What is the SC girl child literacy incentive for Class 11?

SC Girl Child Literacy Incentive Amount Class 11th is the Class 11 slab of Kanya Saksharta Protsahan Yojana, in Hindi "कन्या साक्षरता प्रोत्साहन योजना", run by the Scheduled Caste Welfare Department (Anusuchit Jati Kalyan Vibhag) of the Government of Madhya Pradesh. The scheme pays Rs 3,000 once to a Scheduled Caste girl who has passed Class 10 and taken regular admission in Class 11.

Madhya Pradesh's consolidated school-scholarship listing, used by the MP Shiksha Portal, records this head as a girls-only incentive of Rs 3,000 at the Class 11 stage, and records that the parent or guardian must not be an income-tax assessee. The scheme has been in operation since the 2014-15 academic session.

The incentive targets one number. In Madhya Pradesh, as across most of India, the biggest single break in a girl's schooling is the year after the Class 10 board result: the nearest higher secondary school is often further away, the family is paying admission fees and new books at once, and a daughter's continued study becomes a decision rather than a default. Rs 3,000 does not cover two years of higher secondary schooling. It arrives at the moment the decision is being made, and it arrives in the girl's own name.

Key features

  • Rs 3,000, one time, not a monthly or annual scholarship.
  • Girls only, and Scheduled Caste only, under this particular head.
  • Conditional on admission to Class 11, not merely on passing Class 10.
  • Paid by Direct Benefit Transfer into the girl student's own Aadhaar-seeded bank account.
  • Filed by the school on shikshaportal.mp.gov.in against the student's Samagra ID, with no separate student portal login.
  • Mirrored by an identical Rs 3,000 incentive for Scheduled Tribe girls run by the Tribal Affairs Department through MPTAAS, and by a parallel arrangement for de-notified, nomadic and semi-nomadic community girls.

Who is eligible for the Class 11 incentive?

A girl student can claim the Rs 3,000 if:

  • She belongs to a Scheduled Caste notified for Madhya Pradesh and holds a valid SC certificate from the competent authority.
  • She is a permanent resident of Madhya Pradesh.
  • She has passed Class 10 in the relevant academic session.
  • She has taken regular admission in Class 11 in a recognised school and is mapped to that school on the Shiksha Portal for the session.
  • Her Samagra e-KYC is complete.
  • She holds a bank account in her own name, seeded with Aadhaar.

Who cannot apply or is not eligible:

  • Boys. The incentive is restricted to girl students by design.
  • Scheduled Tribe girls, who claim the same amount through MPTAAS under the Tribal Affairs Department's version of the scheme.
  • Other Backward Class, minority and general category girls, who are covered by other departments' scholarship heads.
  • Girls who are not permanent residents of Madhya Pradesh, even holding an SC certificate from another state.
  • Girls who passed Class 10 but did not join Class 11. The payment follows admission, so a pass alone does not qualify.
  • Girls enrolled as private or non-regular candidates where the school has not mapped them as regular students on the portal.
  • Girls whose parent or guardian is an income-tax assessee, an exclusion the state listing records against this head.
  • Girls who have already drawn this incentive, since a second claim is a duplicate.

What documents are required?

Document Mandatory Notes
Scheduled Caste certificate Yes From the SDO or competent MP revenue authority
Samagra ID Yes The portal identifies the student by 9-digit Samagra member ID
Samagra e-KYC Yes Must show complete before sanction
Class 10 marksheet Yes Evidence of the pass that triggers the incentive
Class 11 admission proof Yes Bonafide certificate, admission receipt or portal enrolment
Aadhaar card Yes e-KYC and Aadhaar-seeding of the account
Bank passbook in the girl's name Yes DBT credit goes to the student
MP residence proof No Usually satisfied by the Samagra family record

How to apply for the SC girl child literacy incentive

  1. Secure the Scheduled Caste certificate. Apply at the tehsil or through praman.samagra.gov.in and use the digital certificate, which the portal validates automatically.
  2. Check and correct the Samagra record. The girl needs a 9-digit Samagra member ID, and her name, date of birth and gender must match her Aadhaar and the school register. Fix Samagra first, because the Shiksha Portal reads from it.
  3. Complete Samagra e-KYC using the Aadhaar-linked mobile number, or at a Common Service Centre or MP Online kiosk if the mobile is not linked.
  4. Open a bank account in the girl's own name and ask the branch to Aadhaar-seed it. Seeding is a separate request from submitting an Aadhaar photocopy.
  5. Take admission in Class 11 and confirm that the school has enrolled her on the Shiksha Portal for the current session against the new class.
  6. Ask the school's scholarship in-charge to file the claim under Kanya Saksharta Protsahan Yojana, attaching the Class 10 marksheet, admission proof, caste certificate and bank details.
  7. Note the reference number and check the status yourself on the portal a few weeks later, rather than assuming the school has completed the entry.

How much is paid and when?

The scheme pays Rs 3,000 once, after the school's entry is verified and the department sanctions the session's list. Because sanction depends on school verification and on the annual budget release for the head, the credit generally follows some weeks or months after the Class 11 admission season rather than immediately.

