than queried.
• Course or institution not recognised, which the endorsement step exposes.
