What is the Madhya Pradesh soybean price deficiency scheme?

The Madhya Pradesh soybean price deficiency scheme is the state's Bhavantar Bhugtan Yojana applied to soybean. Bhavantar, launched on 16 October 2017, compensates farmers whenever the price of a notified agricultural product falls below the announced Minimum Support Price, by paying the difference in cash rather than buying the crop.

Soybean matters here more than any other crop. Madhya Pradesh is India's largest soybean-producing state, and soybean is the dominant Kharif oilseed across the Malwa and Nimar belts. When international edible-oil prices soften and the mandi rate for soybean slips below MSP at harvest, the loss falls on a very large number of growers at once. Bhavantar was designed exactly for that situation: it began with eight crops in 2017, primarily oilseeds and pulses, and expanded in its second year to thirteen Kharif crops.

How the soybean difference payment works

Bhavantar does not interfere with the sale itself. The grower takes the soybean to a notified mandi and sells it to a private trader at whatever the market is paying. The state then computes the shortfall against MSP and credits it separately.

The computation uses the gap between the soybean MSP and the higher of the farmer's actual sale price or the notified model price for the relevant period. The model price is an average of prevailing rates across reference markets. It exists as an anti-collusion safeguard, without it, a trader could record an artificially low rate on the slip so that the state pays a larger difference, with the two parties splitting the gain.

Two caps bound the claim. The eligible quantity comes from the sown area in the registered land record multiplied by the notified per-hectare productivity for soybean. The sale window is the period notified for the season; a sale before or after it does not qualify even at a notified mandi.

Who is eligible for soybean Bhavantar in Madhya Pradesh?

You can claim if:

  • You cultivate soybean on land in Madhya Pradesh and the girdawari records soybean as the crop sown that season.
  • Soybean is notified under Bhavantar for that Kharif season.
  • You registered before the notified cut-off date with Aadhaar, land record and bank account details.
  • You sold the soybean at a notified mandi within the notified sale window and hold the mandi sale slip.
  • Your bank account is Aadhaar-seeded, since payment is by Direct Benefit Transfer.

You cannot claim, or are not eligible, if:

  • You did not register before the cut-off. This is the most common reason growers lose the benefit.
  • Soybean is not notified under Bhavantar for that season, in some years the state uses MSP procurement for soybean instead.
  • You sold at the farm gate, to a village trader, or outside Madhya Pradesh.
  • You sold outside the notified sale window.
  • Your girdawari shows a different crop, so the soybean claim has no basis in the revenue record.
  • You are a trader buying soybean and routing it through a farmer registration. That is treated as fraud and the amount is recovered.
  • The quantity you claim on exceeds your eligible quantity.

How to apply for the soybean Bhavantar payment

  1. Check the season notification on mpkrishi.mp.gov.in, at the district agriculture office or at your mandi, to confirm soybean is covered this Kharif and to note the registration window, the notified mandis and the sale window.
  2. Confirm your girdawari shows soybean on the khasra you will claim against. If it is wrong or missing, get it corrected by the patwari before registration closes. It cannot be fixed after the sale.
  3. Register within the window, online or at a designated registration centre, with your Aadhaar number, mobile number, khasra or B-1 record showing the sown area, and your Aadhaar-seeded bank account. Save the registration number.
  4. Check the eligible quantity printed on the registration acknowledgement and raise any dispute immediately.
  5. Sell only at a notified mandi, inside the sale window, quoting your registration number at the counter.
  6. Collect and keep the mandi sale slip showing the date, quantity and rate.
  7. Track the credit to your bank account after the model price for the period is notified and the difference is computed.

How to register offline

Growers without internet access register at the designated centres notified for the season, usually the primary agricultural cooperative society, the mandi office or a common service centre. Carry the Aadhaar card, the khasra or B-1 land record, the bank passbook and a mobile phone. Verify that the sown area and the bank account number are read back correctly, and collect the printed acknowledgement with the registration number. Registration is free everywhere.

Why soybean Bhavantar claims fail

  • Registered late or not at all, no retrospective entry is allowed.
  • Girdawari does not show soybean, so the crop cannot be verified against the land.
  • Sale outside a notified mandi, which leaves no verifiable price record.
  • Sale slip lost β€” ask the mandi office for a duplicate at once.
  • Bank account not Aadhaar-seeded, so the DBT credit fails.
  • Payment smaller than expected, because the model price was higher than the actual sale price and the calculation used the model price. That is the rule operating correctly.

Bhavantar or procurement, which route applies to soybean?

Madhya Pradesh has used both instruments for soybean in different years. Under procurement, a government agency buys the soybean and pays MSP, and the sale happens through the e-Uparjan system at mpeuparjan.nic.in. Under Bhavantar, the trader buys it and the state pays only the shortfall in cash, so the state handles no grain and no storage.

The two routes have different registration systems and different cut-off dates, and a farmer registered in one is not automatically covered by the other. Before each Kharif harvest, confirm which route the state has notified for soybean that year, and register in that system inside its own window. Acting on last season's arrangement is the most expensive mistake a soybean grower can make.

Frequently asked questions

What is the soybean Bhavantar scheme in Madhya Pradesh?

The soybean Bhavantar scheme is the application of Madhya Pradesh's Bhavantar Bhugtan Yojana to soybean, paying a registered grower the difference between the soybean Minimum Support Price and the price actually realised in a notified mandi. The parent scheme was launched on 16 October 2017.

Does soybean Bhavantar run every year?

No. Madhya Pradesh notifies Bhavantar crop by crop and season by season, so soybean is covered only in Kharif seasons for which the state issues a notification. Check mpkrishi.mp.gov.in before the harvest rather than assuming last year's cover continues.

How is the soybean difference payment calculated?

The payment is the gap between the soybean MSP and the higher of the farmer's actual sale price or the notified model price for the period. Using the model price stops a low paper sale price being used to inflate the government payout.

Do I need to register before selling soybean?

Yes, registration before the notified cut-off is compulsory. A soybean grower who sells first and registers later gets nothing, because the sale cannot be linked to an eligible registration.

Can I claim if I sold soybean to a village trader?

No. Only sales made in a notified mandi within the notified sale window, supported by a mandi sale slip, qualify. Farm-gate and village sales generate no verifiable record and are not eligible.

Is soybean Bhavantar the same as soybean procurement at MSP?

No. Under procurement the government buys the soybean and pays MSP; under Bhavantar a private trader buys it at the market rate and the state pays only the shortfall in cash. In some years Madhya Pradesh has chosen procurement for soybean instead of Bhavantar, so check which route is notified.

How much soybean can one farmer claim on?

The eligible quantity is capped by the sown area in your registered land record multiplied by the notified per-hectare productivity for soybean. Any quantity sold beyond that cap earns no difference payment.
