What is Medical Assistance for the Treatment of Critical Illness?

Medical Assistance for the Treatment of Critical Illness is a welfare benefit of the Maharashtra Building and Other Construction Workers Welfare Board, the statutory board set up by the Labour Department, Government of Maharashtra under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. Who is eligible for the critical illness medical assistance?

You can claim if:

  • You hold a live registration with the Maharashtra Building and Other Construction Workers Welfare Board. The "labour card" issued at a Worker Facilitation Centre or through mahabocw.in.
  • You were aged 18 to 60 at the time of registration, which is the board's registration age band.
  • You had worked at least 90 days as a construction worker in the preceding 12 months, the statutory qualifying condition for registration.
  • The patient is you or a dependent family member, spouse, child, or dependent parent living in the same household.
  • The illness is a serious ailment requiring hospital treatment, evidenced by a doctor's certificate, diagnosis papers and bills.
  • Your registration was valid on the date the treatment was taken.

You are not eligible if:

  • You are not registered with the board. There is no route to claim first and register later; registration must precede the illness.
  • Your registration has lapsed and was not renewed before the treatment date. Renewal is annual and a dead card is the single most common reason claims are rejected.
  • You are a construction supervisor, engineer, contractor or employer rather than a manual construction worker. The Act covers workers doing building or other construction work, not the persons employing them.
  • You did not complete 90 days of construction work in the 12 months preceding registration.
  • The treatment is cosmetic, elective or non-medical, or the papers do not establish a serious ailment.
  • You cannot produce original bills, photocopies alone are not accepted for a reimbursement claim.

Workers registered with other Maharashtra welfare boards, for example the Mathadi boards or the domestic workers board, cannot apply here; each board runs its own separate benefit set.

Keep a full photocopy set of everything you hand over. The originals go into the board's file, and a worker who needs to re-file or escalate later has nothing to work from otherwise.

How to apply for critical illness assistance in Maharashtra

  1. Confirm your registration is live. Open mahabocw.in, use the worker login, and check the status of your card. If it has lapsed, complete the online renewal and the Worker Facilitation Centre visit first.
  2. Collect the treatment papers while the patient is still in hospital; diagnosis, doctor's certificate, itemised bills, receipts and the discharge summary. Ask the hospital for a stamped duplicate set at the same time.
  3. Download the health welfare claim form for medical assistance from the welfare schemes section of mahabocw.in, or collect a printed copy at the Worker Facilitation Centre in your district.
  4. Fill the form in full, giving your registration number, Aadhaar number and bank account details exactly as they appear on the passbook. A single digit wrong in the account number stalls the DBT.
  5. Attach all mandatory documents and submit the claim at the Worker Facilitation Centre, or to the Government Labour Officer of your district office, and collect a dated acknowledgement.
  6. Track the claim by returning to the same centre with your acknowledgement, or by calling the board's helpdesk on 1800-8892-816 between 10 a.m. and 6 p.m.

Some districts also accept the claim through the worker's online profile on mahabocw.in with scanned attachments, and the board has been widening this route. Even where the file is submitted online, the originals are usually called for at verification, so do not part with them elsewhere.

How to register with the board if you are not registered yet

  1. Go to mahabocw.in, open the Workers menu and select Worker Registration.
  2. Enter your district, Aadhaar number and mobile number, and verify by OTP.
  3. Complete Form V with your personal, family and employment details.
  4. Upload age proof, residence proof, identity proof, three passport photographs and the 90-day work certificate from your employer, contractor, the engineer of the site, or the local municipal authority.
  5. Visit the Worker Facilitation Centre for verification and collect your registration card.

Registration must be renewed and a nominal renewal fee is payable online. The renewal status tab on the portal shows whether your card is currently active.

Why critical illness claims get rejected, and how to fix them

  • Registration lapsed before the treatment date. Renew annually and check the renewal status tab before you need the benefit, not after.
  • Only photocopies of bills submitted. Reimbursement needs originals.
  • Bank account not in the registered worker's name. The board pays the worker, not the hospital and not a relative. A joint or family member's account will fail DBT validation.
  • Name mismatch between Aadhaar, the labour card and the bank passbook. Correct the weakest of the three before filing.
  • No proof that the patient is a dependent. Add the ration card or a birth or marriage certificate linking the patient to the worker.
  • Ailment not established as serious. A prescription slip is not enough; the file needs a diagnosis and a treating doctor's certificate.
  • Duplicate claim for the same episode already settled under an insurance or package scheme. Disclose other claims upfront.

When can you apply, and how often?
