State Merit Scholarship Education-U (Higher Education), Manipur
Manipur state government scheme
State Merit Scholarship Education-U is how the Manipur Department of University and Higher Education lists its state merit scholarship on the National Scholarship Portal. It funds 250 fresh awards a year to 150 degree and 100 PG, at Rs 500 and Rs 750 a month, for domiciled students scoring 60% with family income under Rs 4.5 lakh.
What is State Merit Scholarship Education-U?
State Merit Scholarship Education-U is the higher-education merit scholarship of the Department of University and Higher Education, Government of Manipur, implemented through the Directorate of University and Higher Education. The suffix "Education-U" is administrative shorthand, it marks the scheme as belonging to the university and higher education wing rather than the school education wing, which runs its own separate scholarships through the Directorate of Education (Schools).
The Directorate lists it on highereducationmanipur.gov.in/scholarship alongside two central schemes it also facilitates: the NEC Merit Scholarship of the North Eastern Council under the Ministry of Development of North Eastern Region, which supports students of the North Eastern Region in higher professional courses, and the Central Sector Scheme of Scholarships of the Ministry of Education, whose guidelines were last updated in February 2024. All three route through the National Scholarship Portal.
The Directorate's stated purpose is to award the scholarship to meritorious students of Manipur so as to promote higher education in the interest of students belonging to economically weaker sections, whether they study inside or outside the state but within the country, with effect from the academic session 2015-16.
In one line: it is an income-tested, merit-ranked, DBT-paid monthly scholarship for first-year general degree and PG students domiciled in Manipur.
Who is eligible under Education-U?
You can apply if you meet all of the following:
- Domicile: you are domiciled in Manipur, evidenced by a current-year Permanent Residential Certificate from the DC, ADC or SDO of your district.
- Qualification, degree stream: you passed Class XII or an equivalent examination from an institution recognised by a Board of Education, including CBSE and ICSE, and secured admission to a general degree course. Integrated courses are included.
- Qualification, PG stream: you passed a degree or equivalent examination from a recognised institute and secured admission in one of the disciplines for which the scholarship is offered, in an institution recognised by the University Grants Commission.
- Marks: a minimum of 60% in the qualifying examination. The same 60% applies to science, arts and commerce, at both degree and PG level.
- Income: parents' income from all sources up to Rs 4.5 lakh a year.
- Stage: you are in the first year. Only first-year general undergraduate and PG students may make a fresh claim.
You are not eligible if any of the following applies:
- You took admission after a gap academic year.
- You are enrolled with an open university.
- You are already receiving a scholarship for the same UG or PG programme under another scheme.
- You were admitted through management quota.
- You are pursuing a technical or professional course rather than a general degree.
- Your parents' income exceeds Rs 4.5 lakh a year.
- You are enrolled in a private or deemed university, or studying in distance mode.
There is no reservation or quota under this scheme. The guidelines state plainly that there will not be any reservation or quota on the basis of category, religion or gender, and that the scholarship is purely on merit.
What are the rates, the seats and the duration?
Seats each year
| Course group | Fresh awards | Examples |
|---|---|---|
| Degree courses | 150 | BA, BSc, BCom |
| Postgraduate courses | 100 | MA, MSc, MCom |
| Total | 250 |
Rates
| Stage | Degree | Postgraduate |
|---|---|---|
| Fresh (10 months) | Rs 500 per month | Rs 750 per month |
| Renewal (12 months) | Rs 6,000 per annum | Rs 9,000 per annum |
The fresh year runs for 10 months of the year concerned. Every subsequent year of the course, once renewed, is paid over 12 months. A student who enters at PG level and is renewed draws Rs 9,000 in each renewal year, which is the highest annual figure the scheme pays.
A student in an integrated course is eligible but is paid at the undergraduate rate only, whatever stage of the integrated programme they have reached.
How to apply for State Merit Scholarship Education-U
- Wait for the advertisement. The Directorate of University and Higher Education announces the details of the scheme and invites applications through an advertisement in leading local newspapers, through the Directorate's own website and other media outfits, and the advertisement is also displayed prominently on the National Scholarship Portal. Applications outside the notified dates are not accepted.
- Assemble the six documents first, PRC, income certificate, qualifying marksheet, bank passbook front page, Aadhaar copy and admission receipt, and scan each one clearly.
