What is Modular Employable Skills (SDIS) in Himachal Pradesh?

Modular Employable Skills, delivered under the Skill Development Initiative Scheme and commonly written as SDIS, is a short-course vocational training format offered in Himachal Pradesh through the Department of Labour and Employment. The idea behind it is straightforward. A full Industrial Training Institute trade takes one or two years and requires a minimum school qualification. A large number of people who most need a marketable skill, someone who left school after Class 8, a mason or a helper already working for daily wages: cannot give up a year of earnings and may not clear the entry bar at all.

Modular Employable Skills breaks a trade into small independently certified modules. A candidate takes one module, is assessed on it, and receives a certificate for that module. Modules can then be stacked over time. The person does not have to succeed or fail at a single long course, and can return to training between work seasons.

The Himachal Pradesh Department of Labour and Employment, which has existed as a separate department since 1972 and works through a Labour wing and an Employment wing, is the state department associated with the scheme. Training itself is delivered at Industrial Training Institutes and at registered vocational training providers rather than by the department directly.

Who the format is designed for

  • Early school dropouts who cannot meet ITI entry qualifications.
  • Workers already in the unorganised sector; construction, small workshops, hospitality, retail β€” who want a recognised certificate for work they already do.
  • Unemployed youth who want a short, low-commitment entry into a trade.

Who can take Modular Employable Skills training?

You can be considered if:

  • You are a resident of Himachal Pradesh and can produce a bonafide Himachali certificate.
  • You are in the target group, an early school dropout, an unorganised sector worker, or an unemployed young person looking for a first skill.
  • You meet the minimum age and entry requirement of the specific module you want. Entry requirements vary module by module; some ask only for basic literacy, others assume Class 8 or Class 10.
  • A registered training provider in your district is actually running that module in the current cycle.

You are not eligible if:

  • You are not a resident of Himachal Pradesh. The state's training slots are for Himachali candidates.
  • You are below the minimum age set for the module.
  • You are looking for a cash allowance rather than training. Modular Employable Skills is a training and certification programme. Readers wanting a monthly payment are looking for the state's Skill Development Allowance Scheme, which is a separate scheme of the same department.
  • The module you want is not on offer in your district that cycle. No amount of eligibility helps if the course is not running, and this is the single most common practical obstacle.

How to apply for Modular Employable Skills training

  1. Find out which modules are running near you. Visit the Industrial Training Institute or a registered vocational training provider in your district and ask for the current list of short modular courses. This list is not published state-wide in a single place, so the visit is unavoidable.
  2. Collect your documents: bonafide Himachali certificate, Aadhaar card, proof of age, your last school certificate or marksheet if you have one, and passport size photographs.
  3. Fill the enrolment form at the training centre for the module you have chosen, and confirm in writing the course duration, the assessment date and any fee payable.
  4. Attend the full module. Attendance records matter, because assessment eligibility usually depends on them.
  5. Sit the assessment conducted for that module and collect the certificate issued on passing.
  6. Register on the Himachal Pradesh employment exchange at eemis.hp.gov.in and add the new certificate to your record, so the qualification is visible when employers notify vacancies through the exchange.

How does employment exchange registration help after training?

Registration on the state's Employment Exchange Management Information System at eemis.hp.gov.in is open to job seekers above 14 years of age who are bonafide residents of Himachal Pradesh. Registration is free and is processed within 30 days under the Public Service Guarantee Act, and a registration card, referred to as the X-10 card, can be downloaded from the portal.

Two details catch people out. First, registration must be renewed every three years, and the portal allows a two-month grace period around the renewal date. Let that lapse and your seniority in the register can be affected. Second, your qualification record has to be updated after you complete a course: training certificates do not attach themselves to your exchange record automatically.

What documents are required?

Document Mandatory Notes
Bonafide Himachali certificate Yes From the Tehsildar or through the HimSeva portal
Aadhaar card Yes Identity at enrolment and at assessment
Proof of age Yes Birth certificate, matriculation or school leaving certificate
Last school certificate or marksheet No Shows the last class studied
Passport size photographs Yes For the enrolment and assessment record
Employment exchange registration card No Useful for placement calls after certification

Why enrolment applications fail, and what to do about it

  • The module is not being run in your district in that cycle. Ask the centre when the next batch is scheduled rather than assuming the course is closed permanently.
  • Entry qualification not met for the specific module. Modules differ, so ask for a module whose entry bar you do clear instead of abandoning the idea.
  • Bonafide certificate missing or expired. Apply for a fresh one through the HimSeva portal at himseva.hp.gov.in, which issues the Bonafide Himachali Certificate among its citizen services.
  • Batch already full. Short modular batches have fixed seats and fill quickly where a trade is in demand locally. Put your name down early for the next one.
  • Attendance shortfall, which blocks assessment even after the fee is paid.

Is Modular Employable Skills still active?

Treat this as the first question to ask, not the last. SDIS is a legacy skilling framework, and short-course vocational training in India has substantially moved to newer national and state programmes since it was introduced. What is offered under the label in any given district and year varies. Before you plan around Modular Employable Skills, ring the Department of Labour and Employment or ask at your district ITI which short courses are actually being run and under which programme they are funded. This guide deliberately does not state course fees, stipends or a course catalogue, because none of those are currently published on the department's own portals.

Frequently asked questions

What is Modular Employable Skills (SDIS)?

Modular Employable Skills is a short-duration vocational training format in which a trade is broken into small modules that can each be completed and certified separately. The Skill Development Initiative Scheme (SDIS) is the framework under which those modules are delivered and assessed, and Himachal Pradesh offers it through the Department of Labour and Employment.

Who is Modular Employable Skills meant for?

Early school dropouts and workers already in the unorganised sector are the primary target group. The format exists precisely because a person who left school after Class 8 or Class 10, or who is already earning daily wages, cannot commit to a 1-year or 2-year ITI course.

Is there any cash allowance under SDIS?

No cash allowance is published for Modular Employable Skills itself. The benefit is the subsidised training and the certificate. Himachal Pradesh's separate Skill Development Allowance Scheme is the scheme that pays a monthly allowance to trainees, and the two are often confused.

Is Modular Employable Skills still running?

Confirm the current status with the Department of Labour and Employment before you plan around it. SDIS is a legacy skills framework and much short-course training in India has since moved to newer national and state skilling programmes, so the courses actually on offer in your district change from year to year.

Where do I enrol for a modular course?

Enrol at a registered vocational training provider or an Industrial Training Institute in your district. Enrolment is done at the centre in person, not through a state-wide online form.

Do I get a certificate at the end?

Yes. The point of the modular format is that each completed module is assessed and certified independently, so a candidate can build up a qualification module by module instead of passing or failing one long course.

Does the training guarantee a job?

No. Training and certification do not carry a placement guarantee. Register on the Himachal Pradesh employment exchange portal at eemis.hp.gov.in after certification so that your qualification is on record when employers notify vacancies through the exchange.
