What is the Karnataka Subsidy Scheme for Self Help Groups of Minorities?

Karnataka Subsidy Scheme for Self Help Groups of Minorities is a group-level grant run by the Karnataka Minorities Development Corporation Limited (KMDCL) under the state's Minority Welfare, Haj and Waqf Department. Unlike the corporation's individual loan products, this scheme funds a self help group as a single unit. The money supports a joint income-generating activity that the group runs together, and the subsidy lands in the group's own bank account.

The logic behind the scheme is straightforward. A woman from a low-income minority household often cannot raise enough capital alone to start anything beyond the smallest trade, and cannot offer the security a bank wants. Ten to twenty such women, already meeting monthly and lending to each other, can run a tailoring unit, a food processing unit, a dairy or a retail venture at a scale no individual member could reach. KMDCL's subsidy meets half of that unit cost.

Key features

  • The beneficiary is the group, not the individual member.
  • The subsidy is a grant. The group does not repay it.
  • The group must already exist and function before it applies; this is not a scheme for forming new groups.
  • The application is filed once, on behalf of the whole group, on the KMDCL online portal.

How much subsidy does the scheme give?

According to the scheme details published against KMDCL, the group receives a maximum of Rs 2,00,000 or 50 per cent of the unit cost, whichever is lower.

Both halves of that sentence matter. If the group's project report shows a unit cost of Rs 3,00,000, the 50 per cent rule gives Rs 1,50,000, which is below the ceiling, so the group receives Rs 1,50,000. If the unit cost is Rs 6,00,000, 50 per cent would be Rs 3,00,000, but the Rs 2,00,000 ceiling applies instead. There is no advantage in inflating a project report beyond Rs 4,00,000 of unit cost. The subsidy stops rising at that point, and an inflated cost only makes the group's own contribution larger.

The balance of the unit cost is the group's responsibility, met from its own corpus, from members' contributions, or from separate bank credit the group arranges under its normal SHG-bank linkage.

Who is eligible for the minority SHG subsidy scheme?

A group can apply if:

  • It is a registered self help group, registered with the Deputy Registrar.
  • It has been in existence for at least 6 months.
  • It has between 10 and 20 women members.
  • All members belong to a recognised minority community; Muslim, Christian, Jain, Sikh, Buddhist or Parsi.
  • All members are domiciled residents of Karnataka.
  • Members are aged between 18 and 55 years.
  • The annual family income of a member does not exceed Rs 6,00,000.
  • Only one member per family is in the group for this purpose.
  • The group meets regularly every month and keeps minutes.

A group is not eligible if:

  • It is unregistered or newly formed and less than 6 months old.
  • It has fewer than 10 or more than 20 members.
  • Any member or a member's family is employed in a government position.
  • Any member's family has taken a KMDCL loan or subsidy in the last 5 years, with the Arivu education loan and the foreign education loan treated as exceptions.
  • Two members belong to the same family.
  • The group's income limit is exceeded by a member's household.

Selection among eligible groups is not automatic. Groups with a good internal loan repayment record and regular monthly meetings are prioritised, because the corporation reads those as evidence the group will actually run the activity it has proposed.

What documents does the group need?

Document Mandatory Notes
SHG registration record Yes Deputy Registrar registration, group at least 6 months old
Minority certificate for each member Yes Nadakacheri certificate for every member
Income certificate Yes Current year, ceiling Rs 6,00,000
Aadhaar card of each member Yes Identity verification
Group bank passbook Yes The SHG's own account receives the subsidy
Project report Yes Activity, unit cost, equipment, expected income
Copy of meeting minutes Yes Evidence of regular meetings and the resolution to apply
Group photograph Yes Members together
Two passport photos per member Yes Recent
Self-declaration Yes No KMDCL benefit in the last 5 years

The project report is the document that decides most applications. A usable report names the activity precisely, itemises the machinery or stock with quotations, states where the unit will operate, and shows a plausible monthly income against the cost. A one-page description of an intention is not a project report and is a common cause of files being returned.

