What is the PMMSY small biofloc establishment component in Gujarat?

Pradhan Mantri Matsya Sampada Yojana (PMMSY) is the Government of India's flagship fisheries scheme, and its inland stream is implemented in Gujarat by the Commissioner of Fisheries under the Agriculture, Farmers Welfare and Co-operation Department. The Small Biofloc Establishment component funds a unit of 7 tanks, each 4 m in diameter and 1.5 m in height, for intensive freshwater fish rearing.

According to the component description carried on the national myScheme repository, the objective is to accelerate inland fish farming in freshwater, increase inland fish production, and create employment for people engaged in inland fisheries. Funding is shared 60 percent by the Government of India and 40 percent by the State Government.

Why Gujarat is backing biofloc and RAS

Gujarat has India's longest coastline, but its inland freshwater resource is limited and unevenly spread. Conventional pond aquaculture needs a great deal of both land and water. Biofloc and Recirculating Aquaculture Systems (RAS) get around that constraint. • General category: 40 percent of the unit cost, or 40 percent of the actual cost, whichever is less.
• Women, Scheduled Caste and Scheduled Tribe: 60 percent of the unit cost, or 40 percent of the actual cost, whichever is less.
• Validity: the benefit can be claimed once in a lifetime.

On the published unit cost, 40 percent works out to Rs 3,00,000 and 60 percent to Rs 4,50,000. The "whichever is less" wording matters: if you build the unit for less than the standard unit cost, your assistance is calculated on what you actually spent, not on the notional Rs 7,50,000.

Who is eligible for the small biofloc subsidy?

You can apply if:

• You are an individual, society, self-help group, association, reservoir lease holder or private entity involved in inland fisheries activities.
• You are above 18 years of age.
• You have your own bank account.
• You have your own private land, or a lease agreement of at least 10 years, for the site where the unit will be built. Where land is co-owned, a consent form signed by the co-owners must be submitted.
• You hold a Voter ID, ration card, Aadhaar card or passport as identity proof.

All categories: general, women, Scheduled Caste and Scheduled Tribe: receive benefits under the inland components; the difference lies in the rate of assistance, not in access.

You are not eligible, and cannot apply, if:

• You are under 18 years of age.
• You have no land tenure at the site: neither ownership nor a lease of at least 10 years — and are seeking construction-related assistance on land.
• You are claiming the higher SC or ST rate without an SC or ST certificate from the competent authority.
• You have already availed this component once, since the benefit is a once-in-a-lifetime claim.
• You have no bank account in your own name, as the assistance cannot be released.

The land tenure paperwork is what most often decides whether an application survives scrutiny, because the tanks are a fixed installation on the ground.

How to apply for the small biofloc component on iKhedut

1. Go to ikhedut.gujarat.gov.in, click Login at the top right, then Beneficiary Registration, and choose your beneficiary type: Farmer, Institutional, or Except For the Farmer.
2. If you selected Institutional or Except For the Farmer, enter the company or society name and address. Then, for every type, select your District, Taluka and Village, choose the account-holder type, enter your bank account number and name, solve the captcha and click Save and Next.
3. Enter your mobile number and email address, click Send OTP, enter the OTP received, create and confirm a password, solve the captcha and click Submit.
4. Log in, open Schemes, then the scheme list, and select the PMMSY inland small biofloc establishment component.
5. Click Apply, then Apply New, and complete the application with your site details, land tenure particulars and category.
6. Use Update Application to correct anything, then confirm the application, an unconfirmed application is not in the queue.
7. Take a printout of the confirmed application and keep it for the verification visit by the fisheries office.

1. Visit a Common Service Centre or village VCE centre with your identity proof, land or lease papers and bank passbook, and ask them to complete the iKhedut registration and the application.

3. Ask the district office which suppliers and technical consultants other beneficiaries have used, since biofloc units fail more often from poor aeration design than from lack of money.

3. Track the stages: submitted, scrutinised by the fisheries office, approved, unit established, physically verified, sanctioned, paid.
4. On sanction, the assistance is released to your registered bank account, funded 60 percent by the Centre and 40 percent by the State.

Why applications get rejected, and how to avoid it

• No valid land tenure. A lease shorter than 10 years does not satisfy the condition for construction assistance on land.
• Co-owner consent missing. Where the land is jointly held, every co-owner must sign the consent form.
• SC or ST rate claimed without a certificate. The higher 60 percent rate needs a certificate from the competent authority.
• Repeat claim. The component is a once-in-a-lifetime benefit.
• Actual expenditure lower than declared. Assistance follows the "whichever is less" rule, so an inflated estimate does not increase the payout.
