Custom Hiring Centre cum Harvester Groups is a component of the National Mission on Edible Oil: Oil Palm (NMEO-OP), a Centrally Sponsored Scheme of the Government of India that Gujarat implements through the Agriculture, Farmers Welfare and Co-operation Department and its Directorate of Horticulture. The component pays for the machinery and tools needed to harvest oil palm, held collectively at a centre that hires them out to growers.

The overall mission exists to raise domestic edible oil production and cut India's dependence on imported edible oil. Oil palm yields far more oil per hectare than any other oilseed crop, which is why the mission pushes its area expansion. Gujarat has been among the states bringing new area under oil palm, and this component addresses what happens after the trees start bearing.

Harvesting is oil palm's hardest practical problem. A fresh fruit bunch grows high on the trunk, weighs between roughly 10 and 25 kilograms, and has to be cut within a narrow ripeness window and delivered to a mill within about 24 hours or the oil quality falls. Cutting it needs chisels and sickles on long telescopic poles, and on taller palms mechanised harvesters. A smallholder with two or three hectares cannot justify buying that kit, and it sits idle most of the year anyway. A custom hiring centre buys it once and rents it out across many growers, which is exactly the gap this component fills.

How much assistance does the component provide?

The component provides Rs 25,00,000 per unit for equipment, tools, training, contingencies and maintenance. That figure is a per-unit ceiling for the centre, not a payment to an individual grower.

Two things follow from the ceiling. First, the admissible amount is worked out against quotations or the approved price list for the equipment proposed, so a proposal costing less than Rs 25 lakh is sanctioned at its own cost, not at the ceiling. Second, because the assistance covers training, contingencies and maintenance alongside the machines themselves, a proposal that budgets only for machines and nothing for upkeep tends to come back with queries, a harvester without a maintenance line stops working within a season or two.

The number of units sanctioned in Gujarat in any year is limited by the state's annual allocation under NMEO-OP, which is why i-Khedut opens the component for a defined window rather than leaving it open permanently.

Who is eligible for the Custom Hiring Centre cum Harvester Groups component?

You can apply if:

• You are a processor, state entity, self-help group (SHG), farmer producer organisation (FPO) or registered society, these are the categories the scheme names as the bodies that will create custom hiring centres.
• You are resident in Gujarat and the centre will serve oil palm growers in the state.
• You are connected to oil palm cultivation, either as a grower body or as a processor with a grower base.
• You hold a bank account in the name of the applying entity and can produce Aadhaar for the authorised signatory.
• You can produce land records 7/12 and 8-A for the holding concerned.

You are not eligible and cannot apply if:

• You are an individual farmer seeking a personal grant of Rs 25 lakh. The unit is an institutional asset meant to be hired out; an individual grower benefits by hiring the equipment, not by receiving the unit cost.
• Your crop is not oil palm. Growers of other oilseeds are covered by different missions and different components.
• You are outside Gujarat. Each state implements NMEO-OP through its own portal and its own allocation.
• Your institution is unregistered, since a registration certificate is part of the document set.
• You apply outside the component window opened on i-Khedut for the year.

There is no income ceiling and no age bar published for this component. What is tested is the institutional form, the link to oil palm, and the credibility of the equipment proposal.

How to apply for the Custom Hiring Centre cum Harvester Groups component

1. Open the i-Khedut portal at ikhedut.gujarat.gov.in and complete beneficiary registration, choosing the correct applicant type, farmer, institution or other.
2. Enter district, taluka, village, bank account details and, for an institution, its registered name; verify the OTP sent to your mobile number and set a password.
3. Log in and open Agricultural Schemes, then locate the National Mission on Edible Oil — Oil Palm scheme and the Custom Hiring Centre cum Harvester Groups component.
4. Click Apply New and fill the application with the applicant's details, the oil palm area to be served, the equipment proposed and its estimated cost.
5. Upload the documents, Aadhaar, 7/12 and 8-A, bank passbook or cancelled cheque, registration certificate and equipment quotations.
6. Confirm the application. An application that is saved but not confirmed is never taken up for processing.
7. Print the confirmed application, sign it, attach self-attested copies of the documents and submit it to the district horticulture office when called for, keeping the acknowledgement.

Applying is free. A grower body without internet access can complete the same steps at a Village Computer Entrepreneur point, an e-Gram centre or a Common Service Centre.

How do you check the status of the application?

1. Log in again at ikhedut.gujarat.gov.in with your registered mobile number and password.
2. Open the application status option and enter the application number from your printed acknowledgement.
3. Read the stage, confirmed, verified at district level, pre-approval granted, or rejected.
4. Wait for pre-approval before purchasing equipment. Buying machines before the sanction is issued is a common and expensive mistake, because bills dated before approval are usually not admitted.
5. After purchase, submit bills, payment proof and installation evidence for the physical verification that precedes release.

Why applications under this component get rejected

• Application saved but never confirmed on i-Khedut.
• Individual applicant where the component requires a processor, state agency, SHG, FPO or registered society.
• No demonstrable oil palm base, no growers, no area, no processor tie-up.
• Equipment purchased before pre-approval, so the bills fall outside the sanction period.
• Quotations missing or inconsistent with the equipment list.
• Bank account in a personal name rather than in the institution's name.
• Window closed for the component in that financial year.

Because NMEO-OP is a Centrally Sponsored Scheme whose component norms and state allocations are revised from time to time, an applicant should confirm the current year's unit cost and sharing pattern with the district horticulture office before committing to a purchase, and should never pay an agent for a sanction that costs nothing to apply for.
