What is the Incentive to ST Candidates who Passed Civil Service Examination?

Incentive to ST Candidates who Passed Civil Service Examination is a cash incentive run by the Tribal Affairs Department of the Government of Madhya Pradesh for Scheduled Tribe candidates who clear a stage of the civil services examination. The scheme pays at three separate stages. The preliminary examination, the main examination, and the interview, for both the Union Public Service Commission examination and the Madhya Pradesh Public Service Commission state service examination.

The scheme appears on district portals as the Civil Service Incentive Scheme or, in Hindi, the "सिविल सेवा प्रोत्साहन योजना". Madhya Pradesh runs structurally identical versions through three welfare departments, Tribal Welfare for Scheduled Tribe candidates, Scheduled Caste Welfare for SC candidates, and Backward Classes and Minorities Welfare for backward class candidates. A candidate must claim through the department matching their own category.

According to district implementation pages of the department, the incentive amounts on the Scheduled Tribe track are:

Stage cleared UPSC civil services MPPSC state service
Preliminary examination Rs 40,000 Rs 20,000
Main examination Rs 60,000 Rs 30,000
After interview Rs 50,000 Rs 25,000

Different district pages of the department publish slightly different figures for the UPSC stages, so treat the table above as the widely published Scheduled Tribe rate and confirm the current sanctioned rates with your District Tribal Welfare Office before relying on a number.

The logic of the scheme is stage-wise support, not a prize. A candidate who clears the UPSC preliminary examination has roughly three months to prepare for the mains, usually has to travel to a city, buy test series and answer-writing programmes, and often has to stop earning. A payment at that moment is worth far more than the same amount paid after final selection, which is why Madhya Pradesh splits the incentive across three stages rather than paying once at the end.

Main features

  • Three separate payments at preliminary, main and interview stages.
  • Two examination tracks; UPSC and MPPSC: at different rates.
  • Repeat success is paid at half rate, and a third success at a stage attracts nothing.
  • Claimed through the MPTAAS portal or the District Tribal Welfare Office.
  • A one-year claim window from the declaration of the qualifying result.

Who is eligible for the civil services incentive?

A candidate is eligible if:

  • The candidate belongs to a Scheduled Tribe notified in Madhya Pradesh, with a caste certificate from the competent revenue authority.
  • The candidate is a permanent resident of Madhya Pradesh.
  • The candidate has cleared a stage; preliminary, main or interview, of the UPSC civil services examination or the MPPSC state service examination.
  • The candidate has a verified MPTAAS profile and a bank account in their own name, Aadhaar-seeded for direct transfer.
  • The claim is filed within one year of the declaration of the result for that stage.

Who cannot apply or is not eligible:

  • Candidates outside the Scheduled Tribe category. Scheduled Caste and backward class candidates claim under the parallel schemes run by their own departments, at their own published rates.
  • Candidates who are not permanent residents of Madhya Pradesh.
  • Candidates who appeared but did not clear a stage. Appearing in the examination attracts nothing; clearing it is the trigger.
  • Candidates claiming a third success at the same stage, which the scheme expressly does not pay for.
  • Candidates filing more than one year after the result for the stage claimed.
  • Candidates clearing examinations other than the UPSC civil services or MPPSC state service examination, such as staff selection or banking examinations, which are outside this scheme.

A candidate who has already drawn the incentive once for a stage and clears it again is not disqualified — the second claim is paid at 50 per cent of the amount.

What documents are required?

Document Mandatory Notes
Scheduled Tribe caste certificate Yes From the competent revenue authority of Madhya Pradesh
Result or scorecard for the stage cleared Yes UPSC or MPPSC result showing the stage cleared
Admit card Yes Roll number against which the result is verified
MP domicile certificate Yes Permanent residence in the state
Aadhaar card Yes MPTAAS profile verification and account seeding
Bank passbook in the candidate's name Yes Incentive is credited to the candidate directly
MPTAAS profile registration Yes The route through which tribal welfare benefits are claimed
Family income certificate No Where the district applies an income condition
Declaration of earlier claims No Where the same stage has been cleared before

How to apply for the civil services incentive

  1. Create or update your MPTAAS profile at tribal.mp.gov.in/mptaas. The profile carries your caste certificate details, Samagra ID and bank account, and it must be verified before any claim can be processed.
  2. Download the result or scorecard for the stage you have cleared, from the UPSC or MPPSC website, and keep the admit card for the same attempt.
  3. Open the civil services incentive scheme in the MPTAAS scheme list and start a fresh application, selecting the correct examination, UPSC or MPPSC, and the correct stage.
  4. Fill in the examination details, year, roll number, stage cleared, date of result, and declare whether you have claimed for the same stage before.
  5. Upload self-attested copies of the caste certificate, result, admit card, domicile certificate, Aadhaar card and bank passbook page, plus an income certificate if your district asks for one.
  6. Submit the application so that it reaches the departmental district officer, and note the application number generated by the portal.
  7. Alternatively, file on paper by collecting the prescribed form from the Assistant Commissioner or the District Tribal Welfare Office, attaching the same enclosures, and taking a dated acknowledgement.
  8. Claim within one year of the result. This is the condition that defeats more otherwise valid claims than any eligibility test, because candidates tend to wait for the final result before approaching the department.

