Mukhyamantri Gramin Path Vikreta Rin Yojana (Rural Street Vendor Loan Scheme)
Madhya Pradesh state government scheme
Mukhyamantri Gramin Path Vikreta Rin Yojana gives rural street vendors in Madhya Pradesh a working capital loan of up to Rs 10,000 from a bank, with the state government reimbursing interest of up to 14 per cent so the vendor effectively repays only the principal. Vendors aged 18 to 55 apply free through the Gramin Kamgar Setu portal or their gram panchayat.
What is Mukhyamantri Gramin Path Vikreta Rin Yojana?
Mukhyamantri Gramin Path Vikreta Rin Yojana is a Madhya Pradesh state scheme run by the Panchayat and Rural Development Department that arranges a small working capital loan for street vendors who trade in villages and rural markets. The scheme is written in Hindi as "मुख्यमंत्री ग्रामीण पथ विक्रेता ऋण योजना" and is delivered through the department's Gramin Kamgar Setu portal at kamgarsetu.mp.gov.in.
Chief Minister Shivraj Singh Chouhan launched the scheme on 8 July 2020, at a point when the national PM SVANidhi scheme covered street vendors only in urban local bodies. Rural hawkers, the vegetable seller who moves between three villages, the cycle-borne utensil trader, the tea stall at a weekly haat: fell outside that cover. Madhya Pradesh became the first state to create a dedicated loan scheme for them.
The design is deliberately simple. The state does not lend money itself. It verifies the vendor through the gram panchayat, connects the case to a bank for a loan of up to Rs 10,000, and then reimburses the interest on that loan; up to 14 per cent: to the bank on the vendor's behalf. The vendor gets working capital without going to a moneylender, and repays broadly the principal amount.
Why the scheme exists
- Rural vendors typically borrow daily working capital from informal moneylenders at very high effective rates.
- A vegetable or snack vendor needs only a few thousand rupees of stock money at a time, an amount banks rarely lent without a scheme framework.
- Panchayat-level verification gives banks a reliable identification route in villages where the vendor has no formal business record.
Who is eligible for the rural street vendor loan?
You can apply if:
- You are 18 to 55 years old.
- You are a resident of Madhya Pradesh and live in a rural area, that is, within a gram panchayat rather than a municipal body.
- You work as a street vendor or hawker, selling goods or services from a handcart, cycle, head-load, temporary stall or by moving from place to place.
- You hold a Samagra ID and a bank account in your own name.
The scheme places no caste or religion condition and no educational qualification requirement. Women vendors apply on the same terms as men.
You are not eligible if:
- You are below 18 or above 55 years of age.
- You live and trade inside an urban local body; municipal corporation, municipality or nagar parishad. Urban vendors are covered by the central PM SVANidhi scheme and the state's urban street vendor scheme instead.
- You are not a resident of Madhya Pradesh.
- You are a wilful defaulter on an existing bank loan, in which case the bank will not sanction a fresh advance.
- You are running a shop from permanent commercial premises rather than vending, since the scheme is aimed at mobile and temporary vendors.
How much money does the scheme give?
Mukhyamantri Gramin Path Vikreta Rin Yojana provides a working capital loan of up to Rs 10,000 per beneficiary, sanctioned by a bank.
The state government's contribution is the interest subsidy. According to the Panchayat and Rural Development Department, interest of up to 14 per cent on the loan is reimbursed to the lending bank on behalf of the vendor. In practice this is what makes the scheme attractive — the borrowing cost falls close to zero for a vendor who repays as scheduled.
No collateral security is taken. The loan is a small, collateral-free advance, which is why the panchayat's verification of the applicant's identity and vending activity is the key step in the file.

How to apply for Mukhyamantri Gramin Path Vikreta Rin Yojana
- Open the Gramin Kamgar Setu portal at kamgarsetu.mp.gov.in and choose the registration option for street vendors.
- Enter your Samagra ID and mobile number, and verify with the OTP received.
- Fill in the application, your name, village and gram panchayat, the type of vending you do, and your bank account details.
- Upload or produce your Aadhaar card and bank passbook as required.
- Submit the form and note the application number shown on the screen.
- Wait for the gram panchayat secretary to verify your details. The verification confirms that you actually vend in that panchayat area.
- Once approved, the application is forwarded to the linked bank branch, which completes loan documentation and credits the amount to your account.
If you cannot use the portal, the same application can be filed offline. Take your Samagra ID, Aadhaar card and bank passbook to the gram panchayat office and ask the panchayat secretary or the Rozgar Sahayak to register you. Common Service Centres in rural areas also file these applications. No fee is charged for the application itself.
How to check your application status
- Sign in to kamgarsetu.mp.gov.in using the mobile number registered at application time.
- Open the application tracking option and enter your application number.
- The status shows one of the stages; submitted, panchayat verified, forwarded to bank, sanctioned or disbursed.
- If the case is stuck at bank stage, visit the branch with your application number and Aadhaar card.
The gram panchayat also holds a register of applications and their stage, which is often the quickest way to find out where a file is sitting.
Why applications get rejected or stall
- Applicant lives in an urban local body, which puts the case outside the scheme's rural scope.
- Age outside 18 to 55.
- Samagra details do not match Aadhaar in name or date of birth. Get the Samagra record corrected first.
- Panchayat verification pending. The single most common reason for delay. Follow up with the panchayat secretary rather than filing a second application.
- Bank account not in the applicant's own name, or a dormant account.
- Existing loan default, which leads the bank to decline sanction.
- Duplicate application from the same Samagra member.
Where to get help
- Gram panchayat office. The panchayat secretary and Rozgar Sahayak handle registration, verification and follow-up.
- Janpad Panchayat (block) office, for cases where the panchayat has not acted.
- Zila Panchayat CEO office. The district-level escalation for the Panchayat and Rural Development Department.
- Gramin Kamgar Setu portal at kamgarsetu.mp.gov.in for online tracking.
Applying under Mukhyamantri Gramin Path Vikreta Rin Yojana is free. No panchayat official, bank agent or middleman is authorised to take money for sanctioning the loan, and any such demand should be reported to the Janpad Panchayat CEO.
