Free Electricity Scheme for AAY Families, Jammu and Kashmir
Jammu and Kashmir state government scheme
The Free Electricity Scheme for AAY Families in Jammu and Kashmir promises 200 free electricity units every month to households holding an Antyodaya Anna Yojana ration card. Announced in the 7 March 2025 budget and cleared by the cabinet on 28 March 2025, it was described by the Power Development Department in February 2026 as being at final approval stage.
What is the Free Electricity Scheme for AAY Families in Jammu and Kashmir?
The Free Electricity Scheme for AAY Families is a Jammu and Kashmir government welfare measure that promises 200 units of free electricity every month to each household holding an Antyodaya Anna Yojana ration card. Chief Minister Omar Abdullah announced it in the Jammu and Kashmir budget speech on 7 March 2025, and the cabinet approved it, along with a package of other welfare decisions, on 28 March 2025.
The Power Development Department of Jammu and Kashmir is the implementing department. Actual billing and metering are handled by the two distribution companies that serve the Union Territory; Kashmir Power Distribution Corporation Limited on the Kashmir side and Jammu Power Distribution Corporation Limited on the Jammu side.
Antyodaya Anna Yojana is the poorest category recognised under the National Food Security Act, 2013. AAY households are identified by the Department of Food, Civil Supplies and Consumer Affairs and issued a distinct ration card, and it is this existing card that the electricity scheme uses as its eligibility test. No new survey or new "free electricity card" was announced.
Where the scheme stands today. This is the most important thing for a reader to know before making plans around it. On 5 February 2026 the Jammu and Kashmir government told the Legislative Assembly that "the project approval for providing 200 free electricity units to AAY families is at its final stage". In plain terms: the budget promise was made, the cabinet cleared it, and the Power Development Department was still completing the formal approval and implementation order almost a year later. AAY households should therefore treat 200 free units as an announced and cabinet-approved entitlement that is being rolled out, not as a benefit that is guaranteed to already appear on this month's bill.
Who is eligible for the free electricity scheme in Jammu and Kashmir?
You can get the benefit if:
- Your household holds an Antyodaya Anna Yojana (AAY) ration card issued in Jammu and Kashmir. The announcement covered "all AAY families in J&K".
- You have a domestic electricity connection in the name of a member of the household, so that the free units can be applied against a bill.
- Your household is resident in Jammu and Kashmir, which the AAY card already establishes.
You are not eligible if:
- You hold a Priority Household (PHH) ration card. PHH is a larger and less poor category than AAY under the National Food Security Act, and the 200-unit announcement was specific to AAY.
- You hold a non-priority or above-poverty-line ration card, or no ration card at all.
- Your household has no electricity connection, or has only an unmetered or unauthorised supply. A free-unit credit can only be applied against a recognised consumer account.
- The connection is a commercial, industrial or agricultural one rather than a domestic connection. The measure was announced as household relief.
Households that believe they should hold an AAY card but do not should take that up with the Food, Civil Supplies and Consumer Affairs Department first. Getting the ration card category corrected is the route to this benefit; there is no separate appeal to the Power Development Department on eligibility grounds.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| AAY ration card | Yes | The qualifying document; PHH and non-priority cards do not qualify |
| Electricity consumer/account number | Yes | The free units are credited against a live domestic connection |
| Aadhaar card | Yes | Used to match the ration card holder with the electricity consumer record |
| Domicile certificate | No | Not separately announced; the AAY card already establishes residence |
How to apply for free electricity for AAY families in Jammu and Kashmir
No separate application form has been notified. The government's stated approach is to identify beneficiaries from existing records. The practical steps for an AAY household are therefore about making sure those two records match.
- Check that your ration card is an AAY card, not a Priority Household card. The category is printed on the card and is also visible at your Fair Price Shop and Tehsil Supply Office. Only AAY households were covered by the announcement.
- Check that your household has a live domestic electricity connection and note the consumer number or account number printed at the top of your bill. If the connection is in the name of a deceased or absent relative, get it transferred to a current household member at the sub-division office.
- Visit your electricity sub-division office (KPDCL in Kashmir, JPDCL in Jammu) with the AAY ration card, Aadhaar card and a recent bill, and ask them to record your AAY status against the consumer number.
- Ask your Tehsil Supply Office to confirm that your household appears in the AAY list being shared with the Power Development Department, since the scheme runs off that list.
- Watch your monthly bill once the department issues its implementation order. A free-unit credit or a reduced billed-unit figure should appear on the bill itself rather than as a cash transfer.
If the Power Development Department later notifies a formal application route or an online form, it will be published through the department and the distribution companies. Do not pay any agent who offers to "get your name added". The government identifies beneficiaries from its own databases.
How much is the benefit worth?