- Go to scholarships.gov.in, find the scheme in the on-board schemes section on the home page, and click Student Login. Fresh students register there.
- Fill the form and save. The system issues a temporary ID; enter that temporary ID with your date of birth to fill the remaining sections. You may take as many sittings as you need, within the deadline.
- Upload the scanned documents and submit. A permanent ID is generated on submission — record it, because renewal and status tracking both depend on it.
- Let the two-level verification run. The Institute Nodal Officer verifies first, then the State Nodal Officer. Respond quickly if the INO returns your form for correction.
Applications can be edited until the application window closes, and not afterwards. Apply early rather than on the last day, so there is room to fix a document the INO objects to.
How selection and payment work
The merit list is drawn only from finally verified applications, ranked on the marks secured in the qualifying examination. Once selected, the scholarship is distributed to students in their provided and verified bank accounts using DBT mode through PFMS.
The guidelines attach a firm caution to that payment route. The student must ensure that the bank account is in their own name, preferably linked to Aadhaar, and that the account is kept operational and active for the whole tenure of the scholarship. The Directorate says it will not be responsible if the scholarship amount fails to be credited because of a payment failure at the bank level.
What the Institute Nodal Officer is expected to do
Understanding the INO's role saves a lot of anxious waiting. Under the guidelines, it is the INO's responsibility to verify and be satisfied that the documents submitted by the applicant are genuine and the details fully correct. The INO is expected to do this by comparing the uploaded scholarship documents with the documents you submitted at the time of admission, so a name spelling or date of birth that differs between the two sets is what usually triggers a return.
The National Scholarship Portal gives the INO an option to return an application to the student for correction. The guidelines ask INOs to verify applications on a daily basis precisely so that applicants get enough time to correct and resubmit. If your application has been sitting unverified, your college office is the place to go, not the Directorate.
How renewal works year to year
- Selection in the first year makes you eligible for the entire course period, but renewal is not automatic.
- Each renewal covers one academic year only, and a renewal application must be filed on the NSP every year of the course.
- You must upload the previous examination marksheet or pass certificate.
- You must have passed the first-year examination, or been promoted, and taken admission in the next year's class.
- A student promoted with some papers uncleared may still be renewed, provided no additional backlog from the previous year is pending.
- A student not promoted, or carrying backlog papers for more than one year, gets nothing for the remaining years of the course.
- Renewal applicants log in with the application ID and date of birth registered the previous year, and can use Forgot Application ID to retrieve it. Only students who received the scholarship last year through NSP can apply as renewals.
Other continuance conditions apply. Good conduct and regularity in attendance are required; the scholarship is cancelled if a scholar gives up the chosen course before completing it or changes course without the approval of the State Government; and students in full-time employment are not eligible at all. The decision of the State Government is final and binding in all such matters.
Where to get help
- Scheme listing and guidelines: highereducationmanipur.gov.in/scholarship, which carries the scheme entry and links to the guidelines on scholarships.gov.in.
- Departmental email: edakuhe@gmail.com, listed on the department's scholarship page for enquiries.
- Application, status and renewal: scholarships.gov.in, using Check Your Status after logging in.
- Level 1 queries: your college's Institute Nodal Officer.
There is no fee to apply, and the scheme is applied for directly by the student; no consultant or agent has any role in it.
How to check your application status
Once you have submitted your form on the National Scholarship Portal, tracking it does not need a visit to the Directorate.
- Log in at scholarships.gov.in with the permanent ID that was generated when you submitted the form, along with the password you set at registration.
- Open the status or dashboard tab. The portal shows one of a small set of stages: application submitted, pending at Institute Nodal Officer, forwarded to State Nodal Officer, returned for correction, or payment processed.
- If the status reads "returned" or "pending at INO," the delay is at your college, not at the state level. The remedy is to visit the Institute Nodal Officer's office directly rather than waiting for an email, since the portal does not always push a notification for every status change.
- If the status shows the application has cleared the State Nodal Officer but no payment has landed, check that the bank account entered on the form is active and, ideally, Aadhaar-linked, since disbursal runs through PFMS and a dormant or mismatched account is the most common reason a cleared application still shows no credit.
- For renewal-year applicants, the same login works using the ID and date of birth registered the previous year; use the portal's "Forgot Application ID" option if the ID has been misplaced.
- If the NSP dashboard gives no useful detail, the next step is your college's Institute Nodal Officer, since they can see the file's exact position in the verification chain from their own login. The Directorate of University and Higher Education is the point of escalation only after the college has been asked and cannot resolve it.
