Post-Matric Scholarship for ST Students: Why Applications Get Rejected and How to Fix It

Applications to the Post-Matric Scholarship for ST Students are rejected most often because family income exceeds Rs 2.50 lakh, the bank account is not Aadhaar-seeded so DBT fails at PFMS, institution verification is not completed in time, or the form is filed after the state's cut-off date. The Post-Matric Scholarship for ST Students, run by the Ministry of Tribal Affairs through state governments, checks each claim before releasing DBT. This article lists each common rejection and its fix; eligibility and benefit figures are in the parent guide.

Rejection 1: Family income above Rs 2.50 lakh

The scheme applies a parental income ceiling of Rs 2.50 lakh a year from all sources. A certificate above this, expired, or from an authority the state does not accept, is rejected.

Fix: Obtain a current income certificate from the competent revenue authority. Note the guideline clarifications: where either parent is alive, only that parent's income is counted (the guardian's income is taken only if both parents have died), and income-tax-exempt house rent allowance is excluded from the computation. If your assessed household income genuinely exceeds the ceiling, the scholarship is not available.

Rejection 2: Bank account not Aadhaar-seeded (DBT fails at PFMS)

The scholarship is disbursed by the state directly to the student's account through DBT routed via the Public Finance Management System (PFMS). If the account is not Aadhaar-seeded, PFMS rejects the credit even after sanction.

Fix: Use an account in the student's own name and complete Aadhaar seeding at the branch. Ask the bank to confirm the account is NPCI-mapped for DBT, not merely Aadhaar-linked, then re-enter the exact account number and IFSC.

Rejection 3: Institution verification not completed

The institution nodal officer must verify course, fee and attendance details online. An unverified application will not move to the state for sanction and lapses.

Fix: After submitting, confirm the status shows the institute has verified it, and follow up with your college scholarship section before the state's verification cut-off. Only the institution can complete this stage.

Rejection 4: Name mismatch across documents

A mismatch between the Aadhaar record, the bank account and the mark sheet is a common defect.

Fix: Make the name identical across Aadhaar, the ST certificate, the bank account and the mark sheet before applying, correcting whichever document is wrong at source.

Rejection 5: Course or institution not recognised

The course and institution must appear on the state's approved list. Claims for institutions or courses outside it are rejected.

Fix: Confirm your institution and course are recognised by the state before applying.

Rejection 6: Duplicate application

Filing on both the state portal and the National Scholarship Portal for the same year is treated as a duplicate.

Fix: Apply on only one portal. The Ministry states that states invite applications either through their own state portal or through scholarships.gov.in. Check which route your state uses through your college or the district tribal welfare office.

Rejection 7: Application after the state's cut-off date

The guidelines allow late applications only on compassionate grounds, for example where a student becomes newly eligible because of the death of an earning parent. An ordinary late submission is rejected.

Fix: Apply well before your state's cut-off. If you have a genuine compassionate ground, raise it with the district tribal welfare officer with documentary proof.

How to correct or appeal

Where the portal shows a defect, correct the flagged document within the correction window. For verification and sanction disputes, escalate to your institution's nodal officer and the district tribal welfare officer, who handles state-level sanction and payment. State nodal officers raise and track grievances through the DBT portal grievance module at dbttribal.gov.in. For portal and login issues, use the National Scholarship Portal helpdesk; for scheme queries, the Ministry of Tribal Affairs lines are 011-23383303 and 011-23381652. Applying is free — no agent can secure a sanction and no official will ask for your OTP or portal password.

FAQ

Can I reapply the same year after rejection? Yes, if the application or correction window is still open; otherwise wait for the next cycle, unless you have a compassionate ground for a late claim.

Whose income is counted for the ceiling? Only a living parent's income; the guardian's income is used only if both parents have died.

My status says released but no money arrived, why? The cause is almost always an account not correctly Aadhaar-seeded, so PFMS could not credit it. Fix the seeding with your bank.
