What is the 20 tonne ice plant component of PMMSY?

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is an umbrella scheme of the Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, launched with an outlay of Rs 20,050 crore to develop the fisheries sector. Its post-harvest and cold chain sub-component funds the construction of ice plants and cold storages, in four capacity slabs. This page covers the minimum 20 tonne slab as implemented in Gujarat by the Commissioner of Fisheries under the Agriculture, Farmers Welfare and Co-operation Department.

The reason the component exists is spoilage. Gujarat holds about one-fifth of India's coastline and is the leading marine-fishing state on the west coast, contributing roughly 20 per cent of national marine production. Fish that is not iced within hours of landing loses grade and price, and at peak landing the ice supply near many landing centres runs short. A 20 tonne plant sited near a landing centre, a fish market or an aquaculture cluster fixes that gap for a mid-sized catchment.

According to the PMMSY beneficiary booklet published by the Department of Fisheries, the notified unit cost for plant or storage of minimum 20 tonne capacity is Rs 80.00 lakh, with government assistance of Rs 32.00 lakh (40 per cent) for general category and Rs 48.00 lakh (60 per cent) for SC, ST and women beneficiaries.

How much assistance is available?

Two points decide most projects. First, the percentage is applied to the notified unit cost, not to your actual bill: spending Rs 1.2 crore on a 20 tonne plant does not increase the subsidy beyond the 20 tonne slab. Second, the beneficiary contribution is large: Rs 48 lakh for a general applicant and Rs 32 lakh even at the 60 per cent rate. Applicants who have not arranged own funds or a bank term loan before applying are the ones whose sanctions lapse.

For beneficiary-oriented activities under the centrally sponsored component, the government share is split 60 per cent Centre and 40 per cent state for general states such as Gujarat. Gujarat's outcome budget for 2026-27 carries PMMSY provisions of Rs 59.06 crore in the general line, Rs 65.48 crore under the tribal sub-plan and Rs 3.62 crore under the Scheduled Caste sub-plan, plus Rs 103.00 crore for the smart and integrated fishing harbour at Jakhau in Kutch.

Who is eligible for a 20 tonne ice plant subsidy?

The PMMSY beneficiary booklet lists these intended beneficiaries:

• Fishers, fish farmers, fish workers and fish vendors.
• Entrepreneurs and private firms.
• Fisheries co-operatives, fisheries federations and fisheries development corporations.
• Self Help Groups and Joint Liability Groups in the fisheries sector.
• Fish Farmer Producer Organisations and Companies (FFPOs and FFPCs).
• SCs, STs, women and differently abled persons, who draw the higher 60 per cent rate.
• State governments, union territories and their entities, including State Fisheries Development Boards.

You cannot get assistance under this component if:

• The proposed capacity is below 20 tonnes, a smaller unit must be proposed under the 10 tonne slab instead.
• You have no secure site: land that is neither owned nor held on a sufficiently long lease.
• You are modernising an existing plant rather than constructing a new one; that is a separate component with a Rs 50 lakh unit cost.
• You start construction before administrative approval, which makes the expenditure ineligible.
• You cannot demonstrate the beneficiary share, since PMMSY never funds 100 per cent of a beneficiary-oriented project.
• The state's approved annual plan for the year carries no target for this component in your district.

How to apply for the PMMSY 20 tonne ice plant component

1. Meet the District Fisheries Officer of the district where the plant will be built and confirm that the ice plant component is being taken up in the current year's Gujarat plan.
2. Prepare a self-contained Detailed Project Report. Cover site, capacity, ice-making or cold-store machinery specification, civil work, power load, water source, fish supply and marketing plan, employment, cost estimate against the Rs 80 lakh unit cost, and how you will fund your own share.
3. Assemble supporting documents, land or lease papers, identity or firm registration, caste certificate if claiming the 60 per cent rate, quotations, bank appraisal or loan sanction, and bank account details.
4. Submit the proposal to the District Fisheries Officer of your domicile district, or of the district where the activity will be taken up. This is the submission route the Department of Fisheries prescribes for the centrally sponsored component. Take an acknowledgement with the inward number.
5. Follow the scrutiny. The district office examines the proposal and forwards it to the Commissioner of Fisheries, Gandhinagar, for inclusion in the state plan and approval.
6. Wait for the sanction order before ordering machinery or starting civil work.
7. Build, keep every bill, and request inspection by fisheries officers at the milestones stated in the sanction.
8. Claim the assistance, which is released to your bank account against verified physical and financial progress.

What a strong DPR contains

• Realistic throughput. A 20 tonne plant needs demand for 20 tonnes of ice or storage a day in its catchment; state the landing centres, markets or farms it will serve.
• Power feasibility. Ice plants are power intensive. Include the sanctioned or applied-for load and the tariff category.
• Water quality and quantity, especially for ice manufacture.
• Machinery specification with make, capacity and quotations, not a single lump-sum figure.
• Financing plan — own funds, term loan, and the assistance claimed, adding up to the project cost.
• Statutory clearances relevant to the site, including local body permission where required.

How do I follow up on my proposal?

There is no citizen-facing status tracker for PMMSY project proposals in Gujarat. Track the file through:

1. The District Fisheries Officer, using the inward number on your acknowledgement.
2. The Commissioner of Fisheries, Gujarat, 3rd Floor, Block No. 10, Jivraj Mehta Bhavan, Gandhinagar, once the proposal has been forwarded.
3. The national PMMSY portal, pmmsy.dof.gov.in, for guidelines and scheme updates.

Why PMMSY ice plant proposals fail

• No target in the state plan for the component that year.
• Weak demand justification. A plant proposed where ice supply already exceeds landings.
• Site problems, including unclear title, short lease or no road access for insulated vehicles.
• No arranged own share, so the sanction cannot be operationalised.
• Work started before sanction.
• Bills that do not match the sanctioned specification at inspection.
• Category claimed without a caste certificate, which drops the rate from 60 per cent to 40 per cent.
