Atmanirbhar Mahila Su Vahak Scheme (AMA SuVahak)
Odisha state government scheme
Atmanirbhar Mahila Su Vahak is an Odisha Commerce & Transport Department scheme that helps women aged 21 to 40 with family income below Rs 3 lakh buy a four-wheeler and drive it commercially. The state pays 10 per cent of the cost as down payment plus the annual interest, and targets 1,100 women drivers over four years.
What is the Atmanirbhar Mahila Su Vahak scheme?
Atmanirbhar Mahila Su Vahak, commonly written as AMA SuVahak, is a scheme of the Commerce & Transport Department of the Government of Odisha that helps women become commercial four-wheeler drivers and owner-operators. The Odia phrase atmanirbhar mahila su vahak translates roughly as "self-reliant woman good driver", and the scheme is built around that idea: the woman owns the vehicle, drives it herself, and earns from it.
Atmanirbhar Mahila Su Vahak is not a cash-grant scheme. It works by removing the three barriers that normally stop a woman from financing a light motor vehicle. The down payment, the interest burden, and the collateral a bank demands. The Commerce & Transport department rolled the scheme out with State Level Bankers' Committee (SLBC) member banks, and a departmental meeting with those banks in November 2025 marked the operational launch of lending under it.
What the Odisha government pays
- 10 per cent of the vehicle cost as the down payment, so the woman does not have to find the margin money herself.
- Interest during a three-month moratorium at the start, covering the period before the vehicle is earning steadily.
- The annual interest cost on the loan thereafter, which is what makes the borrowing effectively interest-free for the driver.
- CGTMSE guarantee charges, which is the mechanism that lets a bank lend without collateral.
What else comes with it
- Structured driving training at an Institute of Driving Training & Research.
- Help in obtaining the driving licence.
- Handholding support by the department to keep the vehicles regularly engaged rather than idle.
- Access to the Odisha Yatri platform, the state's ride-booking service, as a channel for work.
Who is eligible for AMA SuVahak?
You can apply if:
- You are a woman, and the vehicle will be registered in your name and driven by you commercially.
- You are between 21 and 40 years old.
- Your annual family income is below Rs 3 lakh.
- You are willing to complete driver training at one of the four Institutes of Driving Training & Research (IDTRs) in Odisha. Training is a condition of the scheme, and the completion certificate is what moves the file to the bank.
- You are a resident of Odisha.
You cannot apply if:
- You are below 21 or above 40 years of age.
- Your family income is Rs 3 lakh a year or more.
- You have not completed the IDTR training, however experienced a driver you already are, the training certificate is the gateway document.
- You are a man. AMA SuVahak is a women-only scheme.
- You want the vehicle as a private family car. The scheme finances a commercial light motor vehicle to be operated as a livelihood.
Because the scheme caps the number of beneficiaries each year to 200 in 2025-26 rising to 350 in 2028-29 to meeting the criteria does not guarantee selection. Districts run their intakes against an allotted share of that annual number.
How to apply for the AMA SuVahak scheme
Atmanirbhar Mahila Su Vahak is processed through the transport administration and the banks, not through a standalone public web portal.
- Approach your Regional Transport Office (RTO) or one of the four Institutes of Driving Training & Research in Odisha and ask for the AMA SuVahak intake for the current year. The RTO holds the district's allocation and is the correct first stop.
- Register for the IDTR driver training and submit your Aadhaar, residence or domicile certificate, age proof and income certificate showing family income under Rs 3 lakh a year.
- Complete the training and obtain your light motor vehicle driving licence, using the licensing assistance built into the programme.
- Take the training completion certificate to the designated bank branch. The department works with SLBC member banks; the RTO or IDTR will tell you which branch is handling your case. The bank appraises the vehicle loan.
- Complete the loan formalities. The state's 10 per cent down payment contribution and the CGTMSE cover are applied at this stage, which is why no collateral is asked of you.
- Buy and register the vehicle in your own name, and enrol on the Odisha Yatri platform so bookings begin during the three-month moratorium.
How is the money handled after sanction?
Under Atmanirbhar Mahila Su Vahak, no lump sum is placed in the beneficiary's hands. The bank pays the vehicle dealer, the state's 10 per cent contribution goes in as the down payment portion, and the CGTMSE charge is settled by the government with the guarantee trust. The interest that accrues on the loan is borne by the department rather than debited to the driver, so the instalment the woman actually repays is the principal component.
