Why PMSS applications get rejected

The Prime Minister's Scholarship Scheme (PMSS), the Kendriya Sainik Board (KSB) scholarship for dependent wards and widows of ex-servicemen and ex-Coast Guard personnel, rejects a large share of applications for reasons that are almost entirely preventable: wrong document scans, a mis-calculated percentage, or an Aadhaar not seeded to the bank. Because verification runs through the Zila Sainik Board and Rashtriya Sainik Board before it reaches KSB, a defect can surface late. This article lists each rejection reason and its fix, plus the "under observation" route that lets you save a flagged application. One-line reminder: PMSS pays Rs 30,000/year to boys and Rs 36,000/year to girls, needing 60% in the Minimum Educational Qualification (MEQ).

Document rejection reasons

The KSB brochure is explicit that documents must be scanned from the original, not photocopies or attested copies.

1. Documents not uploaded in original. Scanned photocopies or attested copies are rejected. Fix: scan the physical original of every Annexure and certificate.
2. Handwritten or unclear bank passbook. The first passbook page must be printed and clearly show name, account number and IFSC. Fix: use a printed passbook page; SBI or PNB accounts are preferred.
3. Wrong or incomplete category proof. For example, a Category 5 gallantry-award certificate without the Gazette notification, or a Category 6 file missing the PPO/ESM ID. Fix: attach the exact proof for your category; Part II Order, Gen Form or POR with PPO for Categories 1–4; award certificate with Gazette notification for Category 5; PPO or ESM ID for Category 6.

Eligibility and percentage rejection reasons

4. MEQ below 60 per cent. The commonest merit failure, and often self-inflicted, because applicants calculate on best subjects. All subjects appeared in, including optional subjects, are counted. Fix: recompute honestly across all subjects; if you are genuinely below 60%, you are not eligible.
5. CGPA marksheet without the conversion formula. Where marks are shown as CGPA or grade points, the university's conversion formula must be uploaded. Fix: attach the official conversion formula alongside the marksheet.
6. Applying in the second or later year. Only first-year admissions of the current academic year qualify; lateral entry is excluded from the fresh-application route. Fix: apply in the first year of the course, as soon as you take admission.
7. Ward of a civilian, including paramilitary personnel. Not eligible per the KSB brochure. No fix.
8. Ineligible course. Distance-learning, vocational courses, universities declared fake by the UGC, and master's degrees other than MBA and MCA are excluded. Fix: apply only for a recognised first professional/integrated degree covered by the scheme.
9. Third ward of the same ex-serviceman. The scholarship is admissible for a maximum of two wards per ex-serviceman. No fix once two are sanctioned.

Payment-blocking reason

10. Aadhaar not seeded to the bank account. This stops the electronic transfer even after selection. Fix: get the bank to seed your Aadhaar and submit Annexure-3, the bank certificate confirming the linkage.

The "under observation" rescue route

PMSS does not always reject a defective application outright. When the merit list on online.ksb.gov.in places your application "under observation", it means a defect has been flagged and can still be rectified. Fix immediately — the KSB brochure warns that applications not rectified are rejected. This is the single most important thing to watch after you submit: check the merit list, and if you are under observation, correct the flagged item at once rather than waiting.

Renewal rejections (for continuing students)

The scholarship can also be closed after the first year:

• Failing or re-appearing in any subject closes the scholarship permanently, continuation needs at least 50% each semester/year and passing every subject in the first attempt.
• Renewal documents filed late, the online Payment-cum-Renewal Form, fresh Bonafide Certificate, both semester marksheets and passbook page must be submitted within one year of completing the academic year. After that window the scholarship is closed.

A warning on false statements

The KSB brochure states that a candidature obtained through a false statement or misrepresentation is automatically rejected at any stage, the entire amount paid must be refunded, and criminal proceedings may follow. Do not inflate marks or misstate category.
