What is the NMEO-OP planting materials component?
National Mission on Edible Oil–Oil Palm (NMEO-OP) is a Centrally Sponsored Scheme approved by the Union Cabinet in August 2021 with a financial outlay of Rs 11,040 crore, of which Rs 8,844 crore is the Government of India share and Rs 2,196 crore the state share. The mission's purpose is to cut India's dependence on imported edible oil by expanding domestic oil palm area and crude palm oil production, with a special focus on the North-East and the Andaman and Nicobar Islands.
The Planting Materials component is the entry point for a farmer. Oil palm seedlings are expensive and the crop takes about four years to come into bearing, so the cost of establishing a plantation is the main barrier. NMEO-OP addressed that directly by raising assistance for planting material from the earlier Rs 12,000 per hectare to Rs 29,000 per hectare.
In Gujarat, the mission is implemented by the Directorate of Horticulture under the Agriculture, Farmers Welfare and Co-operation Department. The state pays Rs 20,000 per hectare for indigenous seedlings and Rs 29,000 per hectare for imported seedlings, the difference reflecting the higher landed cost of imported sprouts. Planting material of the high-yielding tenera variety is supplied through approved agencies rather than bought on the open market.
Gujarat's position in the mission

Who is eligible for oil palm planting material assistance?
A farmer can be considered if:
- The farmer holds land in one of the 18 Gujarat districts notified for oil palm, recorded in the 7/12 and 8-A extracts in their own name.
- The holding has an assured year-round irrigation source. Oil palm is a water-demanding perennial and will not survive on rainfall alone in Gujarat.
- The farmer enters into an agreement with the processing company allotted to that zone, which fixes the arrangement for supply of planting material, technical guidance and buy-back of fresh fruit bunches.
- The farmer sources tenera planting material from the approved agency.
- The farmer is registered on i-Khedut with an Aadhaar-linked profile and a bank account in the same name.
A farmer is not eligible if:
- The land lies outside the notified oil palm districts for Gujarat.
- The holding has no assured irrigation. This is a technical disqualification, not a paperwork one, and it cannot be cured by an affidavit.
- The seedlings were bought outside the approved supply channel, or planted before pre-approval was issued.
- The same area has already drawn planting material assistance under NMEO-OP or an earlier oil palm programme. Assistance is once per hectare of new area.
- The applicant holds no land record in their own name. A landless cultivator cannot apply for this component.

How to apply for NMEO-OP planting material assistance in Gujarat
- Confirm that your district is notified for oil palm. Ask the District Horticulture Officer, since only 18 of Gujarat's districts are in the programme.
- Meet the processing company allotted to your zone. Oil palm in India is grown under a company-farmer model, and the company supplies the tenera planting material, provides technical guidance and buys the fresh fruit bunches. Sign the agreement before you apply.
- Register or log in on ikhedut.gujarat.gov.in, open the horticulture scheme list, and select the oil palm planting material component when it shows as open for the current financial year.
- Fill the application with your survey number, the area in hectares proposed for oil palm, the seedling type, indigenous or imported, and your bank details.
- Upload documents, then confirm the application. Saving is not submitting; an unconfirmed application is not considered.
- Submit the printed application with photocopies at your taluka or district horticulture office within the period stated on the printout.
- Wait for pre-approval, then lift the seedlings from the approved agency, plant them, and keep the original bill.
- File the claim with the bill and field photographs. Departmental staff verify the planted area before the per-hectare assistance is released to your bank account.
What else does the mission pay for after planting?
Planting material is only the first payment in a sequence, and a farmer planning an oil palm block should budget with all of them in view. In Gujarat the mission also provides:
- Maintenance and intercropping: about Rs 40,000 per hectare spread across the gestation years, which is when the plantation costs money and earns nothing. Intercropping with vegetables, pulses or short-duration crops between the palms is encouraged during this period.
- Borewell or pump set: 50 per cent of cost or up to Rs 50,000.
- Harvesting tools: Rs 2,500 to Rs 50,000 depending on the item, covering oil palm cutters, motorised chisels, portable ladders and chaff cutters.
- Mini tractor with trolley: 40 per cent of cost or up to Rs 2,00,000, for farmers cultivating more than 0.5 hectare for over three years.
The Horticulture Department also runs training with the partner companies on scientific cultivation, pest management and harvesting technique.
How to check the status of your application
Track the application on ikhedut.gujarat.gov.in using the application number and your Aadhaar-linked login, which shows whether the file is submitted, verified at the taluka level, pre-approved, or paid. For questions the portal cannot answer — seedling availability, the company allotted to your zone, or a delayed field verification, the District Horticulture Officer is the correct office, not the portal helpdesk.
Why oil palm assistance claims fail
- Planting before pre-approval. The commonest and most expensive mistake, because the plantation is already in the ground and cannot be undone.
- Seedlings from an unapproved source, so the variety and the bill are both inadmissible.
- No agreement with the allotted company, which breaks the buy-back chain the scheme depends on.
- Irrigation not established at the time of field verification.
- Area claimed larger than the area planted. Assistance is per hectare and is reduced to the verified area.
- Application saved but never confirmed on i-Khedut.
- Bank account name mismatch, causing the DBT credit to fail after sanction.
Key dates and scheme period
NMEO-OP was launched in 2021 and runs as a Centrally Sponsored Scheme with annual state action plans. Gujarat opens the oil palm components on i-Khedut each financial year against its approved plan, so there is no permanent last date. Because oil palm has a planting season and a limited seedling supply from the approved agencies, apply early in the cycle rather than late; farmers who wait often find the year's seedling allocation for their zone already committed.