There is no instalment structure, no renewal, and no separate Class 12 payment. A girl continuing into Class 12 and then college should apply for the Scheduled Caste post-matric scholarship, and should ask the district office about hostel facilities, free textbooks, and the department's pre-examination coaching and civil-services incentive schemes.

How to check the application and payment status

  1. Open shikshaportal.mp.gov.in and go to the student services or scholarship section for the current academic session.
  2. Enter the student's Samagra member ID.
  3. Read the stage shown; entry pending at school, verified, sanctioned, or paid — which tells you exactly where the file is sitting.
  4. If it shows sanctioned but not credited, verify the account number and IFSC in the record, and ask the bank branch whether the account is active and Aadhaar-seeded.

Why the incentive does not arrive, and how to fix it

  • Samagra e-KYC incomplete. The commonest silent failure in Madhya Pradesh school scholarships: the claim looks filed and nothing is ever paid.
  • Caste certificate not valid or not traceable in the state database. Get a fresh certificate issued and have the school update the record.
  • Name or date-of-birth mismatch across Samagra, Aadhaar, the caste certificate and the school register. Correct Samagra first.
  • Bank account in a parent's name. Open one in the girl's name and update the record.
  • Account not Aadhaar-seeded, so the DBT bounces back to the treasury.
  • Class 11 admission not mapped on the Shiksha Portal for the session. Only the school can fix this.
  • School never filed the claim. A submitted-looking file that no one at the school entered is invisible to the department.
  • Duplicate claim for an incentive already drawn.

Key dates and grievance route

No fixed statewide last date is published for students. The cycle follows the school calendar: Class 10 results in April and May, Class 11 admissions from June, and portal entry and verification through the following months of the session. Apply as soon as the Class 11 admission is confirmed, and confirm the session's closing date for scholarship entry with your school.

  • School scholarship in-charge: first stop, and the fastest fix for portal errors.
  • District Scheduled Caste Welfare office: the sanctioning authority.
  • Samagra portal: samagra.gov.in for e-KYC and record corrections.
  • Madhya Pradesh CM Helpline: 181, for complaints the school and district office have not settled.

No fee is payable to any agent to get a name added to the beneficiary list. Keep the Samagra ID, the caste certificate number and the bank account details together, because an officer will ask for those three before anything else.

Documents required

Scheduled Caste certificate
Issued by the Sub-Divisional Officer or competent revenue authority in Madhya Pradesh; the digital certificate from praman.samagra.gov.in validates automatically.
Samagra ID of the student
The 9-digit Samagra member ID by which the MP Shiksha Portal identifies every school student.
Samagra e-KYC
Aadhaar-based e-KYC must show complete, otherwise a correctly filed claim still never gets paid.

Proof of Class 11 admission
Bonafide certificate, admission receipt, or the school's enrolment entry on the Shiksha Portal for the session.
Aadhaar card
Required for e-KYC and for Aadhaar-seeding the bank account.

Frequently asked questions

How much does a Scheduled Caste girl get for joining Class 11 in Madhya Pradesh?

A Scheduled Caste girl who passes Class 10 and takes regular admission in Class 11 receives a one-time incentive of Rs 3,000, credited by the Scheduled Caste Welfare Department to her own bank account. Madhya Pradesh's consolidated scholarship listing records the amount as Rs 3,000 for girls only, at the Class 11 stage.

Who is not eligible for the Class 11 SC girl child literacy incentive?

Boys are not eligible, girls outside the Scheduled Caste category are not eligible, and a girl who is not a permanent resident of Madhya Pradesh cannot apply. A girl who passed Class 10 but did not take regular admission in Class 11 is also outside the scheme, because the payment follows admission.

Is the Rs 3,000 paid every year?

No, it is a one-time incentive tied to the single move from Class 10 into Class 11. There is no Class 12 payment under this head, and a second claim is rejected as a duplicate.

Do I apply myself or does the school apply?

The school files the claim on the MP Shiksha Portal using the student's Samagra ID; Madhya Pradesh has no separate student login for school-stage scholarships. Your responsibility is to keep the caste certificate, Samagra e-KYC and bank details correct.

Does the money reach the girl or her parents?

The Rs 3,000 is transferred by Direct Benefit Transfer to the girl's own Aadhaar-seeded bank account. Where she has no account of her own, opening one is the first step, because a parent's account is not the standard route.

Is there a minimum percentage in Class 10?

No minimum percentage is published for this incentive; passing Class 10 and taking regular admission in Class 11 is what matters. If a school or an agent claims a merit cut-off, ask to see the departmental circular.

Can a Scheduled Tribe girl claim under this scheme?

No. Scheduled Tribe girls claim the same Rs 3,000 incentive through the Tribal Affairs Department's parallel Kanya Saksharta Protsahan Yojana on the MPTAAS portal at tribal.mp.gov.in.

The money has not arrived. Whom do I contact?

Start with the school's scholarship in-charge, who can open the Shiksha Portal record and see the exact stage. If the status shows sanctioned but nothing is credited, check with the bank branch, and if the file is stuck for months, register a complaint on the CM Helpline on 181.