The benefit is 200 units of electricity per month, delivered as free units rather than as money in a bank account. The value depends on the applicable domestic tariff slab in Jammu and Kashmir, so it is not a fixed rupee figure and the government has not published one. For a household that consumes close to 200 units a month, the effect is close to a nil bill; for a household consuming more, the first 200 units are free and the balance is billed normally.
Because the benefit is delivered through billing, it does not require an Aadhaar-seeded bank account in the way a Direct Benefit Transfer scheme does.
What else did the same budget give AAY families?
The 7 March 2025 budget bundled several measures for the same group, and it is worth knowing all of them because they share the same qualifying document:
- 10 kg of free ration per month for AAY beneficiaries from 1 April 2025.
- Marriage assistance raised from Rs 50,000 to Rs 75,000 for girls of AAY category families.
- Free travel for all women on government-operated transport, including the e-buses running in Srinagar and Jammu, from 1 April 2025, with 200 more e-buses announced for the two cities during the year.
The same cabinet meeting also revised social security pensions for more than 10 lakh beneficiaries; Rs 1,250 a month below 60 years of age, Rs 1,500 between 60 and 80, and Rs 2,000 above 80 — covering elderly people, widows, divorced women and specially-abled persons.
Why an AAY household may not see the benefit
- The implementing order has not reached your division yet. As of February 2026 the approval was still described as being at its final stage.
- Your ration card is PHH, not AAY. This is the most common misreading of the announcement.
- The electricity connection is not in a household member's name, so the AAY record cannot be matched to a consumer account.
- The household has arrears, which are a separate matter. Jammu and Kashmir ran an Electricity Amnesty Scheme under Government Order No. 114-JKPDD, opened in August 2025, waiving interest and surcharge on dues outstanding up to 31 March 2025 and remaining in effect until 31 March 2026. Clearing old dues under an amnesty is a different process from claiming free units.
- The connection is unmetered. Free-unit accounting needs a meter reading.
Where to raise a complaint
Take a query about free units to your electricity sub-division office first: KPDCL for Kashmir division, JPDCL for Jammu division, because the bill is generated there. Take a query about your ration card category to the Tehsil Supply Officer or the Assistant Director, Food, Civil Supplies and Consumer Affairs for your district, since AAY status is decided there and not by the power department. A grievance that neither office resolves can be escalated to the Deputy Commissioner of your district, who chairs the district-level review of both departments.
No fee is payable to claim this benefit, and no official will ask for an OTP or a payment to add a household to the AAY free-electricity list.

Frequently asked questions
How many free electricity units do AAY families get in Jammu and Kashmir?
AAY families were promised 200 free electricity units per month. Chief Minister Omar Abdullah announced the measure in the Jammu and Kashmir budget speech on 7 March 2025, and the cabinet approved it on 28 March 2025 as one of a package of welfare decisions.
Has the 200 free units scheme actually started in Jammu and Kashmir?
Not fully. The Power Development Department told the Jammu and Kashmir Assembly on 5 February 2026 that "the project approval for providing 200 free electricity units to AAY families is at its final stage", which means the announcement had been made and cleared by the cabinet but the operating order had not yet reached every consumer.
Who is eligible for the free electricity scheme in Jammu and Kashmir?
Only households holding an Antyodaya Anna Yojana ration card are eligible. The announcement covered "all AAY families in J&K" and did not extend the benefit to Priority Household or non-priority ration card holders.
Do I have to apply for the 200 free units?
No separate application form has been announced. The Power Development Department is identifying beneficiaries by matching the Food, Civil Supplies and Consumer Affairs Department's AAY ration card database against existing domestic electricity consumer records.
What happens if my monthly consumption is more than 200 units?
Consumption above the free limit is expected to be billed at normal tariff. The announcement was for 200 free units per month, not for a fully free connection, so a household using 260 units would pay for the units above the free block. The exact billing method will be set out in the department's implementing order.
Which department runs the free electricity scheme for AAY families?
The Power Development Department of Jammu and Kashmir runs it, working with the two distribution companies — Kashmir Power Distribution Corporation Limited and Jammu Power Distribution Corporation Limited — which issue the bills and hold the consumer records.
Is this the same as PM Surya Ghar Muft Bijli Yojana?
No, but the two are linked in the government's plan. Akashvani's report of the 28 March 2025 cabinet decision recorded the 200 free units for AAY households alongside the central PM Surya Ghar Muft Bijli Yojana rooftop solar programme, under which Jammu and Kashmir has been pushing rooftop solar installations for domestic consumers.
What other benefits did AAY families in Jammu and Kashmir get in the same announcement?
AAY families were also promised 10 kg of free ration per month from 1 April 2025, and marriage assistance for girls of AAY families was raised from Rs 50,000 to Rs 75,000. The same budget extended free travel on government transport to all women in Jammu and Kashmir.