How much is paid, and when

The incentive is paid stage by stage, so a candidate who clears the UPSC preliminary examination can claim immediately without waiting for the mains result. Published Scheduled Tribe rates are Rs 40,000, Rs 60,000 and Rs 50,000 for the three UPSC stages, and Rs 20,000, Rs 30,000 and Rs 25,000 for the three MPPSC stages, taking the full UPSC sequence to about Rs 1,50,000 across one successful cycle.

Payment is by direct benefit transfer into the candidate's own Aadhaar-seeded bank account after the district officer sanctions the claim. Because district implementation pages carry some variation in the UPSC figures, ask the district office for the sanctioned rate in writing rather than relying on any published table, including this one.

How to check the status of your claim

  1. Sign in to your MPTAAS profile at tribal.mp.gov.in/mptaas and open the application using the number the portal generated at submission.
  2. Check whether the status shows pending at district officer, sanctioned, or returned for correction, a returned application usually needs one document replaced, not a fresh claim.
  3. Follow up with the Assistant Commissioner or District Tribal Welfare Office, which holds the sanction file.
  4. If the claim shows sanctioned but no credit has arrived, confirm with your bank that the account is active and Aadhaar-seeded, since seeding is a separate step from uploading a passbook page.

Common reasons a claim is rejected

  • Filed more than one year after the result for the stage claimed.
  • MPTAAS profile unverified, so the claim cannot be attached to a validated identity.
  • Caste certificate not from a Madhya Pradesh authority, or in a different name spelling from Aadhaar.
  • Result document not showing the stage clearly, for example a screenshot instead of the official result notification.
  • Third claim for the same stage, which the scheme does not pay.
  • Wrong department, where a Scheduled Caste or backward class candidate files on the tribal track.
  • Bank account not in the candidate's own name, or dormant.

Help and grievance redressal

  • Assistant Commissioner / District Tribal Welfare Office in your district, the sanctioning authority and the right first contact for rates, forms and status.
  • MPTAAS portal, tribal.mp.gov.in/mptaas, for profile creation, application filing and status tracking.
  • Tribal Affairs Department, Government of Madhya Pradesh, at tribal.mp.gov.in, for departmental circulars and district contacts.
  • Madhya Pradesh CM Helpline: 181, for a grievance the district office has not settled.

No fee is payable for this incentive. MPTAAS registration is free, and no coaching institute, consultant or agent has any role in a departmental sanction.

Frequently asked questions

How much is the incentive for an ST candidate who clears the civil services examination?

Published district figures for the UPSC route are Rs 40,000 on clearing the preliminary examination, Rs 60,000 on clearing the main examination and Rs 50,000 after the interview, and for the MPPSC state service route Rs 20,000, Rs 30,000 and Rs 25,000 at the same three stages. District listings differ in places, so confirm the current rates with your District Tribal Welfare Office.

Who is eligible for the incentive?

Scheduled Tribe candidates who are permanent residents of Madhya Pradesh and have cleared a stage of the UPSC civil services examination or the MPPSC state service examination are eligible. The Tribal Affairs Department administers the incentive through district offices and the MPTAAS portal.

Can I claim the incentive more than once?

A first success at a stage attracts the full incentive, a second success at the same stage attracts 50 per cent of the amount, and a third success attracts nothing. The rule is designed to reward genuine progress rather than repeated attempts at the same stage.

How long do I have to claim?

District implementation pages state that an application submitted more than one year after the declaration of the qualifying examination result is not considered. File as soon as the result for the stage is out rather than waiting for the final selection.

Where do I apply?

Apply through the MPTAAS portal at tribal.mp.gov.in/mptaas, where the application goes to the departmental district officer. The District Tribal Welfare Office also holds the prescribed form and is the right place for any question about status.

Who cannot claim this incentive?

Candidates outside the Scheduled Tribe category, candidates who are not permanent residents of Madhya Pradesh, candidates who appeared but did not clear a stage, and candidates claiming more than a year after the result are not eligible. Scheduled Caste and backward class candidates apply under the parallel schemes of their own departments.

Do I have to be finally selected as an IAS or IPS officer to get anything?

No. The incentive is stage-wise, so clearing only the preliminary examination already attracts a payment. That is the point of the design — it supports the cost of preparing for the next stage rather than rewarding the final result alone.

Is there any fee to claim the incentive?

No fee is payable to the department. MPTAAS registration is free, and no coaching institute or agent has any role in a departmental sanction.
