What is the J&K Transport Subsidy Scheme?

The J&K Transport Subsidy Scheme is a scheme of the Transport Department, Government of Jammu and Kashmir, that pays a transporter to take a 15-year-old public service vehicle off the road and put a new, cleaner one in its place.

The Government of Jammu and Kashmir accorded sanction to the scheme with a provision of Rs 25 crore in the 2019-20 budget, and the Commissioner Secretary, Transport Department issued the operating order for payment of subsidy for replacement of the old fleet of buses. The scheme was formally publicised again in December 2024, when the Transport Commissioner urged eligible owners to apply, noting that the benefit was available for that financial year.

The stated objective is to provide impetus to public transport by subsidising the introduction of new eco-friendly, fuel-efficient buses compliant with BS-IV and above norms, and to ensure optimum use of available road space by carrying the maximum number of people per unit of road space, thereby reducing congestion, traffic jams and pollution.

How much is the subsidy?

  • Rs 5 lakh for replacement of a bus aged 15 years and above.
  • Rs 5 lakh or 16 per cent of the vehicle cost, whichever is lower, for operators of minibuses and matadors.

Because the ceiling is the lower of the two, a minibus costing Rs 20 lakh attracts 16 per cent, that is Rs 3.20 lakh, not the full Rs 5 lakh. Only a vehicle costing about Rs 31.25 lakh or more reaches the Rs 5 lakh cap.

The subsidy is not handed over in cash. The subsidy component is transferred to the bank on capital investment for subsequent payment to the Original Equipment Manufacturer. J&K Bank and other approved banks provide the loan and pay the subsidy along with the vehicle amount to the OEM, so the practical effect is a smaller loan and a smaller EMI, not a credit in your account.

Who is eligible for the J&K Transport Subsidy Scheme?

You can apply if:

  • You own a bus, minibus or matador aged 15 years or more, whose age is certified by the state pollution board.
  • You are willing to condemn and scrap the vehicle through a registered dealer and complete its deregistration.
  • You will buy a new eco-friendly, fuel-efficient vehicle compliant with BS-IV and above norms.
  • You hold a valid permit and will operate the new vehicle on a government-identified route for at least five years.
  • You maintain valid insurance and have cleared token tax, passenger tax, fitness fees and permit charges.
  • You need a loan to raise the capital. The scheme's operating order directs that subsidy be provided only to those who need a loan to raise capital, which follows from the fact that the money is routed through the lending bank.

You cannot apply if:

  • Your vehicle is younger than 15 years.
  • You want to sell rather than scrap the old vehicle. Scrapping and deregistration are preconditions, not options.
  • You have pending government dues, token tax, passenger tax, fitness fee or permit charges. These must be cleared first.
  • You are buying a vehicle that does not meet BS-IV or better emission norms.
  • You are unwilling to commit the new vehicle to a notified route for five years, since RTOs file six-monthly compliance reports.
  • You are a private car or goods vehicle owner. The scheme covers public transport passenger vehicles, and RTO Kashmir clarified when the scheme was publicised that it applied to buses, with a decision on other vehicle categories to be taken later.

How to apply for the J&K Transport Subsidy Scheme

  1. Watch for the open advertisement. The Transport Department issues an open advertisement soliciting applications from eligible operators. That advertisement, not a standing portal, is the entry point.
  2. Get the vehicle age certified by the state pollution board, and clear every pending government due; token tax, passenger tax, fitness fee and permit charges — before you file.
  3. Apply to the Regional Transport Officer of your division. RTO Kashmir has publicly confirmed that transporters should visit the RTO office, complete the formalities and have their case forwarded to the regional office for the subsidy.
  4. Condemn and scrap the old vehicle through a registered dealer, then complete deregistration. Keep the scrapping certificate.
  5. Execute the loan agreement with J&K Bank or another approved bank. From the date of executing the loan agreement you have three months to purchase the new vehicle.
  6. Buy the BS-IV or better vehicle. The bank pays the OEM, with the subsidy component added to the capital investment payment.
  7. Put the vehicle on the notified route and run it there for five years, keeping the permit, insurance and fitness current.

Monitoring and compliance

A committee chaired by the Principal Secretary, Transport, with the Transport Commissioner and the Regional Transport Officers of both divisions, oversees the scheme. Regional Transport Officers file compliance reports every six months confirming that subsidised vehicles are running on the routes for which the subsidy was given. The DBT unit of NIC was directed to register the J&K Transport Subsidy Scheme on the DBT portal.

Failure to keep the vehicle on the notified route for the full five years, or allowing permit, insurance or fitness to lapse, exposes the operator to recovery of the subsidy.

Common reasons an application fails

  • Vehicle short of 15 years on the date of application.
  • Old vehicle sold instead of scrapped, or scrapped through an unregistered dealer.
  • Deregistration not completed before the subsidy claim.
  • Outstanding token tax, passenger tax, fitness or permit dues.
  • New vehicle purchased more than three months after the loan agreement.
  • Vehicle not BS-IV compliant or above.
  • Applying outside an open window. The subsidy is funded by an annual budget provision, so a technically eligible operator can still be told the head is closed.

Where to ask

  • Regional Transport Officer, Kashmir and Regional Transport Officer, Jammu. The offices that receive and forward applications
  • Transport Commissioner, Jammu and Kashmir, for scheme status and the current window
  • Transport Department portal: jktransport.nic.in, where government orders relating to the scheme are published
  • Your financing bank, since the subsidy is paid through the bank to the OEM

No verified dedicated helpline number has been published for this scheme, so this guide does not list one. Contact your Regional Transport Office directly rather than relying on numbers circulated on social media, and never pay an agent to "arrange" a subsidy that is credited to a bank, not to a person.

Frequently asked questions

How much subsidy does the J&K Transport Subsidy Scheme give?

The scheme gives Rs 5 lakh for replacing a bus aged 15 years or more. Operators of minibuses and matadors can avail Rs 5 lakh or 16 per cent of the vehicle cost, whichever is lower.

Which vehicles qualify for the J&K bus replacement subsidy?

Buses, minibuses and matadors aged 15 years or more qualify, and the replacement vehicle must be a new eco-friendly, fuel-efficient vehicle compliant with BS-IV and above norms.

Do I have to scrap the old bus to get the subsidy?

Yes. The operator must condemn the vehicle and get it scrapped, and the subsidy is accessed only after deregistration. Proof of scrapping from a registered dealer has to be submitted.

Where does the subsidy money go?

To the bank, not to the operator. The subsidy component is transferred to the bank on capital investment for subsequent payment to the Original Equipment Manufacturer, so it reduces the amount you finance rather than arriving as cash.

How long must the new bus run on the notified route?

Five years. Operators must run the new vehicle on government-identified routes for a minimum of five years, and Regional Transport Officers file compliance reports every six months.

How soon must I buy the new vehicle after approval?

Within three months. Beneficiaries get three months to purchase the vehicle after the loan agreement is executed.

Who cannot apply for the J&K Transport Subsidy Scheme?

An operator whose vehicle is less than 15 years old is not eligible, nor is one who has not scrapped and deregistered the old vehicle. Operators with unpaid token tax, passenger tax, fitness fees or permit charges cannot apply until the dues are cleared, and the scheme design directs the subsidy only to those who need a loan to raise capital.

Is the scheme still open?

The Transport Commissioner said in December 2024 that benefits were available only for that financial year and urged eligible owners to apply immediately. Check the current status with the Regional Transport Officer of your division before you scrap a vehicle, since the window is renewed by budget provision rather than being permanently open.