There is no separate SMS or helpline-based status system for this scheme outside the National Scholarship Portal itself.
Common reasons for rejection
- Marks fall short of 60%. The cutoff applies uniformly to science, arts, commerce, degree and PG applicants; there is no relaxation for any category since the scheme runs on merit alone. An applicant just below the line has no appeal route and must wait for a future qualifying result to reapply.
- Family income exceeds Rs 4.5 lakh. This is checked against the income certificate uploaded with the application, so a certificate that is outdated, illegible, or shows a figure inconsistent with other documents leads to rejection rather than a request for clarification in many cases. Getting a fresh, current-year income certificate before applying avoids this.
- Admission after a gap year. Any break between the qualifying exam and admission to the course disqualifies the application outright under the scheme's own terms; there is no discretion available to the Institute or State Nodal Officer to waive this.
- Enrolment through an open university, in distance mode, or at a private or deemed university. The scheme is written for regular, general-degree study at a UGC-recognised institution, so applicants from any of these routes are rejected regardless of merit or income.
- Admission through management quota. Seats filled outside the regular merit-based admission process are excluded by the guidelines, even if the student otherwise meets every eligibility condition.
- Already drawing another scholarship for the same course. Overlap with a different central or state scholarship for the identical UG or PG programme is a direct disqualifier; a student receiving, say, the NEC Merit Scholarship for the same course cannot also draw this one.
- Name, date of birth, or other detail mismatched against admission records. The Institute Nodal Officer verifies the NSP entry against the documents submitted at admission, and a spelling difference or wrong date of birth is returned for correction rather than approved; if not corrected within the window, the application lapses.
- Missing or unclear scanned documents. A PRC, income certificate, marksheet, bank passbook page, or Aadhaar copy that is blurred, cropped, or the wrong document altogether is a routine reason applications get sent back at the INO stage and then miss the deadline for resubmission.
- Applying outside the notified window. The scheme accepts applications only during the dates advertised each year; a form started before the portal opens or completed after it closes for that Directorate's cycle is not accepted, however complete the documents are.
- For renewals specifically, failing promotion or carrying backlog beyond one year. A student who is not promoted to the next class, or who carries uncleared papers for more than a single year, is not renewed for the remaining course period even though the first year's award was already paid.

Frequently asked questions
Is State Merit Scholarship Education-U a different scheme from the State Merit Scholarship?
No, it is the same state merit scholarship. "Education-U" is the label the Department of University and Higher Education uses on the National Scholarship Portal and in its own scholarship listing to distinguish its higher-education scholarship from the school-education scholarships run by the Department of Education (S).
How many awards does the Department of University and Higher Education give?
The Directorate provides 250 fresh scholarships every year — 150 for general degree courses and 100 for postgraduate courses. The guidelines add that the rates and the number of seats are subject to modification from time to time by the Government.
What is the monthly rate?
Rs 500 a month for a fresh general degree student and Rs 750 a month for a fresh PG student, paid for 10 months in the fresh year. Renewal cases are paid for 12 months, giving Rs 6,000 a year for degree and Rs 9,000 a year for PG.
How is the scholarship money actually paid?
The scholarship is distributed to selected students in their verified bank accounts by DBT mode through PFMS. The Directorate states that it will not be responsible if the amount is not credited because of a payment failure at the bank's end.
Who verifies my application?
Two officers do, in sequence. The Institute Nodal Officer nominated by your principal verifies at level 1 by comparing your uploaded documents against the documents you gave at admission, and the State Nodal Officer nominated by the Government verifies at level 2.
What other scholarships does this department list?
The Department of University and Higher Education, Manipur, also lists the NEC Merit Scholarship of the North Eastern Council under the Ministry of DoNER, and the Central Sector Scheme of Scholarships of the Ministry of Education. All three are applied for through scholarships.gov.in.
Can I hold this scholarship along with another one?
No. Students already availing a scholarship for the same undergraduate or postgraduate programme under any other scheme are excluded, and the FAQ in the guidelines answers the question directly with a no.
What happens if I change my college or course midway?
The scholarship is not transferred if you change institution or course during its tenure. The guidelines do allow a renewal for a different course of study in the limited case where the scholar has shifted courses, but the State Government's decision on such matters is final and binding.