The three-month moratorium matters practically. It is the window in which a new driver builds a customer base and learns the earning pattern of her route before repayment starts, and the government carries the interest for that whole period.
What are the key dates and intake numbers?
- November 2025, the Commerce & Transport department convened SLBC member banks to launch lending under the scheme.
- 2025-26; target of 200 AMA SuVahaks.
- 2026-27 — target of 250.
- 2027-28; target of 300.
- 2028-29, target of 350.
- Total, 1,100 women drivers over four years.
There is no single published closing date. Intakes run annually against these targets, so the practical deadline is when your district's share for the year is filled. Ask the RTO early in the financial year.
What commonly goes wrong?
- Applying without the IDTR training. The training certificate is a scheme condition. Experienced drivers still have to go through the institute.
- Income certificate above Rs 3 lakh. Get the certificate issued specifically for this purpose and check the figure before submitting.
- Age outside 21 to 40 on the date of application.
- District quota already filled for the year. This is not a rejection on merit; re-apply at the start of the next intake.
- Bank appraisal concerns. Even with CGTMSE cover and state interest support, the branch assesses repayment capacity, and an existing loan default can stop the case.
- Treating it as a car subsidy. The scheme funds a commercial vehicle to be driven by the applicant. A file that reads as a personal car purchase does not fit.
Where do I ask questions or complain?
The Regional Transport Officer of your district is the working authority for
Atmanirbhar Mahila Su Vahak and the right person to approach about intake dates,
document scrutiny and delays. Above the RTO, the Transport Commissioner,
Odisha and the Commerce & Transport Department at the state secretariat in
Bhubaneswar handle escalations, and departmental contact details are published at
odishatransport.gov.in.
Where the complaint concerns the loan: sanction refused, disbursement delayed, or interest wrongly debited to your account despite the state's support: raise it with the bank branch manager first and then through the bank's grievance mechanism, and keep the RTO informed so the department can take it up in its SLBC coordination meetings.
A note on verification: AMA SuVahak is a recent and comparatively small scheme, and detailed public guidelines were still limited at the time of writing. The benefit structure, age and income limits and annual targets set out above come from the Commerce & Transport department's own rollout with SLBC banks as reported in November 2025. Confirm the current year's intake and any revised figures with your Regional Transport Office before acting.

Frequently asked questions
What does the Atmanirbhar Mahila Su Vahak scheme actually pay for?
Atmanirbhar Mahila Su Vahak makes the vehicle loan effectively interest-free for the woman driver. The Odisha government contributes 10 per cent of the vehicle cost as the down payment, pays the interest during a three-month moratorium, bears the annual interest cost thereafter, and pays the CGTMSE guarantee charges on the loan.
Who is eligible for the AMA SuVahak scheme?
Women aged 21 to 40 whose annual family income is below Rs 3 lakh and who complete driver training at one of Odisha's four Institutes of Driving Training & Research are eligible. The scheme is for women who intend to drive the vehicle commercially themselves, not for buying a family car.
Who is not eligible for AMA SuVahak?
Women below 21 or above 40, women whose family income is Rs 3 lakh a year or more, and applicants who have not completed the IDTR training are not eligible. Men cannot apply at all, and the scheme does not fund a private car for personal use.
What is CGTMSE and why does it matter here?
CGTMSE is the Credit Guarantee Fund Trust for Micro and Small Enterprises, which guarantees the bank against default so that no collateral is demanded from the borrower. Under AMA SuVahak the Odisha government pays the CGTMSE charges, which is what allows a woman with no property to get a vehicle loan.
How many women will the scheme cover?
Atmanirbhar Mahila Su Vahak targets 1,100 women drivers over four years — 200 in 2025-26, 250 in 2026-27, 300 in 2027-28 and 350 in 2028-29. The annual cap means intakes are limited and selection is competitive.
Do I get work after buying the vehicle?
The scheme includes handholding support to keep vehicles regularly engaged, and links trained women to the state's Odisha Yatri platform for ride bookings. Odisha Yatri is a source of demand, not a guaranteed salary, and earnings depend on hours driven.
Where do I apply for AMA SuVahak?
Approach your Regional Transport Office or one of the four Institutes of Driving Training & Research in Odisha. The Commerce & Transport department runs the scheme jointly with State Level Bankers' Committee member banks, and the RTO directs applicants to the participating bank branch.
