What is the Scholarship Scheme for Students Studying in Government Colleges?

The Scholarship Scheme for Students Studying in Government Colleges is a merit scholarship of the Education Department, Government of Gujarat. It pays a fixed annual amount to students of government colleges in the state who have placed at the top of their university results.

The award is deliberately small and deliberately narrow. It is not a means-tested fee waiver and it does not cover hostel or maintenance costs. It is a recognition payment for rank-holders, differentiated by stream:

• Science stream: Rs 3,000 per annum
• Commerce stream; Rs 2,000 per annum
• Arts stream; Rs 1,000 per annum

Who is eligible for the government college scholarship in Gujarat?

A student qualifies if all of these hold:

• The student is a resident of Gujarat.
• The student is studying in a government college in Gujarat.
• The student is pursuing higher education in the Arts, Commerce or Science stream.
• The student has passed the Higher Secondary Certificate (HSC) examination or its equivalent.
• The student has secured first, second or third position at university level in Arts, Commerce or Science.

Who cannot apply

• A student in a private, self-financed or grant-in-aid college is not eligible. The condition is government college, and it is not read loosely.
• A student who has not passed HSC, for example one who entered through a diploma or a lateral route — cannot apply under the published conditions.
• A student outside the Arts, Commerce and Science streams is not eligible. Engineering, medical, law, pharmacy and other professional programmes are not covered by this scheme and have their own separate scholarships.
• A student who has not placed in the top three at university level cannot apply. Good marks alone are not enough; the scheme turns on rank.
• A student who is not a resident of Gujarat cannot apply.
• A student who submits more than one application, from the same or from different institutions, is rejected on all of them.

No family income ceiling appears in the published conditions of this scheme. Students who need a means-tested scholarship should look instead at Gujarat's post-matric scholarships for Scheduled Castes, Scheduled Tribes and socially and educationally backward classes, or at the Mukhyamantri Yuva Swavalamban Yojana, each of which does apply an income test.

What documents are required?

Digital Gujarat's own instructions are blunt about scan quality: unreadable uploaded documents allow the competent authority to reject the application. Scan in daylight, at full page, and check that the rank certificate is legible before uploading.

How to apply for the scholarship on Digital Gujarat

1. Visit the Digital Gujarat portal at digitalgujarat.gov.in and click "Register" to open the registration form.
2. Enter your mobile number, email and a password and click "Save". After registration you can log in with the mobile number or email ID and the password you set.
3. Open "My Profile" and complete every mandatory field, then click "Update Profile" and confirm with the OTP sent to your registered mobile. An incomplete profile blocks the application form.
4. Go to Services, then Scholarship Services, and open the scholarship section that lists the state scholarship schemes.
5. Select the financial year you are applying for and click "Change Financial Year". Applications are filed year by year and the wrong year cannot be corrected later.
6. Select the scheme, read the instructions on the screen, and click "Continue to Service".
7. Fill the application form completely and upload all documents, the HSC marksheet, the university rank proof, the bonafide certificate, Aadhaar, the bank passbook page and your photograph.
8. Click "Save as Draft", review the entries, accept the terms and conditions, and click "Confirm & Final Submit". Keep the application number that is generated.
9. Route the application through your institution. Direct individual submission is not accepted for students studying inside Gujarat; the college verifies and forwards the application. Students studying outside the state submit the printed form to their native district officer.

How is the money paid and how do I check it?

Payment is made by Direct Benefit Transfer into the student's own bank account. The account must be in the student's name and seeded with Aadhaar; a parent's account or a joint account will not receive the credit.

Application status is tracked by logging back in to Digital Gujarat with the same credentials and opening the scholarship service for the financial year in which the application was filed. The status reflects the stage the case has reached, submitted, verified by the institute, sanctioned, or paid.

Why do applications get rejected?

• More than one application submitted. Digital Gujarat rejects every application by a student who files more than one, from a single institute or from several.
• Wrong or misleading information, which the department treats as grounds for outright rejection rather than correction.
• Unreadable scanned documents, especially rank certificates and marksheets.
• Photograph not uploaded, which is compulsory for all applicants.
• Sections left incomplete. An application counts as complete only when every section is filled.
• Wrong financial year selected at the start of the application.
• Institution changed after submission, for which the portal has no provision at all.
• Bank account not in the student's name or not Aadhaar-seeded, so the DBT credit fails after sanction.
• Application not forwarded by the college, which is a common silent failure for students who submit online and then do not follow up with the office.

• The college scholarship clerk or principal's office is the first point of contact, because for students inside Gujarat the application is verified and forwarded by the institution.
