What is PMMSY Inputs for Freshwater Aquaculture in Gujarat?

Pradhan Mantri Matsya Sampada Yojana (PMMSY) is the Government of India's flagship fisheries scheme, and Inputs for Freshwater Aquaculture is one of its inland components as implemented in Gujarat. In this state the component is run by the Commissioner of Fisheries under the Agriculture, Farmers Welfare and Co-operation Department, Government of Gujarat, with funding shared 60% by the Government of India and 40% by the Government of Gujarat.

Who is eligible for the freshwater aquaculture input assistance?

You can apply if:

• You are engaged in, or are setting up, inland fisheries or freshwater aquaculture in Gujarat.
• You are an individual above 18 years of age, or a society, self-help group, association, reservoir lease holder or private entity working in inland fisheries.
• You hold a bank account in the applicant's name for the transfer.
• You either own the land or water body, or hold a lease agreement of at least 10 years for it.
• You have a valid identity document, Voter ID, ration card, Aadhaar card or passport.
• If claiming the higher 60% rate as an SC or ST beneficiary, you hold the respective caste certificate.

You cannot apply, or will be found not eligible — if:

• You have no ownership and no long-term lease over the water body. A season-to-season informal arrangement, or a lease shorter than 10 years, does not meet the tenure condition.
• You are under 18 years of age.
• You have no bank account in the applicant's name, assistance is paid by transfer and cannot be given in cash.
• You are applying for marine or brackish-water activity. This component is for freshwater aquaculture only; PMMSY has separate marine components.
• You claim the 60% rate without an SC or ST certificate and are not a woman beneficiary. The claim will be reduced to 40%.
• You cannot produce the written consent of co-owners for a jointly held plot.

How much assistance is paid and how?

The balance of the unit cost, Rs 2,40,000 for a general applicant and Rs 1,60,000 for a woman, SC or ST applicant: is the beneficiary's own contribution. Assistance is credited to the bank account recorded in the application after the district fisheries office verifies that the unit has actually been established.

A minimum reclaim period of one year applies. In practice this means the assisted activity has to be kept running for at least a year; abandoning the unit soon after drawing assistance exposes the beneficiary to recovery.

What documents are required?

Institutions applying as a society, self-help group or company should also keep their registration certificate and a resolution authorising the application ready, since the district office will ask who is authorised to sign.

How to apply for PMMSY freshwater aquaculture assistance in Gujarat

1. Open the iKhedut portal at ikhedut.gujarat.gov.in, the single window Gujarat uses for agriculture, horticulture, animal husbandry and fisheries scheme applications.
2. Choose Register as Beneficiary and pick your type; Farmer, Institutional or Other: then complete registration with your personal or institutional details and mobile number.
3. Log in and open the fisheries scheme list, then select the freshwater aquaculture inputs component.
4. Click Apply New and complete the application form: applicant details, district and taluka, details of the water body or land, the tenure document, category claimed, and bank account details.
5. Submit the application, then confirm it. On iKhedut an application that is saved but not confirmed does not go forward for scrutiny.
6. Print the confirmed application and sign it.
7. Submit the signed printout with copies of your identity proof, tenure document, bank passbook and, if applicable, caste certificate and co-owner consent to the district fisheries office within the time the portal states.
8. Wait for field verification by the fisheries staff, who inspect the site before assistance is sanctioned.

1. Visit your district fisheries office or the taluka agriculture office and ask for help completing the iKhedut application; Gujarat routes these applications through iKhedut, so the office assists rather than accepting a separate paper form.
2. Alternatively use a village computer entrepreneur or a common service point to fill the online form, then collect the printout.
3. Carry originals of the tenure document and identity proof; the printed application must reach the district fisheries office with attached copies.

How do I check my application status?

Log in to ikhedut.gujarat.gov.in with the registered mobile number and open the application status option using your application number. The portal shows whether the application is submitted, confirmed, under verification, sanctioned or rejected. • Application confirmed but printout never submitted. iKhedut applications need the signed hard copy with attachments at the district office.
• Application saved but never confirmed on the portal.
• Lease shorter than 10 years, or an unregistered lease document.
• Joint holding without co-owner consent.
• Bank account name mismatch with the applicant's name on the identity proof.
• 60% rate claimed without a valid SC or ST certificate.
• Applying outside the window. iKhedut opens component-wise windows each financial year and closes them; applications outside the window are not accepted.
• Site verification failure, the water body or pond does not exist as described, or the unit was not established.

When can I apply?

The iKhedut portal opens component-wise application windows for each financial year rather than staying open continuously for every scheme, and sanctions are limited by the annual physical and financial target for the component. Because dates shift each year, check the scheme list on ikhedut.gujarat.gov.in and your district fisheries office notice board before assuming the window is open. Keep your tenure document, bank passbook and caste certificate ready so you can apply on the first days of a window.