How to apply for the minority SHG subsidy online

  1. Pass a resolution in a group meeting to apply, record it in the minutes, and nominate one member to file and follow up the application.
  2. Collect each member's minority certificate, income certificate and Aadhaar from Nadakacheri or a Grama One / Karnataka One counter before starting.
  3. Prepare the project report with quotations for the equipment or stock.
  4. Open kmdconline.karnataka.gov.in/Portal/home and choose the online application option.
  5. Enter the nominated member's mobile number and verify the OTP.
  6. Enter the Aadhaar number and complete Aadhaar authentication.
  7. Select the Self Help Group subsidy scheme for minorities from the scheme list.
  8. Enter the group details — registration number, date of formation, member list with each member's community, age and family income: then the group's bank account details.
  9. Upload the project report, minutes, certificates, group photograph and member photographs.
  10. Check the preview screen carefully, submit, and save the Application ID from the acknowledgement.

How to apply with assistance

  1. Visit the district KMDCL office with the group's file and ask the staff to assist with online filing. KMDCL runs the scheme through its district offices, so the district manager is the officer who verifies your group.
  2. Use a Grama One, Karnataka One or Common Service Centre if the group has no internet access or scanner.
  3. Bring all originals to the district office when the group is called for verification, certificates, the registration record and the passbook.

How do we check the application status?

Open kmdconline.karnataka.gov.in and use the application tracking option with the Application ID. The stages shown normally run from submitted, to district verification, to selection committee, to sanction or rejection.

Keep the login mobile number active. If the nominated member changes her number or leaves the group, the group loses the OTP route to its own application, and the only remedy is to approach the district KMDCL office in person with the Application ID and the group's minutes.

Why SHG applications get rejected

  • Group less than 6 months old or not registered with the Deputy Registrar.
  • Member count outside 10 to 20.
  • Two members from one family in the same group.
  • A member's family income above Rs 6,00,000, or an expired income certificate.
  • Weak or missing project report, with no quotations and no costing.
  • Irregular meetings, or minutes that do not show a resolution to apply.
  • Earlier KMDCL benefit taken by a member's family within 5 years.
  • Group account not operational, so the subsidy cannot be released.

Most of these are correctable before the next window. A group short of the six-month mark should simply wait, keep proper minutes, and build a repayment record in the meantime, that record is what improves its ranking when it does apply.

When to apply, and where to complain

KMDCL opens applications for its schemes in annual windows tied to the budget allocation for the year, and sanctions are limited by district-wise targets rather than being open-ended. Check kmdconline.karnataka.gov.in or the district KMDCL office for the current window before preparing the file.

Grievance route:

  • KMDCL helpdesk: 080-22860999
  • WhatsApp support: 8277799990, published on kmdc.karnataka.gov.in
  • District KMDCL manager, with the Application ID
  • IPGRS, the Karnataka government's Integrated Public Grievance Redressal System at ipgrs.karnataka.gov.in, for a formal, trackable complaint

Applying is free at every stage. A group should never pay a facilitator to "arrange" a sanction, and any such demand should be reported through IPGRS.

Frequently asked questions

How much subsidy does a minority self help group get in Karnataka?

A maximum of Rs 2,00,000 or 50 per cent of the unit cost, whichever is lower, is given as subsidy to the group. The subsidy goes to the SHG's own bank account, not to individual members, and funds a joint income activity described in the group's project report.

Who can apply under the SHG subsidy scheme for minorities?

Registered women's self help groups in Karnataka whose members belong to minority communities — Muslim, Christian, Jain, Sikh, Buddhist or Parsi — can apply. The group must have 10 to 20 women members aged 18 to 55, be registered with the Deputy Registrar, and be at least 6 months old.

Can two women from the same family join the same SHG for this scheme?

No. Only one member per family is permitted in the group for the purpose of this scheme. A second member from the same household makes the group's composition ineligible and the application is liable to be rejected at verification.

What is the income limit for the minority SHG subsidy scheme?

Annual family income of a member must not exceed Rs 6,00,000. The limit is checked against a current-year Nadakacheri income certificate for each member, not against a self-declaration.

How old must the self help group be to apply?

The SHG must be at least 6 months old and registered with the Deputy Registrar. Groups that meet monthly and have a clean record of internal lending and repayment are given preference in selection.

Is the subsidy repayable?

No. The subsidy portion is not repaid. It is a grant against the group's unit cost, and any balance beyond the subsidy has to be met by the group itself or through separate credit the group arranges.

How do we track the SHG application?

Use the tracking option on kmdconline.karnataka.gov.in with the Application ID shown when the form was submitted. One member should be made responsible for keeping that ID and the login mobile number.

Is there a fee to apply?

No. Applying on the KMDCL portal is free. No agent, facilitator or NGO is authorised to charge the group for filing the form or for arranging sanction, and any such demand can be reported on ipgrs.karnataka.gov.in.
