• Oil Palm (NMEO-OP)**, the centrally sponsored mission launched in August 2021 by the Department of Agriculture and Farmers Welfare to raise domestic edible oil production. In Gujarat it is implemented by the Directorate of Horticulture under the Agriculture, Farmers Welfare and Co-operation Department, and the farmer-facing application runs through the iKhedut portal.

Oil palm is unlike the oilseeds Gujarat traditionally grows. Groundnut, castor and mustard finish inside a season; oil palm is a perennial that takes about four years to come into bearing and then yields fresh fruit bunches for decades. Across those decades it needs a large and continuous supply of water. NMEO-OP names increasing drip irrigation coverage under oil palm as one of its core strategies precisely because area expansion without assured irrigation produces weak palms and poor bunch weight.

According to the mission's published pattern of assistance, drip irrigation under NMEO-Oil Palm is supported as per micro-irrigation (RKVY-PDMC / PMKSY Per Drop More Crop) norms rather than at a separate oil-palm-specific flat rate. Those norms give 55 per cent of the approved system cost to small and marginal farmers and 45 per cent to other farmers.

Who is eligible for the oil palm drip irrigation subsidy?

You can apply if:

• You are a resident of Gujarat and an active farmer.
• You hold cultivable land in your own name, shown by 7/12 and 8-A records for the survey number to be covered.
• You are growing oil palm or are planting it in the current season under the mission's area expansion component.
• You have an assured water source: bore well, open well or canal, able to run the proposed system.
• You have a bank account in your own name for the subsidy credit.

You cannot apply if:

• You do not hold the land in your own name. Unrecorded tenants and agricultural labourers are not eligible to claim in their own right.
• You have no assured water source. A drip system with nothing to pump is not sanctioned.
• You already drew a micro-irrigation subsidy on the same survey number within the prescribed cycle; repeat claims on the same plot are rejected.
• You bought the system from a non-empanelled supplier, or installed it before sanction.
• Your district's target under the component for the year is exhausted, in which case the application is held rather than sanctioned.

How to apply for the oil palm drip irrigation subsidy

1. Open ikhedut.gujarat.gov.in, go to Schemes and select the horticulture schemes list, then find the oil palm drip irrigation component.
2. If you are new to the portal, register as a farmer with your details and set a password through OTP verification on your mobile number; existing users log in directly.
3. Fill the application: survey number, area in hectares, crop as oil palm, proposed system, water source, Aadhaar and bank details — and submit it.
4. Confirm the application. An application that is saved but not confirmed is not treated as filed at all.
5. Print the confirmed application, sign it, and attach self-attested copies of 7/12, 8-A, Aadhaar, bank passbook, the supplier quotation and, where claimed, the small or marginal farmer and caste certificates.
6. Submit the signed set at your district horticulture office (or as directed, the GGRC processing point) within the days shown on the acknowledgement.
7. Wait for pre-sanction, then let the empanelled supplier install the system. Installation before sanction usually forfeits the subsidy.
8. After installation, the field staff verify the system, and the subsidy is released to your account or adjusted against the supplier's bill.

How to apply with help, offline

1. Visit a Village Computer Entrepreneur, e-Gram centre or the taluka agriculture office with your Aadhaar, 7/12, 8-A, bank passbook and mobile phone.
2. Ask them to file the iKhedut application on your behalf and to confirm it.
3. Collect the printout, sign it, and deliver it with documents at the district horticulture office counter, keeping the receipt.

Gujarat routes even assisted applications through iKhedut, so there is no paper-only sanction path for this component.

How to check application and payment status

1. Open ikhedut.gujarat.gov.in and choose the application status option.
2. Enter the application number with your registered mobile or Aadhaar number.
3. The screen shows confirmation, receipt of the physical copy, and pre-sanction status.
4. After installation and verification, track the credit in your bank passbook; if nothing appears weeks later, ask the district horticulture office for the release date of your claim.

Why oil palm drip applications get rejected

• Application not confirmed on iKhedut, the single most common failure.
• Physical copy not submitted in time with documents.
• Name mismatch between Aadhaar, bank account and the 7/12 record.
• Non-empanelled supplier or a quotation whose design does not match the declared area.
• System installed before pre-sanction.
• Earlier micro-irrigation subsidy already drawn on the same survey number.
• District target exhausted for the year, which delays rather than kills a valid application.

The mission publishes drip irrigation under oil palm as "as per micro-irrigation norms" rather than as a fixed rupee figure per hectare, and Gujarat processes micro irrigation through its own empanelment and cost-norm framework. The practical consequence is that no honest guide can quote a single rupee ceiling for this component: the sanctioned amount depends on the approved cost norm for the system size, the plot area and whether the applicant is a small or marginal farmer. Ask the district horticulture office for the current cost norm before you sign a supplier quotation.
